AGENCY'S NEEDS

The scope of this effort 1s to provide the Air Force Technical Applications Center (AFTAC) with non-personal services lotahng approximately 17 FTEs (one Full Time Equivalent (FTE) = 1920 staH hours per year) for the duration of the purchase order to support the ongoing operations. maintenance and eng1neering/sc1ent1f1c studies for United States National Data Center {US NOC)

114) The US NOC contractor participates as a key member of the US NOC Change Management Board (CMS) to ensure the US NOC wi ll continue to meet the operational availability requirements The CMB oversees the US NOC Change Request (CR) process and prioritizes O&M work which includes but 1s not limited to software bug f 1xes and minor enhancements. adding new stations to data acqu1s1tion and data d1slnbut1on. and both station and network processing

(LAFB) TX b m:ntical performance requirements include providing 24x7 on-call support for maintenance of the operational US NOC system to include hardware and software maintenance support. system administration support, and database administrat ion support resolution of change requests (CRs) in accordance with (IAW) the Change Management Board (CMB) Process Guide. providing software maintenance support and system adm1nistrat1on support to sustain the operational and alternate systems to include two special access systems. providing organ1zat1onal and depot maintenance support for the US NOC sustainment system, timely and quality CORL delivery. and prov1di119 a monthly status report c . • Due to schedule m1ss1on requirements and security clearance constraints imposed on the contractor for this 2-month purchase order. none of the sources 1dent1f1ed above for the US NOC OSS contract are viable sources for this effort. except Leidos. Sufflcrent time does not exist for a d fferent contractor to obtain the required personnel with the necessary skill sets and security clearances

OR RCOME ANY BARRIERS TO COMPETITION BEFORE MAKING SUBSEQUENT
ACQUISITIONS FOR THE SUPPLIES OR SERVICES REQUIRED
9:ompetition in accordance with FAR 6 102 will be utilized 1n the future acquisition of the highly specialized professional services for the next contract. which will be planned for 2019 Continued development of AFT AC civil service positions will occur during this contract such that the Government will retain the unique skills necessary to carry out the mission and a contractor will only have to provide supplemental support personnel readily available within the area mAFT AC currently has a system architecture study to develop modern (and modeled) ~ice-Oriented-Arch itecture to enhance the entire system's capability and maintainability and to provide a modular system for the next life-cycle enhancements The outcome of tile architecture study will be a system-level prehminary design that will be executed via a series of incremental builds accomplished under competitive contract awards.
