B52 BL55 Splice Templates
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice.
This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.
This solicitation is being issued as a Request for Proposal (RFP) IAW FAR Part 13. The government intends to award a firm-fixed price (FFP) contract for B52 BL55 Splice Templates.
All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency.
This solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular (FAC) 2020-01, Defense Federal Acquisition Regulation
Supplement Change Notice (DPN) 20190531, and Air Force Acquisition Circular (AFAC) 2019-
1001.
The Air Force Sustainment Center (AFSC/PZIMA) at Tinker Air Force Base Oklahoma, intends to award one firm fixed price contract, sole source to MacFarland R&D, Inc. for the acquisition of material listed below.

Description of Items:
Drill jig templates are required for each splice plate requiring replacement, IAW TO 1B-52H-3-
1, paragraph 7.3. The templates and locater pins are needed to transfer fastener-hole locations from the old plates removed from the aircraft to the new place being installed. A splice plate must be removed from the aircraft and placed onto the drill jig to shape the appropriate contour.
The Squadron anticipated being able to locally manufacturer additional templates for use replacement task. PDM is currently in possession of one good set of templates that were provided by the OEM. To date, the task has been accomplished at 50% of PDM aircraft.
Beginning with aircraft 61-0013, the task will be accomplished on 100% of PDM aircraft, therefore additional sets of templates and locater pins are needed to perform the task currently across more than one aircraft. Without additional sets of templates and locater pins, 625 (25%) hours of rework are estimated to be needed to facilitate repositioning templates between more than one aircraft. Additionally, the 100% replacement task is estimated to extend 17 flow days across multiple PDM aircraft.
McFarland Research & Development actually developed this process for Boeing, by utilizing backbone components provided by Amarg. McFarland Research & Dev, created the original jigs, and currently possess actual B52 airframe splice plates. If any other vendor is used, the Squadron would have to retrieve an airframe, and remove major structural components in sections. An offsite company would then shape each of these 12 plates, only removing one from this airframe at a time. This would add 24+ PDM WIP days to this single airframe, as well as delay the acquisition of additional template sets.

• Contour of the drill jig template should be machined or formed to match the contour of the faying surface between the splice plate and upper win/upper, within a 0.1” tolerance.
Delivery Information:
FOB: Destination to Tinker AFB, OK 73145. Shipping must be included in price. Net 30.

FAR 52.212-1. Instructions to Offerors – Instructions to Offerors -- Commercial, applies to this acquisition.
FAR 52.212-2 Evaluation Commercial items, Evaluation -- Commercial Items, (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. This acquisition will evaluate based on the lowest priced offer that can fulfill the described requirement.

FACTOR 2 – COST/PRICE
The Government shall evaluate the Total Evaluated Price (TEP) of all technically acceptable
Offerors. The TEP will be calculated as the sum of the offeror’s proposed prices for all CLIN(s).
52.212-3 -- Offeror Representations and Certifications -- Commercial Item
The offeror shall complete only paragraphs (b) of this provision if the Offeror has completed the annual representations and certification electronically via the System for Award Management
(SAM) Web site located at http://www.sam.gov/portal (Only complete and return if there are changes to current SAM Registration. If 52.212-3 is not returned the contractor is affirming that the current SAM registration is current, accurate, and complete). If the Offeror has not completed the annual representations and certifications electronically, the Offeror shall complete only paragraphs (c) through (u) of this provision.
52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition.
52.212-4, Addendum -- (a) The Contractor agrees that the supplies or services furnished under this contract shall be covered by the most favorable commercial warranties the Contractor gives to any customer for such supplies or services and that the rights and remedies provided herein are in addition to and do not limit any rights afforded to the Government by any other clause of this contract. (b) The Contractor shall provide a copy of the applicable commercial warranty with each item covered by such a warranty, at no additional cost to the Government. A copy of the warranty proposed shall be provided with the offer.
