JUSTIFICATION FOR OTHER THAN
FULL AND OPEN COMPETITION

II. NATURE AND/OR DESCRIPTION OF THE ACTION BEING PROCESSED
This individual Justification and Approval (J&A) authorizes the use of other than full and open competition procedures to obtain a new, firm-fixed price type contract. The contemplated contract is for the remanufacture of the F100-PW-220 Augmentor Convergent Nozzle Segment Liner from Paradigm Manchester Inc. (Paradigm), Commercial and Government Entity (CAGE) Code 1J4P3 (formerly: Unison Engine Components-Manchester) or Barnes Aerospace (Barnes) CAGE Code 1YVP7. In accordance with FAR Part 16, a four month basic contract is considered appropriate for this acquisition. The estimated total value of this award is $527,032 with an estimated award date of Apr 2017.

III. DESCRIPTION OF THE SUPPLIES/SERVICES REQUIRED TO MEET THE
AGENCY’S NEEDS
Under the contemplated contract, Paradigm or Barnes will provide all required labor, direct material, parts, facilities, test equipment and services required to remanufacture the Convergent Seal Liner and return a fully remanufactured liner to the United Stated Air Force.

REQUIRED DELIVERY: Delivery shall begin within 30 days after receipt of order and reparables received, at the rate of 300 each per month and continue at that rate per month until deliveries are completed.
Due to the circumstances described below in Sections V, IX and XI, Paradigm and Barnes are the only approved sources that have been qualified in accordance with the establ ished Qualification Requirements (QRs).

V. DEMONSTRATION THAT THE CONTRACTOR’S UNIQUE
QUALIFICATIONS OR NATURE OF THE ACQUISITION REQUIRES THE
USE OF THE AUTHORITY CITED ABOVE (APPLICABILITY OF
AUTHORITY)
This acquisition will be a contract for the remanufacture for the Convergent Nozzle Segment Liner, as described in Section III. Paradigm and Barnes are currently the only sources that meet the standards specified in the Repair Qualification Requirement (RQR) and can satisfy the Government’s requirements. These items contain a silicide coating in which OC-ALC is not capable of removing. The government does not have organic capability of these parts and there is no workload transition. Paradigm and Barnes have unique capabilities, certification, tooling, and qualified/trained personnel to perform the remanufacturing of these items.
The 421st SCMS believes that award to any other sources would result in unacceptable delays in fulfilling the Air Force’s requirement. Failure to approve this remanufacture contract could result in the grounding of F-15 aircraft.
Accordingly, Paradigm and Barnes are the only firms capable of providing services described in section III above without the U.S. Air Force experiencing unacceptable delays in fulfilling its requirements.
VI. DESCRIPTION OF EFFORTS MADE TO ENSURE THAT OFFERS ARE
SOLICITED FROM AS MANY POTENTIAL SOURCES AS DEEMED
PRACTICABLE
Since this is an urgent PR for remanufacturing services from the OEM, Pratt & Whitney, this requirement will not be posted to Federal Business Opportunities (FedBizOpps) to inquire for any interested sources to submit a Source Approval Request (SAR) package.
FedBizOpps listed two vendors interested in the repair of NSN 2840014459138 for PR FD2030-15-00881, which considers all approved sources. The award of this urgent PR to Paradigm or Barnes will mitigate delays in production as the new vendors prepare to meet our requirement.
VII. DETERMINATION BY THE CONTRACTING OFFICER THAT THE
ACTICIPATED COST TO THE GOVERNMENT WILL BE FAIR AND
REASONABLE
The Contracting Officer will ensure that the items described herein are negotiated at a fair and reasonable price to the Government. A detailed cost analysis and price analysis will be performed and price analysis will be performed. The Contracting Officer will request a technical evaluation from the Defense Contract Management Agency to aid in the evaluation of the contractor’s proposal. The Contracting Officer will seek audit assistance from the Defense Contract Audit Agency if necessary.
VIII. DESCRIPTION OF THE MARKET RESEARCH CONDUCTED AND THE
RESULTS, OR A STATEMENT OF THE REASONS MARKET RESEARCH
WAS NOT CONDUCTED
IAW FAR 10.001 (a)(2) and (3), market research conducted on 1 Mar 17 determined the F100 engine is a non-commercial engine, nor are there any commercial variants of this engine. This requirement is a Critical Safety Item (CSI). There are no F100 engine parts available commercially off the shelf (COTS). No commercial items can be modified to meet this requirement. It has been determined this requirement cannot be restated to permit use of commercial items. This is a non-developmental item. All processes and data for this effort are currently controlled by the OEM. The Convergent Nozzle Segment Liner must be remanufactured IAW the requirements of the Performance Work Statement. Qualification Requirements (QRs) are applicable to this service. This part requires engineering source approval by the design control activity in order to maintain the quality of the part. Required services within the scope of this effort include specific, proprietary knowledge and data on certain systems and applications of the F100-PW-220 Convergent Nozzle Segment Liner. This knowledge and data is not available to anyone else except the qualified source.
IX. ANY OTHER FACTS SUPPORTING THE USE OF OTHER THAN FULL AND
OPEN COMPETITION
Paradigm and Barnes are the only qualified remanufacture sources with data, skills, parts, and test procedures necessary to provide this requirement. These items are critical to the performance of the F100 engine and the government must have a reasonable assurance that all performance and safety requirements can be met. Paradigm and Barnes are currently the only manufacturer that can provide the remanufacturing requirement.
Failure to obtain the components requested will cause delays in production of the next higher assembly F100-PW-220 Augmentor Module. Information from the Contract Repair Strategy worksheet identifies 251 not Mission Capable (MICAP) conditions and 51 priority backorders that support an unusual and compelling urgency that precludes full and open competition, and delay in award of a contract will continue to result in serious injury to the Government.

MAKING SUBSEQUENT ACQUISITIONS FOR THE SUPPLIES OR SERVICES
REQUIRED
The Government will continue to monitor the marketplace for source development, and will continue discussions with the design control activity regarding additional approved sources. The Government will continue to synopsize the requirement and rescreen the item. Established QRs (for actual or similar manufacturers) will be periodically synopsized pursuant to FAR 9.204(a)(1).
XII. CONTRACTING OFFICER’S CERTIFICATION
The contracting officer’s signature on the Coordination and Approval Document evidences that he/she has determined this document to be both accurate and complete to the best of his/her knowledge and belief.
XIII. TECHNICAL/REQUIREMENTS PERSONNEL’S CERTIFICATION
By their signatures on the Coordination and Approval Document, the technical and/or requirements personnel have certified as accurate and complete all supporting data, which is their responsibility, contained herein IAW FAR 6.303-2(c).
