Combined Synopsis/Solicitation

(IAW FAR 12.603)

Solicitation Number: FA8125-18-Q-0115 B-1B Post Dock Trailers

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice.

This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.

This soliciation is being issued as a request for quotation (RFQ) IAW FAR Part 13.

This solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular (FAC) 2005-95, Defense Federal Acquisition Regulation Supplement Change Notice (DPN) 20161222, and Air Force Acquisition Circular (AFAC) 2017- 0127.

The Air Force Sustainment Center (AFSC/PZIMA) at Tinker Air Force Base Oklahoma, intends to award one firm fixed price contract for the acquisition of material listed below.

Description of Items:

567th AMXG requests the purchase of Two (2) each B-1B Post Dock Aircraft Support Trailers meeting the following criteria:

1.1 The trailer shall be a 7,000 lb. minimum tandem axle that is 7 ft. wide by 18 ft. length.

Manufactured with a steel frame, aluminum roof, and siding.

1.2 Trailer must have 7 ft. interior height.

1.3 Interior wall, right hand side, aft looking forward should have steel pegboard installed.

1.4 Trailer should have LR “C” rated radial tires or equivalent tires that are capable for towing trailer behind motorized vehicle.

1.5 The trailer shall be equipped with a 2,000 lb. top crank A-frame or equivalent tow bar with a pintle ring.

1.6 The trailer shall be equipped with a storage box that is approximately 69” length x 20” width x 15” deep mounted on tongue of trailer.

1.7 The insulated entry door shall be 36” wide with right hand “piano” type hinge and located on the right hand side (aft looking forward), approx. 30” from front (tow end) of the trailer. Door will open inwards if construction permits.

1.8 The entry door shall be equipped with a cypher lock door handle.

1.9 The door entry way shall be equipped with a foldable door step.

1.10 Flooring must be heavy duty non-skid vinyl flooring or equivalent industrial flooring.

1.11 Trailer shall be equipped with an insulated vinyl ceiling liner. Sidewall insulation shall be minimum of 1 inch R5 fiberglass insulation.

1.12 The interior trailer lighting shall have overhead LED lighting to provide adequate visibility both during day and night. Rear ramp shall be illuminated by adequate ceiling lighting, controlled by its own switch. Exterior LED trailer lighting should illuminate project in a downward direction to illuminate path adjacent to trailer walk area both sides and front.

Lighting will be controlled from interior of trailer.

1.13 In place of the standard overhead AC/Heat unit, the trailer shall be equipped with an 18,000 BTU AC/Heater (window Style Unit) in the front (tow side) wall over the trailer tongue and centered side to side, but mounted closer to the roof to allow for toolbox underneath. The unit shall be adequately supported/braced. The AC/Heater unit should be 20 AMP.

1.14 The trailer shall be equipped with a 100 AMP Service Panel. Service panel will be located on left wall near power receptacle at a height where the panel does not interfere with storage of toolboxes in trailer.

1.15 The Power Cord shall be a 50 feet power cord with plug equivalent to NEMA L21-30 AC plug, Hubbell HBL2811. There shall be a power cord provided for each trailer.

1.16. Electrical Outlets – Approximate location:

A. 110 vac duplex wall receptacles on left side (road side), at least 60" high.

B. Receptacle for 18,000 BTU AC/Heater (Window Unit Style) on front wall near air conditioner.

1.17 The trailer shall be equipped with adjustable heavy duty rear corner post jacks and 24 inch front scissor jacks.

1.18 One person handling capability ramp style door, rear ramp.

1.19 Rear ramp access door shall have non-skid coating applied.

1.20 Rear ramp access door shall include swing down door to provide smooth transition from ground to ramp for easy roll up and down of castered equipment.

1.21 A total of 4 four (4) D-rings or similar mounted on the exterior left and right hand side near the bottom of trailer for anchoring.

1.22 Color of trailer shall be white.

FAR 52.212-1. Instructions to Offerors – Instructions to Offerors -- Commercial, applies to this acquisition.

FAR 52.212-2 Evaluation Commercial items, Evaluation -- Commercial Items, (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

* All quotes will be evaluated only by price and adherence to the solicitation. The lowest priced quote will be evaluated for adherence on an acceptable/unacceptable basis. If the lowest priced quote is found to be in compliance with the solicitation, then no further evaluations will be conducted and award will be made. If the lowest priced quote is not in adherence to the solicitation, the next lowest priced quote will be evaluated, and so on until a technically acceptable quote is found.

52.212-3 -- Offeror Representations and Certifications -- Commercial Items.

The offeror shall complete only paragraphs (b) of this provision if the Offeror has completed the annual representations and certification electronically via the System for Award Management (SAM) Web site located at http://www.sam.gov/portal (Only complete and return if there are changes to current SAM Registration. If 52.212-3 is not returned the contractor is affirming that the current SAM registration is current, accurate, and complete). If the Offeror has not completed the annual representations and certifications electronically, the Offeror shall complete only paragraphs (c) through (u) of this provision.
