STATEMENT OF WORK
for
Civil Engineer Tractor Trailer Training Course
27 July 2015
1.0 PURPOSE
The purpose of this project is to provide Air Force (AF) Civil Engineer Equipment Operators the knowledge necessary to ensure safe and proper operating procedures when operating tractor trailer combinations. Heavy equipment operators Air Force wide utilize tractor trailer combinations to perform many tasks, including transportation of equipment and tool assets to locations outside the installation perimeter. A driving force behind this project is the Military Commercial Driver’s License (CDL) Act, signed into effect in October of 2012. This law provides individual U.S. States the option of accepting military training towards the award of a CDL, and eliminates the requirement to perform an over the road test as part of the CDL award process. It is crucial our Airmen are trained in safe operating procedures prior to operating tractor trailer combinations both inside and outside military installations.
2.0 DRIVER TRAINING SIMULATOR
2.1 Provide a three (3) display driver training simulator which provides experience in the following tasks (at a minimum):
2.1.1 10-Speed (minimum) manual transmission, and automatic transmission
2.1.2 Articulating Truck simulation
2.1.3 Non-articulating Truck simulation
2.1.4 Air Brakes
2.1.5 Trailer Air Supply
2.2 Must be customizable and upgradeable for specific mission needs. All tailoring will be done with the advice of AFCEC/COF. Customizable options include ability to change driving conditions such as snow and ice, rain, etc. Changes in driving conditions must be reflected in the drivers ability to maneuver the vehicle (i.e. less road traction, impaired visibility).
2.2.1 Must include trailer options. At a minimum, options must include 48’ and 53’ van trailer and flat-bed trailer.
2.2.2 Driving scenarios must include: evasive steering, defensive driving, and city and interstate driving routes. Trailer backing scenarios must include: straight line, parallel, offset, and alley dock maneuvers.
2.2.3 Vehicle malfunctions must be programmable, able to be activated from the instructors work station while the vehicle is in motion, and include: low air pressure supply warning, oil pressure warning, transmission warning, engine over-heat warning, and flat tire warning.
2.3 Vendor must provide three (3) days of onsite installation and training for four (4) instructors at Ramstein AB, Germany. The shipping and setup address is:

3.0 TARGET AUDIENCE
The target audience for this piece of equipment is AF Civil Engineer Equipment Operators.
4.0 DESIRED GOALS
To have Airmen return from training with a thorough understanding of tractor trailer operations to ensure safe driving habits on and off military installations.
5.0 GOVERNMENT FURNISHED PROPERTY AND SERVICES
There is no government furnished property or services for this requirement.
6.0 SCHEDULE
6.1 The total Period of Performance (PoP) shall be sixty (60) days from contract award.
