Section A: General Contract Information
Contracting Activity: AFMC/PZIMA
Project/Program Name: A17-120E Akzo Primer Emergency Purchase.
Purchase Request/Identification Number: F3YCEB7223A001
Estimated Contract Cost (including Options): $149,208.00
Section B: Description of the Supplies/Services Required
76 AMXG requires the emergency purchase of 1600 kist of Akzo Nobel Brand Primer to support the E-6 aircraft.
This purchase is to be used as a stop gap measure to prevent any work stoppage until DLA can continue to provide this material.
Section C: Justification for Soliciting from a Single Source or Brand Name
E-6 Statement of Work E6-HD-164G-14 authorizes only NSN 8010-01-572-4822 Akzo Nobel Brand of Primer.
This primer has a Nuclear Flash raiting and is the only primer that has been authorized for use by the U.S. Navy.
This is the only brand that is currently authorized for use and the use of any other brand would be out of compliance with Naval Technical Data supplied to the Air Force to paint the E-6 aircraft.
Section D: Efforts to Obtain Competition
Market Research was done by Contacting the approved manufacturer directly and inquiring about stock on hand as well as lead time for manufacturing more. In addition the World Wide Web was searched looking for other distributors that were classified as a small business and could sell this brand.
Section E: Steps to Preclude Future Single Source or Brand Name Awards
Until such time as the U.S. Navy changes its technical data to allow for another coating system to be used there is no other way to avoid the brand requirement.
Section F: Contracting Officer's Determination
I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
