PERFORMANCE WORK STATEMENT
PREVENTIVE
AND
REMEDIAL MAINTENANCE
OF
PRECISION DEVICES INDI-RON EQUIPMENT
AND SHEFFIELD ID/OD GAUGES

1. DESCRIPTION OF SERVICES/GENERAL INFORMATION.
1.1. The contractor shall provide all labor, tools, equipment, test equipment, materials, personal protective equipment (PPE), hearing and eye protection, including prescription safety glasses, lifting equipment and devices, transportation and other incidentals necessary to travel to Tinker AFB, OK to perform Preventive Maintenance (PM) on eight (8) Precision Devices Indi-Ron Equipment, three (3) Gauges, Cordax and one (1) Sheffield ID/OD Gauge and Remedial Maintenance (RM) on eight (8) Precision Devices Indi-Ron Equipment, three (3) Gauges, Cordax and one (1) Sheffield ID/OD Gauge. The contractor shall be responsible for insuring all services and parts provided under this contract are in accordance with the terms and conditions outlined herein and conform to the manufacturer’s equipment specifications and this Performance Work Statement (PWS). Equipment is listed at Appendix A.
1.2. Availability of Equipment. Equipment shall be available for scheduled services Monday through Friday, 7:00 a.m. until 3:00 p.m., excluding Federal Holidays, unless otherwise directed by the CO.
1.3. Preventive Maintenance (PM).
1.3.1. The objective of PM is to protect the equipment capability and investment by removing causes of failure and making adjustment to compensate for normal wear before failure occurs.
1.3.2. The contractor shall provide two (2) PM’s per year on the eight (8) Precision Devices Indi-Ron Equipment, three (3) Gauges, Cordax and one (1) Sheffield ID/OD Gauge to maintain maximum, performance of the equipment in accordance with Original Equipment Manufacturer (OEM) specifications.
1.3.2.1. The contractor shall provide a copy of the PM schedule to the Contracting Officer Representative (COR) within two (2) weeks after contract award.
1.3.2.2. The contractor shall notify the COR two (2) weeks prior to each scheduled PM visit.
1.4 Remedial Maintenance (RM). RM is defined as unscheduled work requirements which are not otherwise defined in this PWS which includes the evaluation, troubleshooting and diagnosis of equipment to isolate the source of a malfunction.
1.4.1. Malfunction and Notification Process.
1.4.1.1. Upon concurrence of equipment or system malfunction, the COR will contact the contractor. The COR will telephone the contractor and provide the equipment ID#, a brief description of the malfunction, location of equipment, and the name and telephone number of the point of contact. COR will then provide a written copy of request to the contractor by fax or email. The contractor shall respond back to the COR and Contractor’s technician shall arrive on site at the downed equipment location within five (5) working days after telephone notification of malfunctions.
1.4.1.2. Equipment Evaluations. After evaluation of the equipment, the contractor shall prepare a written Estimate Repair Report to the COR by fax or email no later than eight (8) work hours after completion of the inspection. As a minimum, the information cited on the Estimated Repair Report shall include equipment ID #, date of evaluation and a description of findings and recommendations, required part(s) and part(s) number, cost of part(s), number of parts needed, estimated labor hours required to complete repair. Any recommendations cited shall consider priority of the requested service, available source for obtaining new part(s), availability of the new part(s), shipping and delivery schedules of part(s), other factors which may be peculiar to the specific repair requirement.
1.4.2. Authorizations for Repair Actions. Only the contracting officer can authorize repair actions. The COR will coordinate any repair actions with the SME and the CO to obtain approval to proceed. The contractor shall ensure that all repair actions have documented CO approval before initiating any repair or ordering parts.
1.4.3. Service Report: The Contractor shall provide a written service report within 8 working hours to the COR in person, by fax or email immediately upon completion of maintenance support services. The service report shall contain the following information as a minimum: Name of Company, Requested Service Date, Description of services provided, Additional Services Recommended (if any), Legible Name and Signature of Technician performing the services, Signature of on-site Government Technical Point-of-Contact (POC), Start and Completion Dates, Complete Breakdown of Labor Cost (hrs and rate) Materials and Parts Used and details of any other charges.
1.5. Parts and Materials. The contractor shall provide and use only new parts and material from the Original Equipment Manufacturer (OEM) in performance of this PWS unless authorized by the CO.
1.6. Quality Assurance.
1.6.1. According to the contract’s inspection clause, the government will evaluate the contractor’s performance under this contract. The Contract Officer Representative (COR) is a representative of the CO and will participate in the administration of this contract. Any matter concerning a change to the scope, prices, terms, or conditions of this contract shall be referred to the CO. All services to be performed by the contractor during the period of this contract will be subject to review by the CO or COR.
1.6.2. Contractor Response Time: The contractor shall provide written response addressing the root cause, corrective action and preventive action(s). The contractor will be given seven (7) work days to answer a submitted Corrective Action Report (CAR), Performance Action Report (PAR) and Customer Complaint.
1.7. Maintenance Documentation:
1.7.1. The contractor shall document the completion of each PM/RM action in accordance with OC-ALC OI 21-203 (In its Entirety).
1.7.1.2. Documentation of PM/RM on Equipment. Support equipment that has a Maintenance Support Squadron identification number (e.g., OC number). The contractor shall document all PM/RM actions they accomplished on a AFTO Form 244/245 Card, Industrial Support Equipment Record. The AFTO Form 244/245 Card can be found on the equipment, or in close proximity. The annotated form shall be returned to the original location unless another location is specified. The contractor shall contact shop supervisor and COR if the AFTO Form 244/245 Card can’t be found on or near equipment.
1.7.2. Maintenance Documentation of Red X / Red Tagged Equipment.
1.7.2.1. The contractor shall document the completion of each Red X action in accordance with OC-ALC OI 21-203, Chapter 1.
1.7.2.2. Red Tagged Items. Red Tagged items create unsafe conditions for workplace and are noted by the annotation of a Red X, on AFTO Form 244/245, or, an annotated DD Form 1577-2 Unserviceable (Repairable) Materiel Tag. A Red X indicates that the equipment is considered unsafe or unserviceable and will not be used until the unsatisfactory condition is corrected and the Red X is cleared. The contractor shall not authorize, use, or direct equipment to be used until the Red “X” has been properly cleared.
1.7.2.3. Red X Clearance. The contractor shall ensure that the Red X’s are cleared. The contractor shall immediately notify the shop supervisor or work leader in any instances the contractor clears a Red X in his or her assigned work area.
1.7.2.4. Red X Clearance on Equipment. Red X on Equipment will be cleared on the AFTO Form 244/245 Card by the shop supervisor/work leader or appointee (designated in writing), or by, authorized contractor personnel (designated in writing from contractor, e.g.; Red X Special Certification Roster). Contractors not on the Red X Special Certification Roster shall contact the shop supervisor/work leader or appointee (designated in writing) and give status that the Red X is to be cleared on the AFTO Form 244/245 Card.
1.7.2.5. Red X Special Certification Roster. The Contractor shall provide a list of personnel authorized to certify equipment safe for daily operational use in accordance with T.O. 00-20-1, paragraph 1.3.2., 10 work days after award of contract to the COR. The Red X Special Certification Roster will be signed and dated by the Contract Manger and Group Commander.
1.8. Continuation of Essential DoD Contractor Services During Crisis. This requirement has been determined not to be essential and does not require continued support during a crisis as defined in DFARS 252.237-7023.
1.9. Contractor Personnel.
1.9.1. Contract Manager and Alternate. The contractor shall provide the name of the Contract Manager (CM) and any alternate(s) who shall act for the contractor when the manager is absent and they shall be designated in writing to the CO and the COR within two (2) work days after contract award. The Contractor shall provide telephone numbers and email addresses of the CM and alternate(s) where these persons may be contacted at any time. The CM or alternate shall have full authority to act for the contractor on all matters relating to operation of this contract at Tinker AFB. The CM or alternate shall be available to meet on the installation with Government personnel designated by the CO to discuss problem areas. The contractor shall provide a CM who can read, write, speak and understand English fluently. The contractor and all their employees shall be required to identify themselves as contractor personnel by introducing themselves or being introduced as contractor personnel and displaying distinguishing badges or other visible identification for meetings with Government personnel. In addition, the contractor and all their employees shall identify themselves as contractor employees in telephone conversations and in formal and informal written correspondence.
1.9.2. Listing of Contractor Employees. The contractor shall provide an initial listing of contractor employees’ names and position titles to the CO and the COR 10 work days after award. The contractor shall also provide an updated listing of personnel to the CO and the COR when employees affecting the work of this contract, status changes or position changes within ten (10) work days.
1.9.3. The contractor shall not employ persons on this contract if such employee is identified to the contractor as a potential threat to the health, safety, security and/or general well-being or operational mission of the installation and its population. The contractor shall not employ any person who is an employee of the United States Government if the employment of the person would create a conflict of interest, nor shall the Contractor employ any person who is an employee of the Department of the Air Force, either military or civilian, unless such person seeks and receives approval according to the DoD 5500.7-R Joint Ethics Regulations (JER). In addition, the contractor shall not employ any person who is an employee of the Department of the Air Force if such employment would be contrary to the policies contained in AFI 64-106, Air Force Industrial Labor Relations Activities. The contractor shall be prohibited from employing off-duty CORs who are providing surveillance on any contracts/subcontracts awarded to the contractor. All contract employees depending on particular condition, occasion or place or job assignment shall require professional, suitable attire. All contractor employees shall conduct themselves in a professional, courteous manner. The selection, assignment, reassignment, transfer, supervision, management and control of contractor employees in performance of this PWS shall be the responsibility and prerogative of the contractor; however, the contractor shall comply with the requirements set forth in this PWS and Tinker AFB regulations concerning conduct of employees as referenced herein. The contractor shall employ and maintain a technically trained and experienced work force.
10. Foreign National(s). The contractor shall notify the COR at least 21 work days before sending a Foreign National representative to perform services. Special rules apply for foreign national(s) visiting a US Government facility that require additional processing time.
1.11. Environmental Protection & Safety.
1.11.1. The contractor shall be knowledgeable of and comply with all applicable federal, state and local laws, regulations, instructions and requirements regarding environmental protection and occupational safety and health. The contractor shall comply with any laws, instructions or regulation changes during the term of this contract.
Contractors shall be compliant with Air Force Instruction (AFI) 32-7086, “Hazardous Materials Management” and Tinker AFB procedures per Tinker Air Force Base Instruction (TI) 32-7004, “Hazardous Waste Management”.
1.11.2. Hazardous Material. The contractor shall not store chemicals/hazardous material (HAZMAT) on Tinker AFB. Contractors shall be compliant with HAZMAT management procedures per Air Force Instruction (AFI) 32-7086, “Hazardous Materials Management”. The contractor shall maintain a log of all HAZMAT that is used on base. This usage log shall be provided to the contracting officer representative (COR) monthly, the last business day of each month, or when the required work is completed.
1.11.3. Once material is approved for use, contractor shall contact base EM (72 ABW/CEAN) and provide a list of all material. 72 ABW/CEAN shall determine any additional material requirements based on the hazard code of the material.
1.11.4. Hazardous Waste. Disposal of contaminated solid waste, spent/processed chemical solutions, used rags and hazardous waste shall be done in government furnished waste containers located in the shop/area the work is being performed in. The contractor shall notify the contracting officer representative (COR) if the required waste containers are not available on site.
1.11.5. Discharges. Any discharges into Tinker’s industrial waste treatment plant (IWTP) or sanitary sewer shall be approved and done in accordance with (IAW) Tinker Industrial Waste Water Discharge Permit as instructed by 72 ABW/CEAN, Natural Infrastructure Management (Environmental Compliance). The contracting officer representative (COR) shall submit the required notice of intent documentation to the unit environmental coordinator (UEC) for 72 ABW/CEAN approval. The contractor shall maintain records of written authorization issued by 72 ABW/CEAN for discharges into IWTP and sanitary sewer. For discharges outside of Tinker AFB, the contractor shall ensure waste water discharges, that may contain pollutants resulting from any contracted service, go to a state/federal permitted treatment facility such as a municipal Publicly Owned Treatment Works (POTW). The contractor will provide a letter ten (10) calendar days after contract award date to the COR from the POTW that states the POTW is permitted for all pollutants that the contractor may discharge during the contracted service.
1.11.6. For discharges outside of Tinker AFB, the contractor shall ensure waste water discharges, that may contain Resource Conservation Recovery Act (RCRA) regulated metals resulting from any contracted service, go to a state/federal permitted treatment facility such as a municipal Publicly Owned Treatment Works (POTW). The contractor will provide a letter ten (10) work days after contract award date to the CO and COR from the POTW that states the POTW is permitted for all applicable RCRA regulated contaminants that the contractor may discharge during the contracted service.
1.11.7. Spills. Upon occurrence of any spills that could enter the storm system or cause any harmful environment effects, the contractor shall immediately call 911 to report the incident. When possible, the contractor shall use a base telephone to receive help from Tinker AFB 911. If using a cell phone, request Tinker AFB 911. The contractor shall immediately report all environmental violations to the contracting officer representative (COR) who shall notify 776 MXSS/MXDEB, OC-ALC Environmental and Occupational Health Compliance. The contractor shall submit a typed or written report about the incident within four (4) clock hours. The contractor shall provide five (5) copies of the written report. The contractor shall provide one copy to the contracting officer (CO), two copies to the COR, a copy for Unit Environment Coordinator (UEC) and a copy for record. The format of the report shall be left up to the contractor, but the report shall contain the following information.
1.) Name and contact number of person reporting the spill 2.) Date and time of incident 3.) Location and source of spill 4.) Substance or pollutant spilled 5.) Amount spilled and rate of discharge 6.) Any damages or injuries involved 7.) Extent of area impacted 8.) Potential hazards 9.) Actions taken 10.) Organizations contacted 11.) Remarks Section - that addresses the cause of the spill (e.g. human error, equipment, etc.) and whether 911 was called and which agencies responded.
1.11.8. Material Safety Data Sheet/Safety Data Sheet (MSDS/SDS): The contractor shall not transport or use any chemical, material or substance used in the performance of this PWS on Tinker AFB before written approval is provided by 72 ABW/CEAN, Natural Infrastructure Management (Environmental Compliance). The contractor shall submit to the contracting officer representative (COR), ten (10) calendar days after contract award date all material safety data sheets (MSDSs) or safety data sheets (SDSs). Contractor shall comply with the effective dates for SDS requirements in accordance with the Occupational Safety and Health Administrations (OSHA) Hazardous Communication Standard, Title 29, Code of Federal Regulation (CFR) Part 1910.1200. The COR shall forward all MSDS/SDS submittals to 72 ABW/CEAN for approval. 72 ABW/CEAN shall determine any additional material requirements based on the hazard code of the material. Contractor shall maintain copies of manufacturer MSDSs/SDSs for all chemicals and MSDSs/SDSs must be readily accessible at all times by contractor personnel as well as government employees.
1.12. Environmental and Safety Training. Contractor personnel performing duties in the service of this PWS shall have training that acquaints the person with the details of Resource Conservation Recovery Act (RCRA) regulations in 40 CFR 260 through 279; applicable State Laws and regulations; DoD, Air Force and local requirements. This training can be obtained through creditable training institutions or companies. All training shall be approved by 72 ABW/CEAN, Natural Infrastructure Management (Environmental Compliance). RCRA training is available at http://www.natlenvtrainers.com/main.htm (This is an example of one company that offers training to meet RCRA regulation requirements) at the contractor’s expense. The contractor shall provide the environmental training certificates for employees performing duties in the service of this PWS to the contracting officer representative (COR), within ten (10) calendar days after contract award date.
1.12.1. Environmental Certification Requirement: Contractor shall ensure the repaired (equipment description, i.e. Pump and Motor Tandem) is cleaned to remove all hazardous contaminants, dirt, shavings, oil, or grease, and drained and purged to remove all fluids, oils and liquids before return to Tinker AFB. Contractor shall provide written certification. Certification shall be on company letterhead with a statement which specifies the equipment is certified to be clean, drained and purged. In addition, as a minimum, said letter shall contain description of equipment, make, model, serial number, and OC number (if applicable). This certification shall be provided to the COR two (2) work days prior to the return of equipment.
1.12.2. The Government will ensure the part is clean, drained and purged before it is transferred to the Contract for repair. The Government will provide written certification of such to the Contractor prior to shipment/pick up of the part. Certification shall be on letterhead with a statement which specifies the equipment is certified to be clean, drained and purged. In addition, as a minimum, said letter shall contain description of equipment, make, model, serial number, and OC number (if applicable). This certification shall be provided to the COR three (3) work days prior to the pick-up/shipment of equipment. The COR will, in turn, provide it to the Contractor within two (2) work days prior to the pick-up/shipment of equipment.
1.13. Forms and Publications, Technical Orders (TO), Air Force Instructions (AFI) and Air Force Material Command Instruction (AFMCI).
1.13.1. The contractor shall obtain the forms and publications expressly required to perform the work in this contract via internet at www.e-publishing.af.mil In the event that a form or publication is not available online, the COR will provide the form, instruction, or publication to the contractor upon written request (e-mail is acceptable) by the contractor. In the event that laws, regulations, TO’s, Air Force Instructions (AFI’s), Air Force Material Command Instructions (AFMCI’s) change during the term of this contract, the contractor is required to comply as such changes come into effect. Contractors delivering or handling official USAF records shall comply with the applicable records management regulations AFI 33-322, AFMAN 33-363, and AFI 37-138.
1.14. Housekeeping.
1.14.1. The contractor shall keep the work areas clean and neat in accordance with Industry Standards, Occupational, Safety and Health Administration (OSHA), fire and safety standards and this PWS. Foreign Object Damage (FOD) and Dropped Object Prevention (DOP): Contractor personnel who, in performance of their assigned duties on this contract, work in or travel though areas near operational and production aircraft, engines, munitions, missiles, drones, space systems, support equipment, Aerospace Ground Equipment (AGE), trainers and the contactor personnel operating vehicles and equipment on flight lines, runways, taxiways, parking ramps and in aircraft hangers and maintenance areas are required to receive FOD and DOP training and to comply with Air Force Instruction (AFI) 21-101, Air Force Materiel Command (AFCM) Sup1, Chapter 14, paragraph 14.41 and Tinker AFBI 21-449 (in its entirety). The contractor shall contact COR in the event FOD POC is unavailable to obtain the FOD Training information.
1.14.2. Certificate for Foreign Object Damage (FOD) and Dropped Object Prevention (DOP) Certificate
1.14.3. The contractor and personnel shall acknowledge the Foreign Object Damage (FOD) and Dropped Object Prevention (DOP) training by viewing the DVD and providing a contractor devised certificate to the (COR) for each employee within 10 work days of contract award. The certificate(s) shall have the title of the training, name of the person who received the training and the date. The contractor shall also ensure that all new employee(s) view the FOD/DOP Training DVD and provide a contractor devised certificate of training to the COR prior to starting work in the 76 MXW shops. Annually, the contractor and personnel shall be required to review the FOD/DOP Training DVD and provide an updated contractor devised certificate of training to the COR.
1.14.4. The contractor personnel can request a copy of the FOD Training and Prevention DVD at email OC-ALC/FOD/DOP@tinker.af.mil.
1.14.5. Housekeeping/FOD/Tool Control Briefing. The contractor manager shall ensure each employee on the job site is briefed on Housekeeping, FOD and Tool Control prior to starting work in OC-ALC Industrial Areas. Acknowledgment of “Housekeeping/Tool Control Briefing for the Contractor Employee”: Each Contractor’s employee on the job site shall acknowledge receipt of the “Housekeeping/Tool Control Briefing for Contractor’s Employees” by reviewing, signing, dating and returning the MXRIWRS Form 032 to the COR prior to start work in OC-ALC Industrial Areas.
1.14.6. Tool Control and Accountability. While performing contract services in or around Maintenance Production Shops including Ramp areas, the contractor shall comply with AFI 21-101_ AFMC Sup 1, 21-101, Chapter 10 (all paragraphs). The contractor or contractor’s personnel shall inventory the container or bag of tools at the beginning of each work day and at the end of each work day. Contractor personnel shall immediately notify the COR of any tools that are missing or lost from the work area or container (i.e. tool or job box, or tool bag). The COR will report to appropriate government personnel of any missing contractor’s tool(s) not located within one hour after notification of lost or missing tools.
1.15. Packing Parts for Shipment.
1.15.1. The Contractor shall uninstall the broken parts and prepare them for shipping to the Contractor’s site. The Contractor shall return to Tinker AFB, to reinstall the repaired parts.
1.15.2. Pick up of Part by Contractor. Coordination of the pick-up date/time shall be made by Contractor through appointed COR.
1.15.3. Return of Part by Contractor. Coordination of the return date/time shall be made by Contractor through appointed COR. The return to address is listed below.

1.16. Training – General. Contractor employees shall complete all required training, to include but not limited to the below, within thirty (30) working days of the start of performance date and/or Contractor employee hire date if the hire date is after the period performance start date. The Contractor shall notify the COR in writing within five (5) working days of new employee who will be working under this contract.

1.17. Health and Safety on Government Installations. In performing work under this contract on a Government installation, the contractor shall comply with federal, state and local regulations and AFI 91-203 Air Force Consolidated Occupational Safety Instruction as established by this contract and Appendix C. The contractor shall notify the CO of any injuries that occur to contractor personnel while on the installation. The contractor shall notify the CO of damage to government property or equipment during the execution of the contract.
1.18. Quarterly Operational Security (OPSEC) Brief. All contract personnel working on base in the 76 MXW shall be required to read the 76 MXW Quarterly OPSEC briefing. The COR will ensure that the OPSEC brief is available for review by the contractor. The contractor shall provide a report within five (5) work days after receipt, with employee name and date of review to the COR. IAW AFI 31-401 (Information Security), Chapter 8, Para 8.9 - 8.9.5, AFI 31-601 (Industrial Security), Chapter 3, Para 3.2, AFI 10-701 (Operations Security), Chapter 4, Para 4.1 - 4.2 and 76 MXW OI 31-1 (76 MXW Security), Para 4.2.
1.19. Emergency Procedures. Contractor employees shall follow the direction of Government employees in regards to emergency procedures, i.e. fire, tornado, active shooter, bomb threats. It is the responsibility of the contractor to provide guidance and establish procedures for responding to emergency for their employees. It is the contractors' responsibility to account for their employees following an emergency evacuation. Contractor Personnel shall participate with Government personnel in all fire and tornado drills and no additional cost to the Government.
1.20. Visitors Pass. The Contractor shall make contact with the COR seven (7) work days before coming on TAFB to make arrangements for a Visitors Pass(s). The COR will assign the Contractor a sponsor within the organization. The Contractor and the sponsor will arrange to meet at BLDG 6611 / Tinker Gate (South of I-40 off of Air Depot). The Contractor shall provide two (2) forms of identification (one of which shall be a picture ID) to Security Forces. Security Forces will provide the Contractor the AF Form 75 (Visitors Pass) which will be valid for thirty (30) days. If an addition thirty (30) days is required the same process will occur.
1.21. Privately Owned Motor Vehicles (POV). Contractor personnel shall comply with the directives pertaining to operation of POVs on Tinker AFB OK per AFI 31-204 (in its entirety), Motor Vehicle Traffic supervision. The Contractor shall comply with TAFBI 24-301 (in its entirety) for the operation of POVs within B3001.
2. SERVICE SUMMARY.
The contractor shall be aware that in the absence of any contract requirement from the SS does not detract from its enforceability nor limit the rights or remedies of the Government under any other provision of the contract. | The contractor shall provide the name of the Contract Manager (CM) and any alternate(s) who shall act for the contractor when the manager is absent and they shall be designated in writing to the CO and the COR within two (2) work days after contract award. The CM or alternate shall have full authority to act for the contractor on all matters relating to operation of this contract at Tinker AFB. | Upon occurrence of any spills that could enter the storm system or cause any harmful environment effects, the contractor shall immediately call 911 to report the incident. When possible, the contractor shall use a base telephone to receive help from Tinker AFB 911. If using a cell phone, request Tinker AFB 911. The contractor shall immediately report all environmental violations to the contracting officer representative (COR) who shall notify 776 MXSS/MXDEB, OC-ALC Environmental and Occupational Health Compliance. The contractor shall submit a typed or written report about the incident within four (4) clock hours. The contractor shall provide five (5) copies of the written report. The contractor shall provide one copy to the contracting officer (CO), two copies to the COR, a copy for Unit Environment Coordinator (UEC) and a copy for record. The format of the report shall be left up to the contractor, but the report shall contain the following information. |

| Contractor personnel performing duties in the service of this PWS shall have training that acquaints the person with the details of Resource Conservation Recovery Act (RCRA) regulations in 40 CFR 260 through 279; applicable State Laws and regulations; DoD, Air Force and local requirements. This training can be obtained through creditable training institutions or companies. All training shall be approved by 72 ABW/CEAN, Natural Infrastructure Management (Environmental Compliance). 3. GOVERNMENT FURNISHED PROPERTY AND SERVICES.
3.1. Government Furnished Property.
3.1.1. Government Property Repair On-Base. Government Property Repair On-Base is not considered Government Furnished Property (GFP). FAR Parts 45 and 52.245 plus supplements are not applicable to Government Property Repair On-Base. The responsible Government Organization 76 PMXG and CMXG for Government Property Repair On-Base will be responsible for the Government Property record keeping, reporting requirements (including Report of Survey), and/or disposal of all Government Property requiring repair on-base during the performance of this contract.
3.1.2. Government Furnished Property (GFP) Repair Off-Base.
Government Furnished Property (GFP), at no cost, is applicable to the performance of this contract because the cumulative acquisition cost of the items that may require repair/maintenance off-base exceeds the Simplified Acquisition Threshold (SAT) $150,000. The Contractor shall ensure all GFP is secured at the close of each workday. The Government retains title to all GFP, until the Government properly disposes of the GFP as authorized by law or regulation. This GFP shall not be used for the performance of any other contract. The applicable Government Property clauses will be cited in the solicitation/contract award document in accordance with FAR 45.107(d). The GFP is identified in Appendix B.
3.1.2.1. Shipment to Contractor or Pick up by Contractor.
3.1.2.1.1. See PWS Paragraph 1.19 and 1.20.
3.1.2.2. Return Shipment or Delivery to Government.
3.1.2.2.1. See PWS Paragraph 1.21.
3.1.2.3. Loss of Government Property. In accordance with the Government Property contract clauses.
3.1.2.4. GFP Identification Labels. When applicable, the Contractor shall clearly label (without damaging) Government Furnished Property to distinguish it from Contractor Furnished Property in accordance with the contract terms and conditions and this PWS.
3.1.2.5. Plant Clearance (Disposition) Instructions. Disposition of GFP will be IAW the Government Property clause, other contractual requirements, and/or the direction from the Government Contracting Officer. Disposition instructions may include Defense Logistics Agency (DLA) Disposition Services (formerly Defense Reutilization Marketing Office (DRMO)) for disposal. Plant Clearance Automated Reutilization Screening System (PCARRS) shall not be required for disposal of Government Property.
3.2. Government Furnished Services are applicable during the performance of this contract. The Government will furnish the following services at Tinker AFB (TAFB), OK:
3.2.1. Security Forces. The Government will provide general on-base security forces' service. The security forces’ telephone numbers are 911 for emergencies, 734-2000 for crime in progress, and 734-3737 for non-emergency calls.
3.2.2. Fire & Emergency Services. The Government will provide general on-base fire protection services. The Contractor shall comply with fire prevention rules and regulations enforced by the TAFB Fire Prevention Branch. Call 911 for emergencies. For routine fire prevention matters call 734-3981. For routine calls to dispatch call 734-7964. The Government will provide, inspect and maintain the fire extinguishers in Contractor occupied space.
3.2.3. Utilities. The Government will provide utility services. These utilities include natural gas, electricity, water, and sewer for the sole purpose of accomplishing this contract. If the Contractor requires additional utility services, it shall be the Contractor’s responsibility to provide. Contractor shall use due care and diligence in efforts to conserve utilities to reduce utility costs.
3.2.4. Refuse Collection. The Government will provide refuse collection services limited to the extent provided in the Base Refuse Collection Contract(s) for the Government provided facilities. The Government will only allow non-hazardous refuse to be emptied into the nearest authorized refuse dumpster for trash collection. Do not use Government dumpsters to dispose of construction debris.
3.2.5. Workspace. The Government will provide access to the equipment and adequate workspace around the equipment.
