STATEMENT OF WORK (SOW)
Minimum Airfield Operating Surface Marking (MAOSM) Kits 28 March 2019
1. Introduction: The Air Force Civil Engineer Center (AFCEC) has developed an updated Airfield Damage Repair (ADR) concept of operations under the ADR Modernization Program that provides updated capabilities to rapidly repair damaged airfield pavements.
2. Scope: This SOW is for the purchase and preposition of MAOSM Kits at selected Air Force locations worldwide. The basic order is shown in paragraph 3.1. (Table 1A) and the optional requirements are shown in paragraph 3.2. (Table 1B).
3. MAOSM Kit Quantities:
3.1. The number of REQUIRED MAOSM Kits are listed in Table 1A.

4. Points of Contact: The Contractor shall contact Major Nicholas Nabors at AFCEC/CXXM, Readiness Directorate, Modernization Section at nicholas.nabors@us.af.mil, Commercial Phone 850-283-6592 or Mr. Robert Dalton at AFCEC, Readiness Directorate, Modernization Section, at robert.dalton.11.ctr@us.af.mil, Commercial Phone 850-283-6647 to obtain POCs and their contact information at the selected delivery locations before shipping the required items.
5. Schedule, Data Items, and Other Deliverables:
5.1. Schedule. The Contractor shall commence work on this task immediately after receipt of this order (ARO), and shall comply with the deadlines as shown in Table 2.

5.2. Weekly Status Report: The Contractor shall provide weekly status of shipped, delivered and delivery schedules to Major Nicholas Nabors at AFCEC/CXXM, Readiness Directorate, Modernization Section at nicholas.nabors@us.af.mil, Commercial Phone 850-283-6592 or Mr. Robert Dalton at AFCEC, Readiness Directorate, Modernization Section, at robert.dalton.11.ctr@us.af.mil, Commercial Phone 850-283-6647 the 772 ESS PCO, and AFCEC/CXAA. The first report shall be due seven (7) calendar days after award and NLT noon every Monday thereafter until all deliveries are completed. [CDRL A011]
5.3. Shipping Addresses and Points Contact:
See appendix D.
5.4. The Contractor shall provide monthly status reports in written format. [CDRL A004] Monthly status reports must include the status of sample development, all production activities, anticipated production completion, and shipping status of every shipment. The first monthly report is due NLT 30 calendar days after award and then every 30 calendar days thereafter. The Contractor shall participate in monthly conference calls. AFCEC will provide the date, time, and call-in number for the conference calls.
5.5. The Government will provide on-site inspections based on the Contractor’s production completion schedules. Inspections of all MAOSM kits will be completed prior to any MAOSM kits shipped to the AF locations in Table 1. Inspections may take up to one work day to complete, per kit; and include inventory of all end items and packaging. The Contractor shall coordinate with Major Nicholas Nabors at AFCEC/CXXM, Readiness Directorate, Modernization Section at nicholas.nabors@us.af.mil, Commercial Phone 850-283-6592 or Mr. Robert Dalton at AFCEC, Readiness Directorate, Modernization Section, at robert.dalton.11.ctr@us.af.mil, Commercial Phone 850-283-6647 for scheduling all inspections of the MAOSM kits.
5.6. The Contractor shall be responsible for all expenditures associated with damage to containers and individual components incurred during shipping to include repairing or replacement of such items.
5.7. Other Deliverables: The Contractor shall provide editable drawing package for the MAOSM kit does not exist. The Contractor shall create a drawing package for the MAOSM kit itself and for the layout of the MAOSM kit. The package shall contain the original editable files with all incremental drawings that were used to generate the entire package. The drawing package shall be of a standard commercially available file type (AutoCAD 2D) that shall be agreed upon by AFCEC prior to submission. The drawing package shall include the Tri-con container, any and all modifications to the Tri-con container (i.e. shelves, support arms for shelves, securing D-rings, etc…), all secondary containers in the Tri-con, and strapping of all items within the Tri-con. A sample drawing set is attached to this SOW illustrates the level of detail and graphic representation that the Contractor shall provide. The Contactor shall also provide un-editable *.pdf version of the drawing package. All drawings shall contain the AFCEC logo/letterhead and will become property of the Government.
6. Trade Agreements Act Compliance: The Contractor shall verify all individual items procured for this SOW follow guidelines put forth in the Trade Agreements Act (TAA) (19 U.S.C. & 2501-2581). This agreement is intended to promote products either made in the USA or made in free-trade friendly countries.
6.1. TAA compliant countries are listed in Table 3. The Contractor shall verify TAA compliance before ordering individual items, even if countries appear on the TAA compliant list in Table 4. The Contractor shall be responsible for all expenditures to include shipping and replacement costs when non-compliant containers or individual items are procured.

6.2. Restricted countries include at least China, India, Malaysia, Pakistan, and Thailand.

Appendix A MAOSM Kit Technical Requirements A1. Scope: The Contractor shall purchase, manufacture, modify, prepare, stock, package, document, and deliver MAOSM kits to selected AF locations in accordance with the detailed technical requirements of this appendix. The Contractor shall load and unload all MAOSM Kits at their origin and at each destination (door to door). The Contractor shall procure quantities of MAOSM kits identified in Table 1A, and ship appropriate number of MAOSM kits identified in Table 1A to locations listed in Appendix D.
A1.1. The Contractor shall modify Tri-cons to meet specifications provided in Appendix B, pack individuals parts itemized in Appendix B into Tri-cons, ensure parts meet National Stock Number (NSN) or criteria specified in Appendix B, procure quantities identified in Table 1, and ship appropriate number of kits identified in Table 1 to locations listed in Appendix D.
A1.2. Descriptions and potential sources for individual items are provided in Appendix B. Where the individual item has an NSN, the description is the NSN description. The descriptions for items without an NSN are based on the vendor’s description. Substitutions to individual items shall only be made if items with an NSN are replaced with items having the same NSN and specifications; items with no NSN shall have the same specifications as the suggested item and the potential substitutions are approved by AFCEC. In the case where there is a discrepancywill be on an “or equal” basis. between the vendor’s description and NSN description, the vendor’s description has priority.
A2. The Contractor shall provide a sample of the MAOSM Kit, according to the schedule requirement in paragraph 5.1. (Table 2) of this SOW. The Contractor shall provide the sample MAOSM kit inspection at their site or at Tyndall AFB, FL, Contractor's choice. All items and modifications must be complete for the sample inspection.
A2.2.1. The Contractor shall provide proposed design layout (drawings) of the Tri-con to include all the inventory items, items used to modify the Tri-con, and secondary containers.The contractor is provided sample drawings for packaging, any deviations should be of an “or equal” submission. Explenation to why the configuration is or equal should be justified in writing. See Appendix E for a sample of the type of detail the government is requesting if deviating from proposed design..
A2.2.2. The Contractor shall provide an inventory list of items stored in each MAOSM kit to include part number, quantity, item description, NSN, weight, and provider name. The Contractor shall verify all weights provided. The quantity shall be total numbers of individual items provided, not number of packs or any other group packaging. (i.e 24 cans of spray paint, not 1 case.)
A2.2.3. The Contractor shall secure every Tri-con with combination locks (2 locks per Tri-con). All locks shall use the same combination which will be provided by AFCEC
Appendix B MAOSM Kit Required Inventory Item Characteristics
Item 1 – Tri-Container (TRI-CON) Type II – NSN 8150-01-483-9123 - Quantity 1 Per Kit Color green; Tri-con supplied with three connector holders in the doors on both ends; three connectors included.
Item 2 – Base, Edge Marker – NSN 5680-01-378-8882 – Quantity 140 Per Kit An edge marker consists of a 30-inch by 48-inch hard-rubber base and a polystyrene top with 30-inch by 20-inch sides with fluorescent orange, retroreflective cover. The base and top are held together by hook-and-loop fasteners.

Item 3 – Top, Edge Marker – Part # EM003 – Quantity 152 Per Kit An edge marker consists of a 30-inch by 48-inch hard-rubber base and a polystyrene top with 30-inch by 20-inch sides with fluorescent orange, retroreflective cover. The base and top are held together by hook-and-loop fasteners.

c. Hook-and-loop fastener Item 4 – Cones, Traffic – NSN 9905-00-424-9829 – Quantity 50 Per Kit Candidate traffic cone.
a. Color: Red-Orange - Reflective
b. Height: 18-inches tall
c. Material: Plastic or rubber
Item 5 – Bag, Sand (polypropylene) – NSN 8105-01-568-1328 - Quantity 100 Per Kit Military weight sand bag is made of polypropylene. UV-coated (1600) surface will not break down in extreme heat or harsh weather conditions. Bag contents are fortified with heavy-duty ties.
a. Color: Digital Camouflage
b. Material: Polypropylene
Item 6 – Tape Measure – Quantity 3 Per Kit ½ inch wide by 300 foot long tape measure – Grainger part # 3VZG4. Suitable substitution must meet following requirements:
a. Length: 300 feet
b. Blade Material: Fiberglass
c. Blade Width: ½ inch
d. Accessories: Open Case w/ABS with Rubber Grips
Item 7 – Wheel, Measuring – NSN 6605-01-140-0347 - Quantity 2 Per Kit Candidate measuring wheel – Grainger, part# 2UJY6. Suitable substitution must meet following requirements:
a. Measuring Wheel Type: Single Wheel
b. Wheel Diameter: 12-1/2 inches
c. Maximum Measuring Distance: 9,999.9 feet
d. Telescoping Handle: 38-3/4 inches
Item 8 – Shovel, D-handle, Round point – NSN 5120-00-293-3336 - Quantity 2 Per Kit Candidate D-handle round point shovel – Lowe’s Kobalt, part# 863591. Suitable substitution must meet following requirements:
a. Type: Digging shovel
b. Tool Type: Short-handle
c. Blade Material: Steel
d. Blade Width: 9 inches
e. Handle Length: 20.5 inches
f. Total Tool Length: 39.5 inches
Item 9 –Distance-To-Go Markers, Holders, Cross-braces, Bags, and Sign Faces – NSN 9905-01-374-0882 - Quantity 1 Per Kit
1. Distance-to-go markers display single-digit numbers or barrier systems on one side. Markers are free-standing and diamond-shaped (48-inches on each side). Marker faces are bright orange with 2-inch black borders and 38-inch high black numbers or a 40-inch black circle centered on the face (for barrier systems).
2. Candidate hammer Distance-To-Go (DTG) Markers, Cross-braces, Bags, and Sign Faces: requirements:
a. DTG Holder, Signs:
i. Dual spring base design with strong initial tension that resists twisting and turning of sign. Adjustable legs that are telescoping for added stability.

iii. Designed to hold 48 inch sign faces and attached to the DTG Holders.

Appendix C MAOSM Kit Container (Tri-Con) Requirements
C1. The Contractor shall purchase the required containers directly from the open market.
C2. After arranging for container purchase, the Contractor shall contact Mr. Odis Atkinson at the Army Intermodal and Distribution Platform Management Office (AIDPMO) Inventory Team Surface Deployment and Distribution Command AMSSD-OPS-A, Scott AFB, IL at Odis.d.Atkinson.civ@mail.mil, or commercial phone (618) 220-6833, with the commercial ISO container numbers (see Figure 1). Mr. Atkinson will assign USFU numbers (US Air Force DoD ownership code) to each commercial container.

C2.1. The Contractor shall mark each container, including the USFU number, according to uniform procedures detailed in Defense Transportation Regulation (DTR) – Part IV, Chapter 603, which can be found at http://www.ustranscom.mil/dtr/part-vi/dtr_part_vi_603.pdf.
C2.2. The Contractor shall inspect all Intermodal (ISO) containers upon receipt to ensure serviceability and conform to the Convention for Safe Container (CSC) certification. The Contractor shall record inspections using Department of Army (DA) Form 2404, Equipment Inspection and Maintenance Worksheet. The Contractor shall upload completed worksheets, with container receipt details, in the Army Container Asset Management System (ACAMS). The Contractor shall not accept containers that do not comply with CSC certification. Refer to Defense Transportation Regulation – Part VI, Chapter 604; DA Form 2404 is included in Chapter 604 which can be found at http://www.ustranscom.mil/dtr/part-vi/dtr_part_vi_604.pdf.
C2.3. The Contractor shall provide Mr. Jeff LaBeau at AFCEC, Readiness Directorate, Engineering Section, Cargo Container Official, at Jeffery.labeau.1.ctr@us.af.mil, or commercial phone (850) 283-6641 all USFU numbers prior to shipping.
C3. All MAOSM Kit Tri-Cons must be Air Transportability Test Loading Activity (ATTLA) certified. Contact ATTLA at Commercial Phone (937) 255-2330 or by email at ATTLA@WPAFB.AF.MIL . All MAOSM Kits must have a copy of the approved ATTLA Letter.
