Question 1: Could an alternate method of using the drive, other than using a drive belt be purposed?

Answer 1: Yes, an alternate method of transferring work other than using the drive belt may be sought so long as Unit Under Test (UUT) testing requirements are met (SOW section 3.1.3) and design requirements are met –such as permitting effective maintenance SOW section 3.21.

Question 2: If a Contractor cannot confirm any valves or components currently on test stand are operational. How will government address any component found to be defective during initial testing? SOW statement only focuses on drive, drive, belt and VFD drive controller. (Example. Two tube and shell coolers are currently in the test stand, are they operational?)

Answer 2: If a part fails during initial testing, the contractor would be expected to repair the defect.

Per SOW section 3.1.27 the “contractor shall successfully run correlation testing”. Per SOW section

3.13 “The machine shall be capable of withstanding all forces encountered during operation of the machine at its maximum rating and capacity without distortion or failure.”

All parts specifically called out notate that these items must be replaced with new parts, the existing version cannot be reused even if operational. Example SOW section 3.1.7.2 mentions the control piston provided by the government and it states new shutoff valves shall be installed, Section 3.24.8 states to replace the pump and motor with new item, etc.

Question 3: Current SOW calls for 80 Dba noise level, what was past noise level in room at full load.

Need this info to determine if additional noise canceling considerations are required.

Answer 3: We do not have past noise level readings for the equipment in question. Our operating test stand (in a different room) operates at an average 76.4 dBA reading while running at 410Hz.

Question 4: SOW section 3.25.6 states Test stand anchor requirements, is test stand currently anchored. If not why not?

Answer 4: Test stand is currently anchored. Requirements are given in the event that the anchors are removed during modification.

Question 5: Can we get a copy of the incomplete list of test stand missing components?

Answer 5: See new Appendix K. The technical manual is marked up to highlight in red the missing parts or the parts that have been scavenged for another machine. This list is NOT all inclusive.

Operating condition of unmarked items is unknown.
