1. GENERAL: Government Furnished Property (GFP), at no cost, is applicable to the performance of this contract because the cumulative acquisition cost of the Government Property, TF-33 Turbine Blades described in PWS 1.1 through 1.1.3, requiring repair off-base exceeds the simplified acquisition threshold. See PWS 1.1.2 for Description of Blades.

The Contractor shall repair Government Furnished Property in accordance with this Appendix B and the Government Property clauses cited in the contract. The Contractor shall comply with the provisions of the Federal Acquisition Regulation (FAR), Part 45 plus supplements, in effect on the date of contract award, which are hereby incorporated by reference and made a part of the contract.

The Contractor shall also handle all GFP received in accordance with the applicable technical data, and shall maintain constant care over these items while in their possession.

Any references to GFP in the PWS and/or Appendix B also includes Contractor Acquired Property (CAP) used as GFP.

2. TERMS EXPLAINED:

a. Government-Furnished Property (GFP): Property in the possession of, or directly acquired by, the Government and subsequently furnished to the Contractor for performance of a contract. Government-furnished property includes, but is not limited to, spares and property furnished for repair, maintenance,overhaul,or modification. Government-furnished property also includes contractor-acquired property if the contractor-acquired property is a deliverable under a cost contract when accepted by the Government for continued use under the contract.

b. Material Support Division (MSD) Items: Items that have an ERRC code of C (XD1) or T (XD2). These items are referred to as line replacement units (LRU) and shop replacement units (SRU) respectively.

3. TRANSPORTATION INFORMATION: The Government will pack and ship the TF-33 Turbine Blades to the Contractor for remanufacture/repair at the Government’s expense, Freight On Board (FOB) Destination.

The contractor shall transmit a copy of the Bill Of Lading and tracking number by e-mail, phone, or fax to the OC-ALC/76 PMXG PMS within 12 work hours as deliverables are shipped.

4. DISPOSITION OF GOVERNMENT PROPERTY: The PCO will furnish final disposition instructions to the Contractor.

a. CONDEMNED GOVERNMENT PROPERTY: Disposition instructions for all items, such as critical items, MSD and save list items that are condemned during the performance of this contract, shall be requested through the PCO from the ALC. All recommended condemnations shall be tagged and returned to OC-ALC Tinker AFB using a DD Form 1149.

Processing of Government Furnished Property (GFP) rejects. Action to be taken in disposing of property that is not acceptable, identifiable or related to support of the contract.

b. CONTRACT EXCESS: The Contractor shall ensure that all excess repairable end items being returned to the Air Force have the note “Contract Excess” entered into the shipping documents to preclude OC-ALC recording such excess as additional repairable generations. The contractor shall ensure that excess repairable end items are returned to OC-ALC unless another address is specified.

DD Form 1149 shall be used in returning excess, misdirected government repairable material. The contractor shall transmit a copy of the DD Form 1149 to the OC-ALC/76 PMXG PMS within 12 work hours after shipment.

c. SHIPMENT DISCREPANCY: Property received by the contractor and recognized as misdirected, will be rerouted to the correct location if known by the contractor. If the correct location cannot be identified, contact the OC-ALC/76 PMXG Production Management Specialist (PMS).

A Supply Discrepancy Report, SF 364, will be prepared and forwarded to the shipping activity for corrective action to prevent reoccurrence. Manual Discrepancy reports shall be submitted by e-mailing the following address: dlacontactcenter@dla.mil. 5. LOSS OF GOVERNMENT PROPERTY. In accordance with the Government Property contract clauses.
