CONSOLIDATION OF CONTRACT REQUIREMENTS
SECRETARY OF THE AIR FORCE, CONCEPTS, DEVELOPMENT AND MANAGEMENT
OFFICE WIDE MISSION SUPPORT (CWMS)
FINDINGS
Pursuant to Federal Acquisition Regulation (FAR) 7.107-2(a) and Department of Air Force Federal Acquisition Regulation Supplement (DAFFARS) 5307.107-2(b), the Senior Contracting Official (SCO) is the authority to make the consolidation determination for actions exceeding $2 million when the consolidation is necessary and justified in accordance with 15 U.S.C. 657q.

Program Name: SAF/CDM-Wide Mission Support (CWMS)
2. Description of Service: CWMS will provide SAF/CDM with a broad range of Advisory and Assistance services (A&AS) to include program management, contract management, financial management, engineering, information assurance, administrative support, intelligence support, security management support, analysis, policy support, and technical assistance services.
SAF/CDM has numerous A&AS full-time equivalents (FTEs) contracted across several task orders (TO).
TOs have been issued against different contract vehicles: General Services Administration (GSA) One Acquisition Solution for Integrated Services (OASIS) Government-wide Multiple Award, Indefinite Delivery, Indefinite Quantity (IDIQ) Small Business (SB) Pool 1, SAF/CDM’s Analytical and Technology (A&T) IDIQ, and DISA DITCO Engineering Services IDIQ.
3. The contemplated solicitation will result in a single TO issued against the GSA OASIS SB Pool 1 contract vehicle under NAICS 541990 – All other Professionals and Size Standard $16.5M. SAF/CDM proposes to consolidate the services/FTEs currently being performed under TOs:

Description: This TO was awarded via CDM’s A&T IDIQ to the CDM Enterprise providing a provide multi-disciplinary support to MPE EA to include Executive Agent Operations, Enterprise Management and Business Operations. This will contribute to achieving initial and full operational capabilities for the MPCO. Includes support for numerous MPCO efforts / CDMX directorates. The TO expires 24 Jun 2024.

Number of FTEs: 1.5 Period of Performance: 24 Aug 2023 to 23 Aug 2024 Description: This Technical Direction Letter (TDL) was awarded via GSA’s FEDSIM office to provide Advisory and Assistance services to support to the CDM Enterprise in effectively analyzing, assessing, monitoring and providing recommendations to protect the qualitative military advantages of the U.S.
military, and to assist the United States Air Force (USAF) in the identification and prioritization of command, control, communications, computers, intelligence, surveillance, and reconnaissance (C4ISR) investment opportunities through supplemental requirements analysis and experiential/prototype operational collaboration and interface. providing a broad range of professional services to include program management, contract management, financial management, engineering, information assurance, administrative support, intelligence support, security management support, analysis, policy support, and technical assistance services. The TDL option 2 ends on 23 Aug 2024.
Upon approval of the proposed consolidation of the above-mentioned actions, SAF/CDM anticipates issuing a new TO for CWMS under the GSA OASIS Small Business Pool 1 IDIQ. The PoP will consist of an eight-month base and four one-year options. The estimated award date of 24 May 2024.
4. IAW FAR 7.107-2 the acquisition team conducted the following research and analysis to determine if this consolidation could be determined necessary and justified:
a. Market research: A request for information (RFI) was posted on SAM.gov from April 11 – 20, 2022. Eleven (11) companies responded to the request.
