SUBJECT: Sole Source Justification for MATEC Upgrade/Installation Ultrasonic System

1. The Non-Destructive Inspection Branch uses MATEC Ultrasonic system to find voids, blisters and delamination in panels, doors, composite materials on aircraft parts and also in manufacturing of new replacement parts on the B-1, B-52, E-3, E-6, and KC-135 PDM aircraft.

The overall condition of the MATEC system is good operational condition. However, over ten years several parts need to be replaced and upgraded. The computers that are part of the system are old and ending their life cycle (they are operated normally 16 hours a day five days a week).

The pulser, receiver and amplifier are no longer commercially supported. If a major component fails, we would have to upgrade to newer ones. Replacing obsolete equipment and upgrading equipment software and equipment computer control for the MATEC will help to avoid any future equipment downtime.

2. We currently have MATEC ultrasound system conducting scans. It is less expensive to upgrade the current system components and software with the system Original equipment Manufacturer (OEM) rather than purchasing a new whole ultrasonic system from another company. MATEC has proprietary data rights to its software and the system is designed to support it. In the best interest of USAF it would be cost effective to upgrade the system rather replace it with a new complete system. Due to proprietary data right with the current in use MATEC system, this requirement would meet the form, fit and function rule.

3. Matec Instrument Companies Inc. is the sole owner and provider, there is no other entity that sufficiently replaces what Matec Instrument Company can do.

4. Utilizing internet searches and correspondence with Real-Time Innovations, Inc., it was determined that Real- Time Innovations, Inc. is the Sole Source manufacturer and provider of all RTI Run-Time software. Real- Time Innovations, Inc. maintains a "best price" policy which ensures that all US Government agencies and government contractors receive the same, best price and payment terms offered to our commercial customers.

It is in the Government’s best interest to procure this requirement via a sole source contract.

5. I have determined, in accordance with FAR 13, that the circumstances of this contract action deem only a single source is reasonably available.
