Section A: General Contract Information
Contracting Activity: AFOTEC/A-7K
Project/Program Name: Cybersecurity Assessment Program (CAP)

Section B: Description of the Supplies/Services Required
Provide assessment expertise and knowledge to assist the USAF in writing final assessment reports for the Air Force Cyber Security Assessment Program (CAP) and assist in follow-on planning for upcoming assessments.
Section C: Justification for Soliciting from a Single Source or Brand Name
Effort currently being performed by Qualis Corporation via a task order against a multiple award IDIQ effort. This task order expires 31 Dec 17, and due to delay in the source selection for both the follow-on multiple award IDIQ and the follow-on TO being competed via fair opportunity procedures in support of the CAP program. Given the current situation, AFOTEC must execute a very short term (90 day) stop-gap contract action to continue current support at much reduced levels. The support to be provided via the contemplated action is for a very narrow scope compared to the expiring task order and new task order being competed via fair opportunity. AFOTEC was able to identify the absolute minimum effort ($114,999) needed to ensure the following critical work continue being accomplished by the incumbent contractor while the overall effort is competed:
1) Individuals being retained on the Purchase Order are the only remaining team members with direct observations of several of the events conducted during the CY17 NORAD & USNORTHCOM (N&NC) and Air Force (AF) Service assessment campaigns, and are required to provide inputs and analysis of event outcomes for inclusion in the Cybersecurity Assessment reports. These individuals have direct knowledge and observations of the aforementioned events and will be indispensable to developing the cohesive analysis across multiple events conducted during the assessment cycle.
2) The N&NC Cybersecurity Assessment Report (CAR) is due 15 Jan 18 to AFOTEC and the AF Service CAR is due 1 Mar 18 to AFOTEC.
3) Without retention of critical contractors, the writing of these two major AFOTEC reporting deliverables to DOT&E will immediately cease production.
4) Without AFOTEC's timely report delivery, DOT&E will be unable to include N&NC and AF Service report data in the Annual Congressional Report submission in the Cybersecurity posture of the Department of Defense (DoD).
5) Additional impacts include limited distribution of report data to DoD organizations for mitigation or remediation of critical cybersecurity vulnerabilities, with potential impacts to critical mission systems and Combatant Commanders' critical mission success.
Section D: Efforts to Obtain Competition
AFOTEC is currently competing this work via Fair Opportunity process under a multiple award IDIQ contract. The current Task Order may not be ready for award for 60+ days due to factors outside AFOTEC control.

Section E: Steps to Preclude Future Single Source or Brand Name Awards
A new IDIQ contract has been awarded and follow on Task Orders will be awarded for all future work on the CAP program.

I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
