PREAWARD SYNOPSIS
NO SOLICITATION AVAILABLE AT THIS TIME. THIS SYNOPSIS IS A PRE AWARD NOTIFICATION OF THE GOVERNMENT’S INTENT TO AWARD A COMPETITIVE CONTRACT.
Qualification Requirements are applicable to this award.
IAW MP 5332.7 Funds Availability "Notice to Offeror(s)/Supplier(s): Funds are not presently available for this effort. No award will be made under until funds are available. The Government reserves the right to not solicit this requirement or cancel the solicitation after issuance, either before or after the closing date. In the event the Government cancels the solicitation, the Government has no obligation to reimburse an offeror for any costs."
The Government intends to issue a 100% small business set aside solicitation on or about 9 March 2020 with a close date of about 30 March 2020 for the repair of (3) Three Axis Trim Indicator(s). Upon issuance of the solicitation, all responsible sources may submit a bid, proposal or quotation which shall be considered by the agency. This notice of intent does not, in itself, represent the issuing of a formal request for proposal and is not intended to be taken as such. The awarded contract will be for a fixed quantity, fixed price contract, not to exceed one year. The requirements set forth in this notice are defined per PR FD2030-20-00892 as follows:

4.) Qualification requirements are set forth in the OC-ALC Source Approval Information Booklet. Overhaul sources that have produced actual or similar items will be considered. There are no costs incurred by an offeror for pre-qualification testing and testing evaluation. However, the offeror’s development of a new Source Approval Request (SAR) package to be submitted for Government evaluation may cost as much as $5,000.00. In addition, the cost incurred by the Government for the evaluation of the SAR package may be as much as $2,500.00.
5.) In accordance with FAR 5.207(c) (16) (ii), All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency.
OMBUDSMAN (AUG) (An Ombudsman has been appointed to hear concerns from offerors or potential offeror’s during the proposal development phase of this acquisition.) The purpose of the Ombudsman is not to diminish the authority of the program director or contracting officer, but to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. When requested, the Ombudsman will maintain strict confidentiality as to source of concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process.
