II. NATURE AND/OR DESCRIPTION OF THE ACTION BEING PROCESSED
This individual Justification and Approval (J&A) authorizes the use of other than full and open competition procedures to obtain a new firm-fixed-price type contract. The contemplated contract is for the remanufacture of the F100-PW-220 and F100-PW-229 Augmentor Convergent Nozzle Segment Seal Liner (Convergent Seal Liner) from Paradigm Manchester Inc. (Paradigm), Commercial and Government Entity (CAGE) Code 1J4P3 (formerly: Unison Engine Components-Manchester). In accordance with FAR Part 16, a five-month definitive contract is considered appropriate for this acquisition. The estimated total value of this award is $496,400.00 with an estimated award date of April 2017.

III. DESCRIPTION OF THE SUPPLIES/SERVICES REQUIRED TO MEET THE
AGENCY’S NEEDS
Under the contemplated contract, Paradigm will provide all required labor, direct material, parts, facilities, test equipment and services required to remanufacture the Convergent Seal Liner and return a fully remanufactured liner to the United Stated Air Force.

Delivery shall begin within 30 days after receipt of order and reparables received, at the rate of 200 each per month and continue at that rate per month until deliveries are completed.

V. DEMONSTRATION THAT THE CONTRACTOR’S UNIQUE
QUALIFICATIONS OR NATURE OF THE ACQUISITION REQUIRES THE
USE OF THE AUTHORITY CITED ABOVE (APPLICABILITY OF
AUTHORITY)
This acquisition will be a contract for the remanufacture for the Convergent Seal Liner, as described in Section III. Paradigm (1J4P3) and Barnes Aerospace (1YVP7) are the approved sources. This item is considered highly specialized due to it containing a silicide coating in which OC-ALC is not capable of removing. The government does not have organic capability of these parts and there is no workload transition. Accordingly, existing unique design capability, engineering skills, and manufacturing knowledge by the qualified source(s) requires acquisition of the part from the approved source(s).
Paradigm is currently the only cognizant Engineering Source Approval qualified and approved source of repair that meets the standard specified in the Repair Qualification Requirements (QR) and the only qualified/approved source to meet this urgent need that does not require a first article. Paradigm has gained technical expertise through previous production of this item thru the sole source contract FA8121-17-C-0009. Although Barnes Aerospace is an approved source of repair as denoted on the AFMC Form 762, this company would be required to deliver a first article that would further delay delivery of this urgent requirement.
The 421st SCMS believes that award to any other source would result in unacceptable delays in fulfilling the Air Force’s requirement. Failure to approve this remanufacture contract could result in the grounding of F-15/F-16 aircraft.
Accordingly, Paradigm is the only firm capable of providing services described in section III above without the U.S. Air Force experiencing unacceptable delays in fulfilling its requirements.
VI. DESCRIPTION OF EFFORTS MADE TO ENSURE THAT OFFERS ARE
SOLICITED FROM AS MANY POTENTIAL SOURCES AS DEEMED
PRACTICABLE
Since this is an urgent PR for remanufacturing services from Paradigm, this requirement will not be posted to Federal Business Opportunities (FedBizOpps) to inquire for any interested sources to submit a Source Approval Request (SAR) package. FedBizOpps listed two vendors interested in the repair of NSN 2840013084469 for PR FD2030-15- 00881, which considers all approved sources. The award of this urgent PR to Paradigm will mitigate delays in production as the new vendors prepare to meet our requirement.
VII. DETERMINATION BY THE CONTRACTING OFFICER THAT THE
ACTICIPATED COST TO THE GOVERNMENT WILL BE FAIR AND
REASONABLE
The Contracting Officer will ensure that the items described herein are negotiated at a fair and reasonable price to the Government. A detailed cost analysis and price analysis will be performed and price analysis will be performed. The Contracting Officer may request a technical evaluation from the Defense Contract Management Agency to aid in the evaluation of the contractor's proposal. The Contracting Officer will seek audit assistance from the Defense Contract Audit Agency if necessary.
VIII. DESCRIPTION OF THE MARKET RESEARCH CONDUCTED AND THE
RESULTS, OR A STATEMENT OF THE REASONS MARKET RESEARCH
WAS NOT CONDUCTED
IAW FAR 10.001 (a)(2) and (3), market research conducted in 17 July 15 determined the F100 engine is a non-commercial engine, nor are there any commercial variants of this engine. This requirement is a Critical Safety Item (CSI). There are no F100 engine parts available commercially off the shelf (COTS). No commercial items can be modified to meet this requirement. It has been determined this requirement cannot be restated to permit use of commercial items. This is a non-developmental item. All processes and data for this effort are currently controlled by the OEM. The Convergent Nozzle Segment Seal Liners must be remanufactured IAW the requirements of the Performance
Work Statement. Qualification Requirements (QRs) are applicable to this service. This part requires engineering source approval by the design control activity in order to maintain the quality of the part. Required services within the scope of this effort include specific, proprietary knowledge and data on certain systems and applications of the F100- PW-220 and F100-PW-229 Convergent Nozzle Segment Seal Liner. This knowledge and data is not available to anyone else except the qualified source.
IX. ANY OTHER FACTS SUPPORTING THE USE OF OTHER THAN FULL AND
OPEN COMPETITION
Pursuit of either reverse engineering efforts or validation of alternative specifications would require an Accelerated Mission Testing, which would be both cost and schedule prohibitive for the Air Force. To date, no such efforts have been initiated or funded.
Further, considering the investment required, it is anticipated the only circumstance to trigger initiation and funding of such a requirement would be if no sources, including the OEM, were available.
Furthermore, due to unforeseeable delays in the follow-on acquisition for PR FD2030-15- 00881, this requirement is now of a compelling nature and needs to be awarded as soon as possible to avoid severe adverse impact. Information from the Contract Repair Strategy worksheet identifies 126 Not Mission Capable (MICAPs) and 85 priority backorders that support an unusual and compelling urgency that precludes full and open competition. Delay in award of a contract will result in serious injury to the Government were MICAPS and backorders will continue to accumulate and operability of the F100- 220 and F100-229 engines would be seriously degraded resulting in the F-15 and F-16 weapon systems not being able to meet critical mission requirements.

MAKING SUBSEQUENT ACQUISITIONS FOR THE SUPPLIES OR SERVICES
REQUIRED
The Government will continue to monitor the marketplace for source development, and will continue discussions with the design control activity regarding additional approved sources. The Government will continue to synopsize the requirement and rescreen the item. Established QRs (for actual or similar manufacturers) will be periodically synopsized pursuant to FAR 9.204(a)(1).
XII. CONTRACTING OFFICER’S CERTIFICATION
The contracting officer’s signature on the Coordination and Approval Document evidences that he/she has determined this document to be both accurate and complete to the best of his/her knowledge and belief.
XIII. TECHNICAL/REQUIREMENTS PERSONNEL’S CERTIFICATION
