II. Nature and/or description of the action being processed.
This one time new purchase is being done by the Department of Air Force on behalf of Navy. Navy requires two (2) E-6 Service Life Extension Program (SLEP) Tooling Kit to accomplish SLEP maintenance on E-6 jets. This effort will be solicited as a Firm Fixed Price (FFP) type contract. This is an individual J&A covering this particular acquisition only and is not a bridge action.

III. Description of supplies/services required to meet agency needs.
Navy requires two (2) E-6 Service Life Extension Program (SLEP) Tooling Kit from Fatigue Technology, Inc (FTI) to accomplish SLEP maintenance on E-6 jets.
FTI is the Original Equipment Manufacturer (OEM) & developer of Split-Sleeve Cold Expansion System as well as the ForceMate Bushing Installation System and is the only company authorized for the E-6 SLEP initiative. OEM tooling must be utilized to achieve proper technical life enhancement. FTI is the only entity with the necessary engineering/technical experience & data to design the unique tooling required for the E-6 SLEP initiative.
The estimated period of performance and value for this service contract will be as follows:

V. Demonstration that the contractor's unique qualifications or nature of the acquisition requires the use of the authority cited above (applicability of authority).
Oklahoma City - Air Logistics Center (OC-ALC) was selected to accomplish the Navy E-6B SLEP process. This effort consists of accomplishing several Statements of Work (SOWs) entailing the removal of thousands of high lock fasteners to include cold working all of the holes in accordance with the SOW requirements. This process is proven to be effective by imparting beneficial compressive residual stress around the hole. The sleeve allows for one-sided processing and shields the hole from frictional forces generated by the high interference of the expansion mandrel.
The FTI Split Sleeve cold working (expansion) process is a fatigue enhancing process that is an integral part of the aircraft design and is required for the structure to reach the design fatigue life. If cold working is not performed correctly, the part will likely fail prior to reaching its design fatigue life.
FTI invented a cost effective manufacturing method for the lubricated split sleeve which has led to its wide spread use in the commercial aerospace industry. The specification developed by FTI and the associated equipment is required to be utilized as part of the SOW's to be accomplished under the SLEP process. Specifically, FTI Process Specification 8101D is the guidance/process to ensure the aircraft is compliant in the performance of the SLEP process.
FTI Split sleeve cold work expansion of fastener holes is a "FLIGHT CRITICAL" process.
FTI Inc., as the originator of both the Split-Sleeve Cold Expansion System and the ForceMate Bushing Installation System, is the only entity authorized for the E-6 SLEP initiative. It is only by procuring and utilizing the total FTI tool set that life enhancement can be assured. Additionally, FTI Inc. is the only entity with the necessary engineering/technical experience to design the unique tooling required for the E-6 SLEP initiative. FTI Split Sleeve cold work tooling is mandatory. Modification with tooling from any other manufacturer is prohibited. Since FTI tooling is sold commercially in the aerospace sector, use of the above authority is deemed appropriate.
VI. Description of efforts made to ensure that offers are solicited from as many potential sources as practicable.
FTI Inc. is the only entity with the necessary engineering/technical experience to design the unique tooling required for the E-6 SLEP initiative. Additionally, Navy is set to receive E-6 jet for SLEP maintenance in May and without required FTI tooling there will be line stoppage (Please see attached Urgency Letter). Due to the emergency nature described therein, Navy has authorized acquisition of this item from FTI.
The Government will synopsize this requirement IAW FAR 5.201. The synopsis for this requirement will be posted to www.fbo.gov prior to the publication of the solicitation.
VII. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.
The Contracting Officer will utilize price analysis techniques IAW 13.106-3(a)(2), to ensure the price is fair and reasonable. Specifically, the Contracting Officer will compare the proposed price to the Independent Government Estimate as well as obtain historical data from the contractor. The Contracting Officer will ensure that the items described herein are negotiated at a fair and reasonable price to the Government. The Contractor may be required to provide other than certified cost and pricing data as well as comparison with historical pricing and Government estimates. Based on the foregoing, the Contracting Officer will determine price will be fair and reasonable.

VIII. Description of the market research conducted and the results, or a statement of the reasons market research was not conducted.

Additionally, Navy is set to receive E-6 jet for SLEP maintenance in May and without required FTI tooling there will be line stoppage (please see attached Urgency Letter). The Government will make every effort in the future to eliminate Sole Source acquisition and identify competition. The Government will continue to research the market for other acceptable vendors.

If cold working is not performed correctly, the part will likely fail prior to reaching its design fatigue life.
b. FTI Split Sleeve cold work tooling is mandatory. Do not perform this modification with tooling from other manufacturers. Always use the complete set of compatible FTI tooling including mandrel check fixtures and verification pins.
c. FTI Split sleeve cold work expansion of fastener holes is a "FLIGHT CRITICAL" process.
d. FTI Inc., as the originator of both the Split-Sleeve Cold Expansion System and the ForceMate Bushing Installation System, is the only entity authorized for the E-6 SLEP initiative. It is only by procuring and utilizing the total FTI tool set that life enhancement can be assured.
