STATEMENT OF WORK
(SOW)
Universal Engine Change System
TINKER AIR FORCE BASE, OKLAHOMA

1. INTRODUCTION
The Oklahoma City Air Logistics Complex, Aircraft Maintenance Group (AMXG) requires the procurement of one (1) Universal Engine Change System. The Contractor shall provide a complete design, fabrication, inspection, testing, documentation, delivery, labor and other incidentals necessary to provide such
Universal Engine Change System in accordance with this Statement of Work (SOW), attachments and supporting data as provided by the Government.
The Universal Engine Change System will be used at Tinker Air Force Base, Oklahoma for Programmed
Depot Maintenance (PDM) in several locations on the KC-135 aircraft where F108 engines require removal or installation. The Contractor shall deliver these items in accordance with this SOW.
1.1. Problem Statement
76th AMXG performs all aspects of the current fiscal year’s negotiated work specification to one fifth of the United States Air Force inventory of KC-135 aircraft annually. Each aircraft requires the removal of all four (4) F108 engines and then the reinstallation of four (4) engines during the PDM process. The Addition of a Universal Engine Change System is required to continue and improve the
76 AMXG PDM program.
1.2. Scope
The items sought include the following:
Item #1: A Universal Engine Change System.
System shall consist of four (4) independent engine positioning units with four (4) adapter sets for use with the ETU-111E engine trailers that support each F108 engine.
Contractor shall provide components, equipment and parts that are commercial-off-the-shelf (COTS) to the fullest extent possible.
The contractor shall identify all components, equipment and parts that are not COTS.
2. DESIGN REQUIREMENTS
2.1. Design Objectives
2.1.1. The Universal Engine Change System shall consist of four (4) independent engine positioning units and their respective adapter sets suitable for use on Air Force trailer PN: ETU-
111E incorporating engine trailer tubes PN: X200835289-1 and PN: X200835289-2.
2.1.2. The Universal Engine Change System shall be fully functional for F108 engine removal and installation on KC-135 aircraft.
2.1.3. Each of the independent engine positioning units shall have the ability for use with the
ETU-111E engine trailers that supports the F108 engine.
2.1.4. Each positioning unit shall come equipped with a fully functional remote control that allows the operator to control the master and slave unit from up to 25 feet from the positioning unit.
2.1.5. Each of the independent engine positioning units shall a lifting speed between 5mm/sec and 1 cm/sec.
2.1.6. Each of the independent engine positioning units shall consist of a master unit and a slave unit together employing four (4) lift pillars, two (2) each on the master unit and the slave unit.
2.1.7. Each lift pillar shall raise and lower independent of the other pillars.
2.1.8. The two (2) pillars on each master and slave unit shall be movable lengthwise allowing longitudinal positioning while raising or lowering the F108 engine on the ETU-111E trailer.
2.2. Operating Environment.
2.2.1. Durability. Construction, methods and materials used in the manufacture of the
Universal Engine Change System and its components shall incorporate ease of maintenance. It shall also provide a durable and sustainable useful life of at least 15 years. All components must be off-the-shelf items to the fullest extent possible.
2.3. Safety
2.3.1. Load limiting System. Each independent engine positioning unit shall have two (2) independent load limiting systems built in to prevent the risk of transferring unacceptable forces to the aircraft structure.
#1 independent load limiting system shall be electronic and work with four (4) load cells
(one on each pillar) to sense the load allowing preset load limits to be input to limit the available load capacity.
#2 independent load limiting system shall be hydraulic and contain preset pressure relief valves that limit the physical lift capacity to acceptable levels should the electronic system fail.
3. DOCUMENTATION
3.1. References. All work and equipment provided under this solicitation shall follow good engineering practices as documented in accepted engineering literature and shall satisfy as a minimum the following publications of the issue in effect on the date of request for proposal that form a part of this statement of work.

3.2. Order of Precedence. In the event of a conflict between the text of this statement of work and the references cited herein, the text of the statement of work shall take precedence. Nothing in this document, however, supersedes applicable laws and regulations unless a specific exemption has been obtained.
4. REQUIREMENTS
The Contractor shall provide all necessary qualified personnel, management, non-personal administrative and technical services, materials and contractor facilities in support of the requirements of this SOW.
4.1. Baseline Requirements. The Contractor shall provide complete design, fabrication, assembly, testing, documentation, delivery, tools, labor, and other incidentals necessary in accordance with this SOW.
4.1.1. Design. It is the responsibility of the Contractor to ensure that the design of the delivered items meet the requirements of this SOW.
4.2. Fabrication
4.2.1. The Contractor shall procure the equipment and hardware necessary to support the fabrication of the required Universal Engine Change System. All equipment and hardware shall be commercial off the shelf items to the fullest extent possible.
4.2.2. The Contractor shall perform all fabrication activities at the Contractor’s location.
4.2.3. The Contractor shall provide the data necessary to maintain the equipment.
4.3. Shipment. The Contractor shall be responsible for Universal Engine Change System preservation, packaging, loading, shipping and unloading at Tinker AFB IAW the manufacturer’s commercial practices unless otherwise specified herein.
4.4. Delivery
4.4.1. General. The Contractor shall provide all equipment necessary to support the delivery and unloading of all items identified in this SOW.
4.4.2. Scheduling. Upon notification to the Government, the Government will establish an unloading/storage location. Within five (5) working days, the Contractor will be notified when and where he may off-load on-site. Delivery shall be accomplished during a normal 8-hour day shift hours (7:30 AM to 4:30 PM) Monday through Friday, and must minimize disruptions to
Government activities.
4.5. Warranty. The contractor shall provide a one year warranty for the equipment to include all parts and labor.
4.5.1. All warranty repairs shall be accomplished on site at Tinker AFB.
5. GENERAL INFORMATION
5.1. Quality. The Contractor shall comply with all standard industry practices and procedures and manufacturer’s specifications.
5.2. Hours of Operation. The installation site shall be available to the Contractor from 0730 to
1630 hours, Monday through Friday, excluding federal holidays and weekends. No work will be allowed on weekends or Government holidays.
5.3. Government Acceptance.
5.3.1. The Government representatives shall evaluate the Contractor’s equipment through inspections and acceptance of work performed based on requirements of the statement of work, referenced drawings and specifications.
5.3.2. Acceptance shall consist of a functional test of the equipment.
5.4. Parts and Materials. The Contractor shall use only new equipment, hardware, parts and materials in performance of this statement of work. All equipment, hardware, parts and materials shall be commercial off-the-shelf items to the fullest extent possible.
5.5. Tool Control. The Contractor shall comply with the requirements of Tinker AFB’s Tool Control
Program and is responsible for all of their tools and equipment while performing contract services in or around the flight line and maintenance production shop areas at Tinker AFB, OK.
5.5.1. The Contractor shall secure all tools located at the work site when the Contractor is not in the immediate area. No tools shall be left unattended/unsecured at any time.
5.6. FOD Prevention. The Contractor shall comply with the requirements of Tinker AFB’s Foreign
Object Damage and Prevention Program.
5.6.1. The Contractor shall practice good housekeeping at all times, in all areas and ensure all tools, equipment, and hardware is accounted for at the end of each task. The Contractor personnel shall remove watches, rings, chains, and other jewelry that could be dropped or become loose.
5.6.2. The Government shall assign personnel to brief FOD awareness and prevention to the
Contractor prior to the Contractor starting work in FOD critical areas. The Contractor’s on-site project manager shall be responsible for briefing their work force, on Tinker AFB FOD prevention requirements, before each work shift.
5.7. Environmental Protection and Safety: The Contractor shall be knowledgeable of and comply with all applicable federal, state and local laws, regulations, instructions and requirements regarding environmental protection and occupational safety and health. The Contractor shall comply with any laws, instructions or regulation changes during the term of this contract.
Contractors shall be compliant with Tinker Air Force Base (TAFB) Supplement to Air Force Instruction
(AFI) 32-7086, “Hazardous Materials Management”, Tinker AFB procedures per Tinker Air Force
Base Instruction (TAFBI) 32-7004, “Hazardous Waste Management”, and Complex procedures per
Oklahoma City Air Logistics Complex (OC-ALC) Supplement to AFI 32-7086, “Hazardous Material
Management” and OC-ALCI 32-101 “Air Quality Record Keeping Procedure”. Publications are available digitally on e-Publishing website at www.e-publishing.af.mil for downloading or ordering.
5.8. Material Safety Data Sheet/Safety Data Sheet (MSDS/SDS): The Contractor shall not transport, ship or use any chemical, material or substance used in the performance of this SOW on
Tinker AFB before written approval is provided by 72 ABW/CEIE, Natural Infrastructure Management
(Environmental Compliance). The Contractor shall be responsible for submitting all Material Safety
Data Sheets (MSDSs) or Safety Data Sheets (SDSs) to 72 ABW/CEIE. Contractor shall comply with the effective dates for SDS requirements IAW the Occupational Safety and Health Administrations
(OSHA) Hazardous Communication Standard, Title 29, Code of Federal Regulation (CFR) Part
1910.1200. The Contractor shall maintain copies of manufacturer MSDSs/SDSs for all chemicals and
MSDSs/SDSs shall be readily accessible at all times by Contractor personnel as well as government employees.
5.9. Hazardous Material (HAZMAT): The contractor shall not store or use chemicals or hazardous material (HAZMAT) on Tinker AFB.
5.10. Hazardous Waste: The Contractor shall not use products that generate hazardous waste.
5.11. Discharges: No discharges into Tinker’s industrial waste treatment plant (IWTP) or sanitary sewer shall be approved.
5.12. Spills: Upon occurrence of any spill that could enter the storm system or cause any harmful environment effects, the Contractor shall immediately call 911 to report the incident. When possible, the Contractor shall use a base telephone to receive help from Tinker AFB 911. If using a cell phone, the Contractor shall request Tinker AFB 911. The Contractor shall provide three (3) copies of a typed or written report about the incident within four (4) clock hours as follow:
One (1) copy to the contracting officer (CO), a copy for UEC and a copy for record. The format of the report shall be left up to the contractor, but the report shall contain the following information:
1) Name and contact number of person reporting the spill
2) Date and time of incident
3) Location and source of spill
4) Substance or pollutant spilled
5) Amount spilled and rate of discharge
6) Any damages or injuries involved
7) Extent of area impacted
8) Potential hazards
9) Actions taken
10) Organizations contacted
11) Remarks Section - that addresses the cause of the spill (e.g. human error, equipment, etc.) and whether 911 was called and which agencies responded.

6. SPECIAL REQUIREMENTS
6.1. Security. The Contractor shall comply with existing Government procedures for obtaining Contractor credentials to be on-site. While inside DoD facilities, the Contractor shall wear Government-approved identification badges on their outer garment in the chest area if not escorted by Government personnel. DOD facilities are defined as any space open or covered that is directly owned by or leased to the Department of Defense for the United States of America.
6.2. Base Location. The Contractor and Contractor representatives shall contact the Government representative for directions to the base. After arriving at the designated entry gate, the Contractor shall telephone the assigned Government representative for further instructions or to be escorted on to the base.
6.3. Foreign Nationals. A foreign national is defined as any person who does not possess a legal certificate of citizenship in the United States of America. The Contractor shall notify the Government of foreign nationals prior to allowing them entry to any DOD facility. Special rules shall apply to foreign nationals and shall be explained to the Contractor once such individuals have been identified to the Government.
6.4. Contractor Representative: The Contractor shall appoint and identify to the Government a project manager who shall act as the Contractor’s representative in all communications with the Government.
6.5. Quality Assurance. The Contractor shall establish, document, and maintain a quality plan.
The Contractor shall submit a copy of their quality plan to the Government. The contractor shall ensure that the quality of materials, workmanship, design, construction and assembly is adequate to satisfy all requirements of this specification and meet all OSHA and Air Force safety standards.
6.6. Period of Performance. Period of performance is 12 months from the contract award.
