MEMORANDUM FOR AFSC/PZIM Contracting Officer
FROM: OC-ALC OBCA
SUBJECT: Brand Name Justification for C18-048 Perfect Point E-Drill
1. The 76th CMXG / ENB Squadron is requesting a one-time acquisition of the Perfect Point E-
Drill base level universal system, additional electrodes, and initial implementation training from for the removal of hard metal fasteners.
2. Perfect Point’s Fastener Separation Technology (FST) is an entirely new application of
Electro-Discharge Machining (EDM), developed and patented by Perfect Point EDM Corp
(PPEDM). A Demo of E-Drill was conducted in 551st in October 2018. Detailed analysis was conducted drawing a comparison of Tinker's pneumatic drills vs E-Drill drilling methods.
Results of analysis showing great savings opportunities in the form of time mitigated. Total time mitigated was then computed into cost savings strengthening CMXG's desire to procure and E-
Drill. The PPEDM E-Drill is the only tool using EDM technology in a hand-held device. There are 6 patents that protect Perfect Point’s technology and limit the development and use of EDM in a hand- held device by other potential competitors E-Drill will satisfy requirements listed in
T.O. 1-1A-8 such as the rivet removal process listed in 1.1.16. This E-Drill will also cover rivets found in section 1.2 & 1.3 of T.O. 1-1A-8.
3. Therefore, it is requested that PPEDM Brand Name equipment is procured to meet all the requirements of 76th CMXG/ ENB and subsequently the warfighters.
4. Market research was performed reviewing Dynamic Small Business Search and System for
Award Management databases using North American Industry Classification System Code
333991 looking for companies that could provide Perfect Point E-Drill, additional electrodes and initial training. A review of small businesses to include 8(a), HUBZone, Service Disabled
Veteran Owned Business, and Women Owned Small Business was also conducted. Mr. Jim
Becker a PPEDM representative, specifically referenced Kipper Tools and Grainger as resellers of the required items. The ROM attached is from the OEM which is also fully capable of meeting the requirement. Market research has not provided any other offerings utilizing Electro
Discharge Machining (EDM) Technology in a hand held device for the removal of hard metal fasteners. Due to the need for specific form fit and function by the 76th CMXG / EMB squadron, it is unlikely that the need for PPEDM brand name can be avoided in the future without advancements in patent capability by alternate branding. The Government will continue to conduct market research to determine if any other manufacturers have/can develop comparable units to satisfy future requirements.
