STATEMENT OF WORK

FOR

Deburring Machine

FOR

76 CMXG

OC-ALC/OBCA

27 September 2017

1.0 Scope:

The Contractor shall provide all labor, tools, equipment, material, parts, quality control and transportation necessary to provide installation and on-site training for the Deburring Machine in building B9001-Post C27 on the Oklahoma City- Air Logistics Complex (OC-ALC). The Contractor shall also provide Personal Protective Equipment (PPE) and clothing, to include reflective clothing (belt, vest, etc); hearing and eye protection, to include prescription safety glasses; safety harnesses; fall protection equipment; lifting equipment and any incidentals necessary to perform the requirements of this Statement of Work (SOW).

1.1The Contractor shall be responsible for insuring all services, parts and components provided under this contract are in IAW the terms and conditions outlined in this SOW.

1.2 Item Description:

76 CMXG is requesting the purchase of: One (1) Timesavers 4200 Series deburring machine or equivalent with the following characteristics:

Machine General:

1. The general construction of the machine shall be of a revolving carousel with rotary brush design.

2. The design shall incorporate a sufficient number of brushes necessary to accommodate deburring of both external and internal edges in a single pass per side without the removal of surface coatings.

a. The design shall incorporate operator controlled variable speed drives for both carousel and brush RPM management.

b. The design shall incorporate rapid change abrasive spindle assemblies. The maximum time to replace a complete set of rotary abrasives must be able to be accomplished in less than 30 minutes by a single operator. Upon delivery, the machine shall include a complete set of installed abrasives (180 grit).

c. The design shall incorporate a minimum horizontal infeed opening of sufficient width to allow the full edge deburring of a 4’ wide stock of sheet or plate material.

d. The design shall incorporate an operator managed motorized carousel height adjustment with sufficient vertical infeed range that can accommodate material thicknesses of up to 4” inches.

Vacuum Conveyor System:

3. The conveyor system design shall be of a variable speed drive vacuum assisted conveyor bed.

a. The vacuum conveyor bed shall be able to process a minimum size part with a dimension of 4”x4”.

b. The conveyor design shall allow the operator to select variable feed rates of at least 6-20 FPM.

c. The conveyor system shall incorporate a bed infeed extension with vacuum assist. The minimum length of the infeed conveyor extension is 20” and shall be incorporated into the deburring machine’s main internal conveyor system.

d. The machine shall contain an outfeed conveyor extension. Minimum length of outfeed conveyor extension is 20”. The outfeed conveyor extension is NOT required to be integrated with vacuum conveyor bed system, however, the design, placement, and operation of the outfeed conveyor bed shall permit the smooth transition of processed parts exiting the machine to smoothly transition onto the extension without binding, forcibly ejecting, or otherwise causing damaging the part.

e. The design of the conveyor system shall contain both Infeed and outfeed pressure rollers.

f. Machine shall include an Infeed emergency stop bar.

Dust Collection System:

4. The machine shall include a wet type dust collecting system.

a. The dust collection system shall be of sufficient design to achieve a minimum flow rate of 5,750 CFM @ 5” static. All necessary ducting, internal or external to the machine, shall be included upon delivery of the equipment.

Electrical:

5. The machine shall conform to NFPA 79.

6. The existing source power available at the destination facility is 480V, 3-phase, 60 Hertz. The machine’s electrical system, as well as any included accessories, shall be tolerant of fluctuations of ±10% and include any shielded electrical transformer(s) that may be required to modify the existing source voltage to the proper operating voltage of the equipment.

7. A properly rated and fused single disconnect device shall be utilized on the machine with means of lockout in the off position only.

8. The machine shall be equipped with a non-resetting type, hour meter to display accumulated machine operating time that is externally viewable to the operator.

Electrical Enclosures:

9. Construction of the electrical enclosures shall conform to NEMA ICS 6 standards. The enclosure shall be a NEMA 250-2008 Type 12, shall provide for ventilation of components and shall be designed for an indoor non-hazardous location. All electrical components shall conform to applicable NEMA ICS 1 standards. The machine shall be provided with interlocks on its electronic cabinet that shall instantly remove power from the equipment when the door is opened in accordance with NFPA 79.

ARC Flash Protection:

10. The machine enclosures shall be marked for arc flash in accordance with NFPA 79 Paragraph 16.2.3 “Safety Signs for Electrical Enclosures” for arc flash safety.

Misc:

11. Marking on Instruments, Control Panels, and Plates. All words on plates shall be in the English language. Characters shall be engraved, etched, embossed, or stamped in boldface on a contrasting background. All plates shall be corrosion resistant.

12. The design of the machine shall contain programmable storage capability for bed thickness and brush height. Minimum storage capacity for up to 10 programs.

13. Centralized Control Panel located at the front of the machine shall include at a minimum Main Motor Load Meters, Digital Thickness Display, and other required controls to meet the above listed requirements.

14. Shall include one complete set of spare abrasives (180 grit).

15. Contractor shall provide training for one week (40 hours) with operator and maintenance personnel at Tinker AFB.

16. The machine should not require modification to the existing foundation. The existing floor within the building consists of 8 to 12 inch thick concrete with two (2) layers of ½” (No 4) rebar reinforcement.

17. The overall machine footprint shall not exceed 14 ½ x 20 feet.

1.3 Required Services:

The contractor shall deliver Deburring Machine and provide installation and on-site training for One (1) week labor and expense for operator and maintenance personnel training at destination facility for the Timesavers 4200 Series Deburring Machine or Equivalent. The Contractor shall make the all necessary adjustments to the Deburring Machine until it is fully operational in accordance with (IAW) the Original Equipment Manufacturer (OEM) specifications. The Government will provide Foundation, Anchoring, Rigging, Power, Air, Water and other Fluids.

1.3.1 Deburring Machine Shall Also Include:

Identification Marking of Military Property:

An Item Unique Identification Marking (IUID) shall be provided with the machine in accordance with MIL-STD-130 and all applicable documents within the standard with Machine Readable Information (MRI) for item identification marking and automatic data capture. The application of Human Readable Information (HRI) shall be used in combination with MRI and free text.

Lubrication Plate:

A lubrication plate shall be permanently and securely attached to each machine. The plate shall contain the following information:

a. Points of Lubricant Application

b. Servicing Interval

c. Type of Lubricant

d. Viscosity

e. Military or Federal Specification for Each Lubricant (If Available)

f. Size and Type of Each Lubricant Filter

Technical Data.

The contractor shall provide a CD as well as three (3) hardcopy sets of the following documentation in the English language: Operators, programming, electrical maintenance, mechanical maintenance, parts lists, electrical schematics and ladder logic diagrams. One (1) set of subject hard copy documentation shall be furnished to the government representative ninety (90) days prior to shipment of the machine and the balance of two (2) hard copy documentation sets shipped with the machine.

1.4 Environmental Protection & Safety: The Contractor shall be knowledgeable of and comply with all applicable federal, state and local laws, regulations, instructions and requirements regarding environmental protection and occupational safety and health. The Contractor shall comply with any laws, instructions or regulation changes during the term of this contract.

Contractors shall be compliant with Tinker Air Force Base (TAFB) Supplement to Air Force Instruction (AFI) 32-7086, “Hazardous Materials Management”, Tinker AFB procedures per Tinker Air Force Base Instruction (TAFBI) 32-7004, “Hazardous Waste Management”, and Complex procedures per Oklahoma City Air Logistics Complex (OC-ALC) Supplement to AFI 32-7086, “Hazardous Material Management” and OC-ALCI 32-101 “Air Quality Record Keeping Procedure”. Publications are available digitally on e-Publishing website at www.e-publishing.af.mil for downloading or ordering.

1.5 Safety Data Sheet (SDS) and Labeling: Upon GPOC receipt of the “No HAZMAT Usage” certification, the requirements of this section no longer apply.

1.5.1.

The Contractor shall not transport, ship or use any chemical, material or substance used in the performance of this purchase description on Tinker AFB before written approval is provided by 72 ABW/CEIE, Natural Infrastructure Management (Environmental Compliance). The Contractor shall submit to the GPOC, ten (10) calendar days after contract award date all Safety Data Sheets (SDSs) and a completed OC-ALC Form 152, SDS Information Sheet. The Contractor shall receive approval from the GPOC prior to shipping any chemical, material or substance to Tinker AFB. A copy of the manufacturer SDS shall accompany the shipment. Contractor shall comply with the effective dates for SDS requirements IAW the Occupational Safety and Health Administrations (OSHA) Hazardous Communication Standard, Title 29, Code of Federal Regulation (CFR) Part 1910.1200. The Contractor shall ensure containers of hazardous chemicals are labeled with the following information, prior to shipping to Tinker AFB IAW OSHA Hazardous Communication Standard, Title 29, CFR Part 1910.1200 (2012): product identifier; signal word; hazard statement(s); precautionary statement(s); pictogram(s); and name, address and telephone number of the chemical manufacturer, importer, or other responsible party. The GPOC will forward all SDS submittals to 72 ABW/CEIE for approval. A current manufacturer SDS shall be submitted to the GPOC if the Contractor changes manufacturer or vendor for any chemicals that were prior approved. The Contractor shall maintain copies of manufacturer SDSs for all chemicals and SDSs shall be readily accessible at all times by Contractor personnel as well as government employees.

1.6. Hours of Operation: The Contractor shall perform the work required under this contract during the following days and hours: Monday through Friday, 8:00am to 5:00pm. If work hours are required outside the hours stated, the Contractor shall contact the Government POC for approval from the CO. Upon approval from the CO, the Government Subject Matter Expert (SME) or Government POC must be present with the Contractor.

These dates and hours exclude Federal Holidays, base closures due to inclement weather, and furlough days, as applicable.

1.7 Spills: Upon occurrence of any spill that could enter the storm system or cause any harmful environment effects, the Contractor shall immediately call 911 to report the incident. When possible, the Contractor shall use a base telephone to receive help from Tinker AFB 911. If using a cell phone, the Contractor shall request Tinker AFB 911. The Contractor shall immediately report all environmental violations to the GPOC and UEC. The Contractor shall provide five (5) copies of a typed or written report about the incident within four (4) clock hours as follows:

One (1) copy to the CO, two (2) copies to the GPOC, a copy for UEC and one (1) copy for record. The format of the report shall be left up to the Contractor, but the report shall contain the following information:

1.) Name and contact number of person reporting the spill

2.) Date and time of incident

3.) Location and source of spill

4.) Substance or pollutant spilled

5.) Amount spilled and rate of discharge

6.) Any damages or injuries involved

7.) Extent of area impacted

8.) Potential hazards

9.) Actions taken

10.) Organizations contacted

11.) Remarks Section - that addresses the cause of the spill (e.g. human error, equipment, etc.) and whether 911 were called and which agencies responded.

1.8 Forms, Technical Orders (T.O.), AFI, Air Force Material Command Instructions (AFMCI), and Publications: The Contractor shall obtain the forms and publications expressly required to perform the work in this contract via the internet at www.e-publishing.af.mil. In the event a form or publication is not available online, the GPOC will provide the form, instruction, or publication to the Contractor upon the Contractor’s written request (e-mail is acceptable). In the event, laws, regulations, T.O.’s, AFI’s, or AFMCI’s change during the term of this contract, the Contractor shall be required to comply as the changes come into effect. Contractors delivering or handling official United States Air Force (USAF) records shall comply with the applicable records management regulations in AFI 33-322, Chapter 3, in its entirety.

1.9 Housekeeping: The Contractor shall keep the work areas clean and neat IAW industry standards, OSHA, fire and safety standards, and this SOW.

1.10 Foreign Object Damage (FOD) and Dropped Object Prevention: Contractor personnel who work in or travel though areas near operational and production aircraft, engines, munitions, missiles, drones, space systems, support equipment, Aerospace Ground Equipment (AGE), trainers, and the Contactor personnel operating vehicles and equipment on flight lines, runways, taxiways, parking ramps, and in aircraft hangers and maintenance areas are required to receive the FOD/DOP training and to comply with AFI 36-2650, AFMC Supplement 1, paragraph 9.2., and A4.4.4. (Initial)/A4.4.5. (Refresher). The Contractor and Contractor personnel shall acknowledge the FOD/DOP training either by viewing the Digital Versatile Disc (DVD) provided by the GPOC or the You Tube site, http://www.youtube.com/watch?v=tYcbodjFPnM.

1.10.1 The Contract Manager shall provide written certification to the GPOC for each employee within ten (10) business days after the contract award date. The certification shall have the title of the training, the name of the person who received the training, and the date of the training. The Contractor shall also ensure all new employees view the FOD/DOP training and provide written certification of training to the GPOC prior to the employees starting work in the OC-ALC shops. Every 36 Months, the Contractor and Contractor personnel shall be required to review the FOD/DOP training and to provide written certification to the GPOC.

1.11 Tool Control and Accountability: While performing contract services in or around Maintenance Production Shops, which includes ramp areas, the Contractor shall comply with AFI 21-101_AFMC Supplement 1, 21-101, Chapter 10 (all paragraphs) and OC-ALCI 21-112, paragraph 14.1. and 14.5.3. The Contractor shall provide the completed MXRIWRS Form 032 prior to performing work in the OC-ALC industrial areas. The MXRIWRS Form 032 is available from the GPOC. The Contractor shall provide a Contractor Tool Listing, MXRIWRS Form 032, to the GPOC within five (5) business days after PM/RM actions. The Contractor or Contractor’s personnel shall inventory the container or bag of tools at the beginning of each work day and at the end of each work day. The Contractor personnel shall immediately notify the GPOC of any tools that are missing or lost from the work area or container (e.g. tool or job box or tool bag). The GPOC will report any missing Contractor’s tools which have not been located within one (1) hour after notification to the appropriate Government personnel. The Contractor shall obtain the Form 32 from the GPOC. The CM shall ensure each employee on the job site receives a briefing from the GPOC about Housekeeping, FOD/DOP, and Tool Control prior to starting work in OC-ALC Industrial Areas.

1.12 Privately Owned Motor Vehicles (POV): Contractor personnel shall comply with the directives pertaining to operation of POVs on Tinker AFB per AFMAN 31-116, in its entirety, “Motor Vehicle Traffic Supervision”. The Contractor shall comply with Tinker AFBI 24-302, in its entirety for the operation of POVs within Tinker AFB.

1.13 Visitors Pass: The Contractor shall contact the Government POC seven (7) business days before arriving on Tinker AFB in order to make arrangements for Visitors Passes. The Government POC will assign a sponsor for the Contractor from within the organization. The Contractor and the sponsor shall arrange to meet at Pass and Registration, Building 6611 at the Tinker Gate which is South of I-40 off of Air Depot. The Contractor shall provide two (2) forms of identification, one of which shall be a picture ID, to the 72 SFS. The 72 SFS will provide an AF Form 75, Visitors Pass, which will be valid for up to thirty (30) calendar days.

1.14 Foreign Nationals: The Contractor shall notify the Government POC before sending a Foreign National representative to perform services. Special rules apply for foreign nationals visiting a US Government facility.

1.15 Safety and Health on Government Installations: While performing work under this contract on a Government installation, the Contractor shall comply with federal, state and local regulations, and AFI 91-203, “Air Force Consolidated Occupational Safety Instruction”, as established by this contract and Appendix C. The Contractor shall notify the CO, GPOC, and Government Contract Administrator (CA) within one (1) business day of any injuries that occur to contractor personnel while they are on the installation. The Contractor shall notify the CO, GPOC, and Government CA within one (1) business day of damage to Government property or equipment during the execution of the contract.

1.16 Emergency Procedures: The Contractor personnel shall follow the direction of the Government personnel with regard to emergency procedures, such as fire, tornado, active shooter, bomb threats, or other emergency. It is the responsibility of the Contractor to provide guidance and to establish procedures for its employees to respond to an emergency. It is the Contractor’s responsibility to account for their employees following an emergency evacuation. The Contractor personnel shall participate with the Government personnel in all fire and tornado drills at no additional cost to the Government.
