The purpose of this amendment is to clarify the certif ication requirements for the scales in use by the platform scale system kit. This amendment updates the Item Description as w ell as the evaluation criteria in provision 52.212-2.
All other provisions and clauses remain in full effect and unchanged. The response time is unchanged, and responses remain due no later than 10:00 AM CDST on Friday, August 26, 2016

Minimum 60,000 pound capacity for each scale
Must be able to calibrate with the Intercomp Calibration System through Tinker AFB Precision Measurement Equipment Laboratory (PMEL)

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
The offeror MUST provide technical specifications/literature to demonstrate the proposed product adheres to the following specifications:
Two (2) Intercomp AC60-LP 12-7200 Low Profile Platform Scale Systems kits (P/N 144031-RFX) or Equal.
Twelve (12) total scales per kit Maximum Platform scale dimensions of weighing surface 30”WX24”L (762mmX610mm) Height of platform scale not to exceed 2.5” (63mm) Proof of External certification for use in Class I, Division 1, Groups C and D Hazardous Locations Single person movable and deployable platform scale and kit Towable transport/storage cart Minimum 60,000 pound capacity for each scale

Failure to provide required material or data is basis for determining an offeror Technically Unacceptable.
All offers will be evaluated for Technical Acceptability, and deemed either acceptable or unacceptable. Only Technically Acceptable offers will be considered for award.
Technical Acceptability and Price, when combined, are of equal importance
(b) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
