Section B: Description of the Supplies/Services Required
Acquire Modular Cleanroom and flooring for AFTAC/21SUR.
Section C: Justification for Soliciting from a Single Source
Pursuant to FAR 6.302-l(a)(2)(ii), Only one responsible source and no other supplies or services will satisfy agency requirements. "Supplies may be deemed to be available only from the original source in the case of a follow-on contract for the continued development or production of a major system or highly specialized equipment, including major components thereof. when it is likely that award to any other source would result in-
(A) Substantial duplication of cost to the Government that is not expected to be recovered through competition
This is a justification for a brand name acquisition. The Government purchased a modular cleanroom and TrakTech flooring from UltraPure Technology in 2016 (Purchase Order FA2521-16-P-0156). The Government believes the award to any other source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition and unacceptable delays in fulfilling the Air Force's requirement. This is to replace a damaged modular cleanroom which must be compatible with the current cleanroom system. This cleanroom purchase will be used to provide parts to the damaged cleanroom system. Tech Trak is the only flooring that has the proper amount of particle adsorption that is needed to keep the cleanroom at the required low level of particle contaminates.
Section D: Efforts to Obtain Competition
If the Government were to purchase another brand, there would be compatibility issues for the current modular cleanroom system.
Section E: Steps to Preclude Future Single Source Awards
In the future, if a the entire modular cleanroom were being replaced, the Government will assess the current marketplace to determine if other vendors could meet that requirement.
