Statement of Work Lease Temporary Boiler at Building 9301, Tinker AFB, OK
10 April 2015
1. SCOPE OF WORK
1.1 GENERAL
1.1.1. The work to be performed under the terms and conditions of this contract consists of furnishing all plant, labor, equipment, personal protective equipment (PPE) instruments, materials, transportation, and incidentals necessary for supplying one (1) each, fully functional 75,000 PPH (pounds per hour) mobile temporary rental boiler with matched economizer, and all required field connections and other associated items, including start-up, for the temporary boiler, to be located on the north side of Building 9301, Tinker Air Force Base (TAFB), OK.
This involves connecting primary utility and drain piping, heat tracing, electrical and controls from existing utilities, most of which are located at or near the temporary boiler location. Also involves connecting steam piping at the temporary boiler to existing steam line leading to plant header for steam and the construction of doghouses on either end of the boiler to shield the boiler ends from bad weather conditions. Note: Input power for temporary leased boiler cannot be over 100MMBTU/Hr.
1.1.2. The “work” shall mean to provide and install a fully operating and functioning system, assembly, framework, fixture or apparatus that is complete, finished and ready for use by the Government.
1.1.3. The Contractor shall be responsible for identifying the necessary logistical, architectural, structural, mechanical, fire protection, and electrical work elements required to install the new systems and assemblies as described herein. Assemblies, framework, fixtures or apparatus not readily identified on plans or the Statement of Work (SOW) shall be provided by the Contractor as required for a complete, fully operating and functioning system or systems, ready for use by the Government.
1.1.4. Plan information such as floor plan layouts; basic dimensions; design requirements for structural, mechanical and electrical data; and location of utilities provided by the Government for this installation are based on available as-built documentation, field observation, and equipment selected as design basis by the Government. This information is to be considered approximate and shall be field verified by the Contractor.
1.1.5. The Contractor shall also perform a site investigation to verify existing conditions and if necessary, pull additional as-builts if available from Building 400, Engineering Support.
1.1.6. The Government furnished materials for this effort are: All piping that was used for last winter’s installation and operation, the doghouses for both ends, and Heat Trace cable.
1.2 DESCRIPTION OF SERVICES
1.2.1 STRUCTURAL
1.2.1.1. Pipe Supports - All piping will need to be supported as needed. ‘Doghouse’ enclosures will need to be assembled on both ends of the boiler. Existing Doghouses will be reassembled and used.
1.2.2 ARCHITECTURAL
1.2.2.1. Exterior Wall Penetrations - Inspect and repair any damaged exterior wall penetrations for piping and electrical runs from inside the building to the temporary boiler location. The building penetrations will need to be fire caulked and sealed, repair sheet metal as needed, and then paint to match existing as close as reasonably possible.
1.2.3. MECHANICAL
1.2.3.1. All products and execution of work for this project shall be in accordance with applicable Unified Facilities Criteria (UFC), TAFB Standards, National Fire Protection Association (NFPA), American Society of Mechanical Engineers (ASME) Boiler and Pressure Vessel Code (BPVC) Sec IX, ASME B31.3 - Power Piping, and other applicable code or industry standards. United Facilities Guide Specifications (UFGS) including UFGS 22 05 and UFGS 23 07 00 shall be used unless specified or indicated otherwise.
1.2.3.1. NATURAL GAS LINE
1.2.3.1.1. Provide connection to Natural Gas to temporary (rental) steam boiler location outside on north side of Building 9301.
1.2.3.1.2. All natural gas piping shall be in accordance with the requirements of ASME B31.8 Gas Transmission and Distribution. Contractor shall provide a 4” SCH (schedule) 40 natural Gas line including but not limited to gas regulator, drip leg, isolation valves, drains, traps, flanges, bolts, gaskets, fittings, bypass, support and bracing, gauges, valves, and fittings to the temporary (rental) boiler. A suitable flex connection shall be used at the boiler connection.
1.2.3.1.3. Gas supply pressure shall be regulated as required for the rental boiler. 75,000 PPH Rental Boiler indicates 12 PSIG (pounds per square inch gage) will be required for the rental boiler’s gas pressure.
1.2.3.1.4. The existing gas line is tied in at a point in the gas line used to fuel boiler #1 (boiler #1 is not currently being used).
1.2.3.1.5. The tie in point for the gas is on the south end of the Boiler. The gas line is painted yellow.
1.2.3.2. FEEDWATER LINE – Provide connection to the Boiler Feedwater line that runs from boiler #1, and is located on the utility rack on the west side of the boiler location.
1.2.3.2.1. Contractor shall provide connection for the feedwater supply line including but not limited to isolation valves, drains, flanges, bolts, gaskets, fittings, bypass, support and bracing, gauges, valves, flex connector, and fittings to the temporary (rental) boiler.
1.2.3.2.2. Boiler Feedwater line shall be rated for a minimum pressure of 100 PSI above the operating pressure required by the temporary rental boiler.
1.2.3.2.3. 75,000 PPH Rental Boiler shows a 2-1/2”, 300# RF FLG (raised-faced flange) for feed water inlet.
1.2.3.3. STEAM LINE - Provide connection for Steam Supply line that runs from rental boiler to the existing steam header on the west side of boiler.
1.2.3.3.1. Provide connection for 12” SCH 40 steam supply line from steam header to the temporary (rental) boiler. Items to be provided for this steam line shall include but not be limited to all required items and features such as isolation valves, drains, steam traps, strainers, reducers, flanges, bolts, gaskets, fittings, pressure reducer, bypass, support and bracing, insulation, gauges, valves, and fittings.
1.2.3.3.2. 75,000 PPH Rental Boiler shows an 8” 300# RF FLG steam outlet connection so a small amount of 8” line and an 8 X 12 Adapter will be needed. Plan is to run the 12” line from the steam header to outside north wall with a Tee to allow for the possibility of temporary boilers with different configurations and capacities or the addition of a second temporary boiler as needed.
1.2.3.3.3. Design pressure for all steam line components in Building 9301 is 350 PSI.
1.2.3.3.4. All installed pipe runs shall be run straight and true. All lines shall drain to the low points with drains and high point vents.
1.2.3.3.5. Pipe runs and all other features of the system shall be constructed to ensure proper function of the system under all conditions including startup, shutdown and operating conditions.
1.2.3.3.6. The new lines shall utilize class 300 flanges. All new Nuts, Bolts and Gaskets shall be required.
1.2.3.3.7. Pipe shall be welded except where flanged for valves or for other required accessories.
1.2.3.3.8. New pipe run shall include any required provision for expansion. Flex joints are recommended for connections to the boiler.
1.2.3.3.9. If needed provide means to drain condensed steam (generated during outages or shutdowns) from the new line and provide piping to nearest available sanitary drain with double block and bleed valves located in an accessible location near the floor.
1.2.3.3.10. If needed provide new accessible flanged isolation valves at each line end point connection and also provide isolation valve where needed, desired, or directly indicated on the project drawings.
1.2.3.3.11. Where needed add piping hangars, supports and isolation valve operation mechanism are to be sized for the new installation and meet seismic requirements (see UFGS 22 05 48.00 20).
1.2.3.3.12. All new piping, fittings, and accessories shall be insulated. Insulation shall meet or exceed the requirements UFGS 23 07 00 including all recommendations and meet or exceed the requirements of ASHRAE 90.1, whichever is the more stringent of these requirements.
1.2.3.3.13. Contractor shall provide a separate piping diagram of the any new piping runs including all valves, connections, traps, strainers and valves. Any new Valves shall be numbered on the diagram and listed in the valve schedule. Valve numbers will correspond to valve tags.
1.2.3.3.14. Steam traps and all other items requiring maintenance shall be located so as to allow maintenance without the use of a ladder whenever possible.
1.2.3.3.15. All pipe runs shall be labeled per ANSI A13.1 (placed at 9m intervals) and indicating the medium (steam, gas, etc.) and flow direction.
1.2.3.3.16. A safety valve to protect the system shall be provided as required between the rental boiler and the steam header. Design pressure for piping is 350 PSI. Operating pressure is typically 270 PSI. Safety valve is supplied by Boiler Supplier.
1.2.3.3.17. Submit all required welding requirements (see UFGS 23 64 26, ASME B31.9, Welding).
1.2.3.3.18. Provide product information, seismic bracing details and calculations, and other required submittal for the products used in any new work.
1.2.3.3.19. New piping shall be tested and pass all ASME testing requirements before insulating and placing the new lines into service.
1.2.3.3.20. Coordinate and obtain approval for all steam outages and work which will impact the user within the project area.
1.2.3.3.21. All items on the new lines shall be installed, tested, and adjusted as necessary to ensure proper function and that the steam condition downstream of the devices meet the requirements of the boiler plant and downstream processes which use the steam. For example, the steam pressure and quality after the replaced regulator valves will need to be same as currently exists.
1.2.3.4. DRAIN LINES - All Drain lines from temporary (rental) steam boiler, located outside on north side of Building 9301, shall drain to existing drains located at the boiler #1 location.
1.2.3.4.1. Contractor shall provide drain lines as needed. Lines that are needed shall include piping, isolation valves, flanges, bolts, gaskets, valves, and fittings.
1.2.3.4.2. The 75,000 PPH Rental Boiler shows a 2” NPT (national pipe tread) connection for D.L.T. drain, a 1/1/2” 300# RF FLG connection auxiliary boiler drain outlet connection, and a 2” NPT feedwater system drain connection.
1.2.3.5. SAFETY VALVE – Pressure Safety Valve Discharges, Boiler Discharge and Vents
1.2.3.5.1. All safety valve discharges and vents shall be piped in accordance with ASME Boiler and Vessel Code requirements and in accordance with all safety and industry practices.
1.2.3.5.2. All discharges shall be piped to sufficient height and direction away from all personnel who might be working in the area during boiler operation including but not limited to boiler operators, maintenance personnel, and any adjacent parking or smoking areas.
1.2.3.5.3. All piping runs shall include support and bracing as necessary for the forces experienced during full worst case discharge conditions.
1.2.3.6. ECONOMIZER PIPING - Contractor shall provide and/or supply economizer piping and all other required items for proper function.
1.2.3.6.1. Items to be provided for economizer piping shall include but not be limited to all required items and features such as isolation valves, drains, steam traps, reducers, flanges, bolts, gaskets, fittings, pressure reducer, bypass, support and bracing, insulation, gauges, valves, and fittings.
1.2.3.6.2. The Rental Boiler shows a 2-1/2” 300# RF FLG inlet for economizer piping connections.
1.2.3.7. INSTRUMENT AND CONTROL AIR (Compressed Air) - Contractor shall assemble control air for temporary (rental) steam boiler instrument controls at temporary (rental) boiler location outside on north side of Building 9301.
1.2.3.7.1. Contractor shall provide systems as required and connection for instrument or control quality air to the temporary (rental) boiler pneumatic instrument and control devices.
1.2.3.7.2 Building 9301 currently contains compressed air. It is currently piped to the north wall of the Building 9301 plant interior north wall. Contactor shall provide additional filtering and drying as required for the rental boiler instruments and controls.
1.2.3.8. WATER SAMPLE LINE - Install and connect the Water Sample Line on west side of pipe rack.
1.2.4. ELECTRICAL - Electrical Contractor shall reconnect all electrical, instrumentation, controls and heat tracing to the temporary boiler.
1.2.4.1. The temporary feeder connection is located in a junction box on the northside of Building 9301, it originates from an existing 200A/600V rated 3phase Cutler-Hammer disconnect located adjacent to MCC1-PH1 @ Column C8 in B9301.
1.2.4.2. The Contractor shall provide and install for final connection from the junction box identified in #1 above, to the disconnect supplied by the boiler provider, a 2” electric Metallic Tube (EMT) Conduit with 3-3/0 Thermoplastic Hight Heat-resistant Nylon (THHN) & 1#4 ground. The Contractor shall coordinate this with the boiler provider.
1.2.4.3. The Contractor shall provide and install for final connection from the junction box identified in #1 above all necessary 120v power wiring for the temporary lighting in the dog houses and heat tracing for the boiler water/steam piping. The Contractor shall coordinate this with the boiler provider.
1.2.4.4. The Contractor shall provide and install correctly sized hangers on 5' minimum centers along the length of the conduit runs for both control and power feeders.
1.2.4.5. The Contractor shall provide any missing labels, temporarily affixed to each disconnect.
The labels shall provide the following information. "Equipment", "Fed From", "Fed To", "Voltage", "Amperage", "Color Code" and "Rotation".
1.2.4.6. The 75,000 PPH Rental Boiler shows a 3 PHASE 60 HZ 480V with a 200 AMP service required.
1.2.5. FIRE PROTECTION - Seal, provide and inspect fire caulking as required at all wall (including exterior wall) and or partition penetrations.
1.2.6. SERVICE CALLS. When required, the Contractor shall respond to any requests for troubleshoot/repair of the boiler. The Contractor shall respond within four (4) hours to determine the cause of the malfunction and provide a solution to repair the boiler and then ensure the boiler is fully operational before leaving the work site.
1.3. HOURS OF OPERATION. Normal operating hours are Monday – Friday, 0715 – 1600.
1.4. PERIOD OF PERFORMANCE. All installation work shall be completed in order to make temporary boiler fully operational beginning on 15 October 2015. The boiler rental shall not exceed one hundred seventy-nine (179) consecutive days beginning on the day the boiler is delivered to Tinker AFB on to property.
1.5. STORAGE AREA. Contractor shall limit the storage of materials, equipment, and incidentals to the immediate site. It is recommended that the Contractor make arrangements for storage of equipment, material and parts between its delivery and its installation, as security during non-workings hours cannot be guaranteed.
1.6. CONTRACTOR INFORMATION
1.6.1. Contractor Contacts. The Contractor shall provide the name of the person and any alternate(s) who shall act for the Contractor when the manager is absent and shall be designated in writing to the Contracting Officer (CO) within two (2) calendar days after contract award.
The Contractor shall provide telephone numbers of the contract manager and alternate(s) where these persons may be contacted at any time. The Contract manager or alternate shall have full authority to act for the Contractor on all matters relating to operation of this contract at Tinker AFB. The Contract manager or alternate shall be available to meet on the installation with government personnel designated by the CO to discuss any issues. The Contractor shall provide a Contract manager and alternate who can read, write, speak, and understand English fluently.
1.6.2. Contractor Employees. Contractor shall not employ persons for work on this contract if such employee is identified to the Contractor by the CO as a potential threat to the health, safety, security, general well-being, or operational mission of the installation and its population. Where reading, understanding, and discussing safety and environmental warnings are an integral part of a contract employee’s duties, that employee must be able to understand, read, write, and speak the English language fluently. The speaking skill is not required where a contractor employee is hearing or speaking impaired.
1.6.2.1. Contractor’s employees shall be required to identify themselves as Contractor personnel by introducing themselves or being introduced as Contractor personnel and displaying distinguishing badges or other visible identification for meetings with Government personnel.
Contractor’s employees shall identify themselves as Contractor employees in telephone conversations and in formal and informal written correspondence. Contractor’s employees shall identify themselves in meetings by adding the word “contractor” by their names on sign-in sheets.
1.6.2.2. The Contractor shall ensure all employees shall have current and valid driver’s license before assigning employees to operate a Contractor-owned vehicle on Tinker AFB. Contractor personnel shall comply with directives pertaining to operation of privately owned vehicles on Tinker AFB per AFI 31-218(I), Motor Vehicle Traffic Supervision.
1.6.3. Visitor Pass. The Contractor shall make contact with the Government Representative (COR/Inspector) 24 hours before coming on Tinker AFB to make arrangements for a Visitors Pass(s). The government representative will assign the Contractor a sponsor within the organization. The Contractor and the sponsor will arrange to meet at Building 6611/Tinker Gate (S.E. 29th and Air Depot, Gate 1). The Contractor shall provide two forms of identification (one of which shall be a picture ID) to Security Forces. Security Forces will provide the Contractor the AF Form 75 (Visitors Pass) that will be valid for 30 days. If an additional 30 days are required the same process will occur.
1.6.4. Ozone Depleting Chemicals. The Contractor shall not use any Class I Ozone Depleting Substances (ODS) as identified in AF policies in the performance of this contract, nor shall the Contractor deliver any Class I ODS in any item or as a part of any service. If the Contractor determines that Class I ODS’s will be required under this contract, advance approval from the CO must be obtained before use.
1.6.5. General Work Performance Standards
1.6.5.1. Workmanship. The Contractor shall at all times take necessary precautions to maintain the work site in a condition that will prevent damage or injury to person or property, government or otherwise. The Contractor shall be responsible for all damages caused by the negligent acts or omissions of his employees, sub-contractors, or agents during contract performance.
1.6.5.2. Cleanup. The Contractor shall remove all debris, waste and by-products generated by this requirement and dispose of said debris in accordance with all applicable state, local and Federal environmental statutes and regulations at the appropriate disposal facility.
2. INSPECTION AND ACCEPTANCE. Inspection and acceptance will be made by 72 ABW/CE official personnel.
2.1. Quality Assurance Inspection/Acceptance. According to the contract’s inspection of services clause, the government will evaluate the Contractor’s performance under this contract.
The Contracting Officer Representative (COR) is a representative of the CO and will participate in the administration of this contract. Any matter concerning a change to the scope, prices, terms, or conditions of this contract shall be referred to the CO. All services to be performed by the Contractor during the period of this contract will be subject to review by the CO or COR.
2.2. Performance Evaluation Meetings. The Contract manager may be required to meet with government CO and the COR during the performance period of this contract. Meetings will be as often as necessary thereafter as determined by the CO. The written minutes of all performance evaluation meetings may be prepared by the government and signed by the contract manager, CO, and COR. Should the Contractor non-concur with the minutes; the Contractor shall so state any areas of non-concurrence in writing to the CO within ten (10) calendar days of receipt of the signed minutes. The minutes will be included in the contract file.
2.3. Unsatisfactory Performance. Unsatisfactory performance will result in re-performance by the Contractor at no additional cost to the government.
3.1. Government Furnished Services
3.1.1. Government furnished services are applicable during the performance of this contract. The Government will furnish the following services:
3.1.1.1. Security Forces. The Government will provide general on-base security forces’ service.
The security forces’ telephone numbers are 911 for emergencies, 734-2000 for crime in progress, and 734-3737 for non-emergency calls.
3.1.1.2. Fire & Emergency Services. The Government will provide general on-base fire protection services. The Contractor shall comply with fire prevention rules and regulations enforced by the Tinker AFB Fire Prevention Branch. Call 911 for emergencies. For routine fire prevention matters call 734-3981. For routine calls to dispatch call 734-7964.
3.1.1.3. Emergency Medical Service. The Government will provide 24 hour on-base state certified paramedic level emergency response and patient transport services for Contractor personnel who are injured or become seriously ill while on Tinker Air Force Base. The telephone number is 911 for emergencies. The Contractor shall reimburse the Government for services rendered.
Note: Calling 911 from a cell phone will be received by off-base emergency 911 systems, causing a delay in response time by emergency personnel. When possible use a base telephone to receive on-base help.
3.1.1.4. Utilities. The government will furnish utility services as needed for the performance and completion of this requirement. If the Contractor requires additional utility services, it shall be the Contractor’s responsibility to provide. Contractor shall use due care and diligence in efforts to conserve utilities to reduce utility costs.
