INTENT TO SOLE SOURCE
The Air Force Installation Contracting Agency (AFICA) intends to negotiate and award a non-competitive, sole source Firm Fixed Price contract to ProcurementIQ located at 11755 Wilshire
Blvd., Flr. 11, Los Angeles, CA 90025 for the project entitled, "Category Management Industry
Research". The proposed period of performance is for one year with the possibility of two option years.
The statutory authority permitting Other Than Full and Open Competition is 41 U.S.C. 253(c)(1), as implemented by FAR 6.302-1 (b)(1), which provides for limiting competition in those situations where the services are available from only one responsible source and no other type of services will satisfy the AFICA ’s requirements.
The designated North American Industry Classification System (NAICS) Code is 519130, Internet
Publishing and Broadcasting and Web Search Portals, with a size standard of 1,000 employees.
During the pilot project for category management, AFICA discovered the need for a specialized industrial report focusing not only on industry climate and trends, but industry pricing environment and benchmark price per unit data as well. ProcurementIQ Procurement Reports allow the user access to vital information complied in a single source without the need for addition research and analysis to achieve the benchmarking necessary to drive the category management project. AFICA requires access to ProcurementIQ Procurement Reports for existing and future roles to be able to identify target industries, and determine a savings goals before implementing the procurement process.
This procurement of ProcurementIQ Procurement Report subscription is essential to the
AFICA’s category management project and will permit AFICA to continue its current industry assessment and in evaluating potential procurement programs. We anticipate that the use of any other research program would require substantial effort by the user to research and analyze individual company data to come to the numbers and information sought from the
ProcurementIQ Procurement Reports. This process would require significant time and expense to the Air Force.
This notice of intent is not a request for competitive proposals and no solicitation is available.
Any interested responsible party that believes it is equally or otherwise uniquely capable of meeting the requirements described herein may submit a proposal (to include contact information, size status under NAICS 519130, DUNS Number, and CAGE Code). Supporting evidence must be furnished in sufficient detail to demonstrate the ability to fulfill this requirement, must clearly demonstrate that competition would be advantageous to the Government and would not create a break in service or degradation of performance quality. All responses must be provided in writing to the Contracting Officer (JoAnn Parks) with a copy to the Contract Specialist (Frank Batz) not later than 4:00 PM Local Dayton, Ohio Time (Eastern) on 10 June 2018. A determination by the Government not to compete this proposed contract action is solely within the discretion of the Government. The Government will not be responsible for any costs incurred by responding to this notice. This notice in no way obligates the Government to award any modifications to the existing contracts.
