Suicide Prevention Gun Locks Product Description

Suicide Prevention Cable locks Specifications:

• 15" heavy-duty composite body type cable lock

• Fits almost any handgun, rifle or shotgun.

• Prevents rounds from being chambered, magazines from loading, from engaging or cylinders from moving.

• Easy and quick installation and removal.

• Cable Lock is to meet the requirements of California Penal Code section 23655 (or the latest revision) and the regulations issued thereunder.

• Lock part number is to be listed on the Roster of Firearms Safety Devices Certified for sale by the California Department of Justice (CA DOJ) at https://oag.ca.gov/firearms/roster/approved-safety-devices/search.

• Cable locks shall be CA DOJ-approved and ASTM F2369-04 complaint.

• Proof of ASTM compliance testing preferred

• Two steel nickel-plated keys provided with each cable lock.

• Cable lock padlock body but must have a blue vinyl coating/cover on lock body and cable to prevent scratching/marring of weapon.

• Coating/cover is to be blue, Hex: #00338F or closest match possible

• Cable Lock must be ASTM compliant per F2369-04 (2016 or current revision).

• Cable Lock must have a positive-cam locking mechanism or similar.

• Cable Lock padlock body will have a vinyl/plastic coated blue cover with white print of the

National Suicide Prevention Lifeline logo or closest match possible to account for sizing to maximize readability (logo includes phone number). Must include “National Suicide Prevention Lifeline, 1-800-273-TALK (8255)” at a minimum.

o Imprint on one side of lock in white. Copy is line art illustration and text. Maximize imprint area.

• Production files for the National Suicide Prevention Lifeline logo will be included in print PDF.

• Note that this requirement is considered a commercial-off-the-shelf item and, therefore, is exempt from the 50% component or manufacturing requirements of the Buy-American Act, in accordance with DFARS clauses 252.225-7000 (contained within 52.204-7), 252.225-7001, and 252.225-7002. As a result, commercial solutions to this requirement may come non-US sources, such as China.

o However, remove all foreign-made markings on the gun locks themselves (Ex: “Made in China”). External item packaging and shipping containers are allowed to have foreign-made markings.

Lock Label Specifications:

• Lock cable is to have a vinyl label tag containing a stop sign with silhouette of a hand and the text “Call for help if you or someone you know has thought about or expressed suicidal thoughts. National Suicide Prevention Lifeline, 1-800-273-TALK (8255)” adhered to the lock cable (tag info supplied as a PDF).

• Label tag flat size is 5-1/2 x 1-1/2”, and when wrapped around the cable is 2-3/4 x 1-1/2”.

• Printing: Common image front and back. Copy is line art illustration, text, reverse in full or four process color.

• See attached for visual representation of the tag and how it is to be adhered to the lock cable.

The tag should be adhered to the base of the cable on the side without the locking mechanism, per supplied visual.

• Production files for the adhesive tag are included in print PDF.

• Government furnished material: Adobe Acrobat PDF example

Packaging Specifications:

• Each lock will be packaged in a poly bag with a minimum of 3-sides sealed

• Locks and all necessary elements) are to be individually packaged together.

• Instructions for use are to be included in the packaging with each cable lock

• Individually packaged cable locks should be boxed in quantities of 25 per inner carton with 4 inner cartons placed inside a reshippable case with a minimum acceptable bursting strength per industry standard.

• Each re-shippable case shall have a plastic strapping applied for additional durability and protection during shipping.

• 2 plastic straps will be applied perpendicular to the taped flaps of each case and 1 strap applied parallel to the taped flaps of each case. When preparing for shipment using pallets, use stretch wrap first and then 2 plastic straps running in one direction and 2 plastic straps running perpendicular to further secure the load.

Shipping/Boxing Specifications:

Individually packaged Gunlocks (as specified above in Packaging Specifications) should be boxed for shipping in quantities of 25 per box/100 per case.

The contractor will be responsible for shipping a near equal amount of the total cable gunlocks purchased to the following locations (complete addresses to be provided upon award):

GOVERNMENT TO FURNISH: PDF for the label look and verbiage

CONTRACTOR TO FURNISH: All materials and operations, other than those listed under "Government to Furnish," necessary to produce the product in accordance with these specifications.

Contractor will package and palletize products using acceptable industry standards to prevent damage of products during shipping.

ELECTRONIC PREPRESS: Prior to image processing, the contractor shall perform an extensive check (preflight) of the furnished media and publishing files to assure correct output of the required reproduction image. Any errors, media damage, or data corruption that might interfere with proper file image processing must be reported to GPO. The contractor shall create any necessary trapping, set proper screen angles and screen frequency, and define file output selection for the imaging device being utilized.

Furnished files must be imaged as necessary to meet the assigned quality level.

PREPRODUCTION SAMPLE: Prior to the commencement of production of the contract production quantity, the contractor must provide SIX (6) prior-to-production samples no later than DECEMBER 1, 2019. Each prior-to-production sample must be constructed as specified using the form, ink, equipment, and methods of production which will be used in producing the finished product. Paper used for samples must be of the size, kind, and quality the contractor will furnish.

The Government will approve, conditionally approve, or disapprove the samples within THREE (3) workdays of the receipt thereof. Approval or conditional approval shall not relieve the contractor from complying with the specifications and all other terms and conditions of the contract. A conditional approval shall state any further action required by the contractor. A notice of disapproval shall state the reasons therefor.

If the samples are disapproved by the Government, the Government, at its option, may require the contractor to submit additional samples for inspection and test, in the time and under the terms and conditions specified in the notice of rejection. Such additional samples shall be furnished, and necessary changes made, at no additional cost to the Government and with no extension in the shipping schedule.

The Government will require the time specified above to inspect and test any additional samples required.

In the event the additional samples are disapproved by the Government, the contractor shall be deemed to have failed to make delivery within the meaning of the default clause in which event this contract shall be subject to termination for default, provided however, that the failure of the Government to terminate the contract for default in such event shall not relieve the contractor of the responsibility to deliver the contract quantities in accordance with the shipping schedule.

In the event the Government fails to approve, conditionally approve, or disapprove the samples within the time specified, the Contracting Officer shall automatically extend the shipping schedule in accordance with Contract Clause 12, "Notice of Compliance With Schedules," of GPO Contract Terms (GPO Publication 310.2, effective December 1, 1987 (Rev. 01-18)).

Manufacture of the final product prior to approval of the sample submitted is at the contractor's risk.

Samples will not be returned to the contractor. All costs, including the costs of all samples shall be included in the contract price for the production quantity. All samples shall be manufactured at the facilities in which the contract production quantities are to be manufactured.
