STATEMENT OF WORK
FOR
Metal Powder Reclamation System
FOR
76 CMXG/ENR
OC-ALC/OBCA
18 December 2017
1.0 Scope The Contractor shall provide all labor, tools, equipment, material, parts, quality con-trol and transportation necessary to provide installation, commisssioning and on-site training for the Metal Powder Reclamation System for Post Location BB22 in Building 9001 on the Okla-homa City- Air Logistics Complex (OC-ALC). The Contractor shall also provide Personal Pro-tective Equipment (PPE) and clothing, to include reflective clothing (belt, vest, etc); hearing and eye protection, to include prescription safety glasses; safety harnesses; fall protection equip-ment; lifting equipment and any incidentals necessary to perform the requirements of this Statement of Work (SOW).
1.1 The Contractor shall be responsible for ensuring all services, parts and components provided under this contract are in accordance with (IAW) the terms and conditions outlined in this
SOW.
1.2. Requested Services: The Contractor shall be given a total of ten (10) business hours to in-stall and commission the Metal Powder Reclamation System. The Contractor shall make the all necessary adjustments to the Metal Powder Reclamation System until it is fully operational in accordance with (IAW) the Original Equipment Manufacturer (OEM) specifications and shall demonstrate to Government Point of Contact (GPOC) that the system is working correctly. After installation and commission, the Contractor shall provide six (6) employees with on-site training on the newly installed system. The ten (10) hours will be allocated at the discrection of the Sub-ject Matter Expert (SME).
1.3 Item Description:
De-Powdering Work Station
• The De-Powdering Work Station shall provide a safe working environment where an operator will remove metal powder from 3D printed parts still bonded to a build plate.
• Work station shall be a hermetically sealed, positive pressure, inert atmosphere, two glove glove-box of at least 42 in wide x 42 in deep x 75 in high.
• Front panel opens for easy load and unload of printable part. Door has latching mechanism that allows for hermetic seal when closed.
• Shall have an argon blow off gun for de-powdering parts.
• Shall have gravity-fed powder trap and funnel system
• Shall have two Delrin glove ports with gloves.
• Shall be equipped with a rotating tilt table inside de-powdering enclosure, which shall accommodate a build plate of 10 inches x 10 inches and have high frequency ultrasonic vibration for powder removal.
• Compatible metal powders: 17-4 PH Stainless Steel, Ti64 Titanium, AlSi10Mg Aluminum.
• Supplied with English operating & maintenance manual.
1.4 Inert Unit:
• Argon gas is to be supplied by the customer to the De-Powdering Work Station and Sieving Unit. The inert unit will remove non-argon gasses from the operating environment.
• The inert unit shall have a circulation blower capable of 120 cfm max flow rate Flow rate through purifier column 60 cfm
• On-board Oxygen analyzer, 0-1000 ppm
• On-board Moisture analyzer, 0-1000 ppm
• Vacuum pump: 10 cfm rotary vane pump with oil mist eliminator & oil return kit
• Shall connect to the de-powdering work station Shall connect to sieving unit.
1.5 Powder Sieving Unit:
• The sieving unit shall be a vibratory fine powder ultrasonic screening system. The system shall be fully enclosed. Sieved powders shall be cleanly and safely collected into separate containers or conveyed directly to the next process.
• The sieving unit’s powder wetted components shall be constructed out of stainless steel and have a satin finish. Gaskets and seals shall be silicone rubber.
• The sieving unit shall be equipped with a vacuum transfer module for feeding powder into an inlet hopper with a capacity ≥ 25 Liters. The vacuum shall not exhaust any metal powder.
• Connection to the vacuum shall be via tri-clamp fitting. The inlet hopper shall be equipped with a high level shutoff switch to prevent overfilling. The hopper shall ultrasonically fluidize the powder to ensure full discharge with minimized powder residue. The hopper outlet shall have an automated shutoff valve at the base. Hopper shall be capable of being automatically purged with inert gas once the vacuum transfer has shut off.
• The sieving unit shall separate coarse from reusable powder with a 316 stainless steel plain woven wire mesh of 50 microns. The meshes shall be tensioned, bonded, equipped with digital ultrasonic frequency vibration, and capable of processing ≥ 120 kg / hour.
• Sifted powders Coarse and Reusable shall be discharged through individual downturned outlets terminating in smooth bore flexible connections with tri-clamp ends to feed collection containers.
• The sieving unit shall actively weigh sieved powder and automatically shut off when the sieved powder containers are full.
• The sieving unit shall have a touch screen interface and control software to control:
material process type, sieve docking, batch weight, cleaning protocols, inert purge, and vacuum transfer system. Front panel E-stop button. Rear panel electrical, pneumatic and inert connections.
• Inert gas purge to sieve section. Purge control via software system. Power supply 240v 1ph, 60hz.
• Cleaning the sieving unit shall be a tool free procedure which can be completed in under 60 minutes. The sieving unit shall have a crevice free construction to aid in rapid batch changeover. Sieving screens shall be easily accessed. The sieving unit shall have anti-static swivel castors with total stop locking brakes.
1.6 Environmental Protection & Safety: The Contractor shall be knowledgeable of and com-ply with all applicable federal, state and local laws, regulations, instructions and requirements regarding environmental protection and occupational safety and health. The Contractor shall comply with any laws, instructions or regulation changes during the term of this contract.
1.6.1 Contractors shall be compliant with Tinker Air Force Base (TAFB) Supplement to Air Force Instruction (AFI) 32-7086, “Hazardous Materials Management”, Tinker AFB procedures per Tinker Air Force Base Instruction (TAFBI) 32-7004, “Hazardous Waste Management”, and Complex procedures per Oklahoma City Air Logistics Complex (OC-ALC) Supplement to AFI 32-7086, “Hazardous Material Management” and OC-ALCI 32-101 “Air Quality Record Keep-ing Procedure”. Publications are available digitally on e-Publishing website at www.e-publishing.af.mil for downloading or ordering.
1.7 Hazardous Material (HAZMAT): If no HAZMAT will be brought on base or used in per-formance on this contract, the contractor shall certify “No HAZMAT will be brought on base” or “No HAZMAT Usage” by official correspondence. This certification shall be provided to the GPOC within ten (10) days after award. Upon GPOC receipt of the certification, the require-ments of this section no longer apply. Appropriate penalties for the contractor, or administrative and disciplinary action for the latter shall be assessed if found in violation of above certification.
1.7.1 The Contractor shall comply with applicable federal and military procurement policies IAW OC-ALC Supplement to AFI 32-7086, “Hazardous Material Management”. The Contrac-tor shall obtain access to the standardized Air Force HAZMAT tracking system and manage HAZMAT within the system or have a government designated HAZMART comply. The Con-tractor shall establish and reconcile the inventory, print the standardized Air Force HAZMAT tracking system bar code labels, and apply the labels to containers of HAZMAT so that the Oc-http://www.e-publishing.af.mil/ http://www.e-publishing.af.mil/ cupational Safety and Health Administration (OSHA) compliant labels are not covered. Any failure to comply with proper HAZMAT management procedures shall be reported to the CO and GPOC who will notify 76 MXSG/MXDEU, OC-ALC Environmental and Occupational Health Compliance.
1.8 Safety Data Sheet (SDS) and Labeling: Upon GPOC receipt of the “No HAZMAT Usage” certification, the requirements of this section no longer apply.
1.8.1 The Contractor shall not transport, ship or use any chemical, material or substance used in the performance of this PWS on Tinker AFB before written approval is provided by 72 ABW/CEIE, Natural Infrastructure Management (Environmental Compliance). The Contractor shall submit to the GPOC, ten (10) calendar days after contract award date all Safety Data Sheets (SDSs) and a completed OC-ALC Form 152, SDS Information Sheet. The Contractor shall re-ceive approval from the GPOC prior to shipping any chemical, material or substance to Tinker AFB. A copy of the manufacturer SDS shall accompany the shipment. Contractor shall comply with the effective dates for SDS requirements IAW the Occupational Safety and Health Admin-istrations (OSHA) Hazardous Communication Standard, Title 29, Code of Federal Regulation (CFR) Part 1910.1200. The Contractor shall ensure containers of hazardous chemicals are la-beled with the following information, prior to shipping to Tinker AFB IAW OSHA Hazardous Communication Standard, Title 29, CFR Part 1910.1200 (2012): product identifier; signal word;
hazard statement(s); precautionary statement(s); pictogram(s); and name, address and telephone number of the chemical manufacturer, importer, or other responsible party. The GPOC will for-ward all SDS submittals to 72 ABW/CEIE for approval. A current manufacturer SDS shall be submitted to the GPOC if the Contractor changes manufacturer or vendor for any chemicals that were prior approved. The Contractor shall maintain copies of manufacturer SDSs for all chemi-cals and SDSs shall be readily accessible at all times by Contractor personnel as well as govern-ment employees.
1.9 Hazardous Waste: If no HAZWASTE will be generated during performance of this con-tract, the contractor may certify “NO Hazardous Waste Generation” by official correspondence.
This certification shall be provided to the GPOC within ten (10) days after award. Upon GPOC receipt of the “No Hazardous Waste Generation” certification, the requirements of this section no longer apply. Appropriate penalties for the contractor, or administrative and disciplinary action for the later shall be assessed if found in violation of above certification.
1.9.1 The Contractor shall dispose of contaminated solid waste, spent or processed chemical so-lutions, used rags and hazardous waste in government furnished waste containers IAW TAFB
HWMP.
1.10 The Contractor shall be responsible for the Initial Accumulation Point (IAP) within the Contractor assigned space. The IAP shall be under the direct control of the Contractor who gen-erates the waste. Before accumulation begins, the Contractor shall ensure appropriate hazard labels are affixed to government furnished waste containers as specified in 49 Code of Federal Regulation (CFR) 172.400. Management procedures for IAPs include written weekly inspec-tions and reporting. When the container has been filled, the Contractor shall seal the container, mark the Certified Filled Date on the container label using an indelible pen, place the container at a designated pick up location, and call the Hazardous Waste Management Facility (HWMF) at 734-3285 for pick-up service. The Contractor shall ensure the HWMF picks up the container within three (3) calendar days after the Certified Filled Date. If container is not picked up within three (3) calendar days, Contractor shall notify the GPOC who will notify 76 MXSG/MXDEU, OC-ALC Environmental Engineering Section.
1.11 The Contractor shall perform written weekly inspections using Tinker AFB IMT Form 487, Initial Accumulation Point Management Aid. Weekly denotes once per working week. The Contractor shall submit Tinker AFB IMT Form 487 on a monthly basis to the GPOC no later than the third (3rd) day of the month following the reporting period. If the third (3rd) day of the month is a weekend or holiday, the logs are required by the last business day 'PRIOR' to the third (3rd). The GPOC will forward the form(s) to the UEC no later than the fourth (4th) day of the following month or the first (1st) subsequent business day. Contractor shall maintain a signed copy of the form(s) on site for one (1) year.
1.12 Spills: Upon occurrence of any spill that could enter the storm system or cause any harmful environment effects, the Contractor shall immediately call 911 to report the incident. When pos-sible, the Contractor shall use a base telephone to receive help from Tinker AFB 911. If using a cell phone, the Contractor shall request Tinker AFB 911. The Contractor shall immediately re-port all environmental violations to the GPOC and UEC. The Contractor shall provide five (5) copies of a typed or written report about the incident within four (4) clock hours as follows:
1.13 One (1) copy to the CO, two (2) copies to the GPOC, a copy for UEC and one (1) copy for record. The format of the report shall be left up to the Contractor, but the report shall contain the following information:
1.) Name and contact number of person reporting the spill 2.) Date and time of incident 3.) Location and source of spill 4.) Substance or pollutant spilled 5.) Amount spilled and rate of discharge 6.) Any damages or injuries involved 7.) Extent of area impacted 8.) Potential hazards 9.) Actions taken 10.) Organizations contacted 11.) Remarks Section - that addresses the cause of the spill (e.g. human error, equip-ment, etc.) and whether 911 were called and which agencies responded.
1.14 Privately Owned Motor Vehicles (POV): Contractor personnel shall comply with the di-rectives pertaining to operation of POVs on Tinker AFB per AFMAN 31-116, in its entirety, “Motor Vehicle Traffic Supervision”. The Contractor shall comply with Tinker AFBI 24-302, in its entirety for the operation of POVs within Tinker AFB.
1.15 Visitors Pass: The Contractor shall contact the Government POC seven (7) business days before arriving on Tinker AFB in order to make arrangements for Visitors Passes. The Govern-ment POC will assign a sponsor for the Contractor from within the organization. The Contractor and the sponsor shall arrange to meet at Pass and Registration, Building 6611 at the Tinker Gate which is South of I-40 off of Air Depot. The Contractor shall provide two (2) forms of identifi-cation, one of which shall be a picture ID, to the 72 SFS. The 72 SFS will provide an AF Form 75, Visitors Pass, which will be valid for up to thirty (30) calendar days.
1.16 Foreign Nationals: The Contractor shall notify the GPOC before sending a Foreign Na-tional representative to perform services. Special rules apply for foreign nationals visiting a US Government facility.
1.17 Safety and Health on Government Installations: While performing work under this con-tract on a Government installation, the Contractor shall comply with federal, state and local regu-lations, and AFI 91-203, “Air Force Consolidated Occupational Safety Instruction”, as estab-lished by this contract and Appendix C. The Contractor shall notify the CO, COR, and Govern-ment Contract Administrator (CA) within one (1) business day of any injuries that occur to con-tractor personnel while they are on the installation. The Contractor shall notify the CO, COR, and Government CA within one (1) business day of damage to Government property or equip-ment during the execution of the contract.
1.18 Emergency Procedures: The Contractor personnel shall follow the direction of the Gov-ernment personnel with regard to emergency procedures, such as fire, tornado, active shooter, bomb threats, or other emergency. It is the responsibility of the Contractor to provide guidance and to establish procedures for its employees to respond to an emergency. It is the Contractor’s responsibility to account for their employees following an emergency evacuation. The Contrac-tor personnel shall participate with the Government personnel in all fire and tornado drills at no additional cost to the Government.
