Synopsis:

1. Purpose: The purpose of this Sources Sought Synopsis is to identify sources interested in this requirement and capable of satisfying the scope of services as detailed. The Government will use this information to determine the best future acquisition strategy for this procurement. Interested parties are advised to review the notice below, the attached documents, and respond as instructed.

The Government is neither obligated to nor will it pay for any information received from potential sources as a result of this notice. This notice is for informational and planning purposes only and does not constitute a solicitation for bids or proposals. It is not to be construed as a commitment by the Government. All documents released prior to the formal RFP are in “DRAFT” status and are subject to change. The “DRAFT” documents are provided to give interested parties a better understanding of the scope and magnitude of this potential requirement.

The Government Contemplates the Following:

a. The award of a Firm-Fixed-Price Contract

b. Negotiated Firm-Fixed-Price contract type line items for the repairs.

c. Not to exceed contract type line items for unknown problems.

d. The Government Anticipates an Ongoing Preventative Maintenance Contract.

e. The estimated award date for the contract being in calendar year 2015.

Scope of Services:

1. Scope. The Contractor shall provide all labor, tools, equipment, test equipment, material, parts, quality control, transportation and inspection manuals necessary to perform the Preventative Maintenance (PM) and Remedial Maintenance (RM) at the Oklahoma City–Air Logistics Complex (OC-ALC) located on Tinker Air Force Base (AFB) in Oklahoma (OK). The Contractor shall also provide Personal Protective Equipment (PPE) and clothing, to include reflective clothing (belt, vest, etc.); hearing and eye protection, to include prescription safety glasses; safety harnesses; fall protection equipment; lifting equipment and any incidentals necessary to perform the requirements listed below. The equipment is listed in Table 1-1 and 1-2 below.

PM. The Contractor shall perform all PM in accordance with (IAW) the Original Equipment Manufacturer (OEM) specifications. The Contractor shall perform two (2) PM’s per year on each item listed in Table 1-1 and 1-2 below. The first PM shall be scheduled within fifteen (15) calendar days after the award of the contract and then every six (6) months thereafter. The Contractor shall provide software maintenance, support, and updates on the Uninterrupted Power Supplies as needed during the PM functions.

The Contractor shall provide a copy of the PM schedule to the Contracting Officer Representative (COR) within five (5) business days after contract award. The Contractor shall notify the COR seven (7) business days prior to each scheduled PM visit.

The Contractor shall inspect and test any inoperative batteries as needed during the PM function. The Contractor shall charge any dead batteries then if applicable, remove dead batteries and install new batteries.

The Contractor shall provide software support as part of the PM function.

RM. The Contractor shall respond to the COR’s request for assistance within two (2) business hours after notification of a malfunction by contacting the Government identified technical Point of Contact (POC) and troubleshooting the malfunction via telephone communications.

If twenty-four (24) clock hours of telephone troubleshooting cannot resolve the equipment malfunction problem, the Contractor shall notify the COR that a site visit is required.

The Contractor shall not initiate any travel for on-site work or conduct any repairs prior to receiving the Contract Officer’s (CO) written authorization in response to an approved work request. Said work request shall be submitted in writing, fax or email acceptable, through the designated COR to the CO.

The Contractor shall arrive on-site no later than (NLT) seventy-two (72) clock hours after the CO has provided written authorization for the on-site work to be performed.

Upon arrival to the site, the Contractor shall inspect the equipment/system as necessary to determine the cause of the malfunction. The Contractor shall provide a written Estimate Repair Report to the COR NLT four (4) clock hours after completion of the inspection.

Once the authorization for repair action has been received from the CO, the Contractor shall order any required parts within two (2) business days and notify the COR, in writing, of the estimated arrival date of the parts. Upon the receipt of the parts, the Contractor shall perform the repair within five (5) business days.

The Contractor shall provide and use only new parts and material from the OEM unless otherwise authorized by the CO.

Immediately upon completion of the maintenance support services and before leaving the OC-ALC, the Contractor shall provide a written Service Report to the Government identified technical POC or COR.

3. Interested Parties Should:

a. Provide a corporate capabilities package to include factory certified qualifications outlined in paragraph 1.9.1. of the draft PWS, to perform Preventative Maintenance and Remedial Maintenance on the UPS systems Vendors must provide technical competence specific to NAICS Code 811219.

b. State whether your company is a large or small business under NAICS 811219, which has a corresponding size standard of $20.5M.

c. List any barriers to proposed strategy.

d. Identify any categories under which you are qualified [e.g. 8(a), including graduation date; HUBZone-certified Small Business; Service-Disabled Veteran Owned Small Business; Women-Owned Small Business; etc.]

e. Identify your CAGE Code and DUNS Number.

f. State if your interest is to be the prime contractor or a subcontractor.

g. Provide your System for Award Management (SAM) registered information: (name, address); point of contact name, phone number, and email address.

The Government reserves the right to decide whether a small business set-aside (SBSA) is appropriate, based on response to this notice.
