FAR 52.212-1 ADDENDUM TO INSTRUCTIONS TO OFFERORS - COMMERCIAL

ITEMS (OCT 2018)

To assure timely and equitable evaluation of proposals, offerors must follow the instructions contained herein. Offerors are required to meet all solicitation requirements, including terms and conditions, representations and certifications, and technical requirements, in addition to those identified as evaluation factors. Failure to meet a requirement may result in an offeror being ineligible for award. Lowest Priced Technically Acceptable (LPTA) procedures will not be used.

The Contractor shall provide 2 volumes, technical and price:

Technical Proposal shall include:

1. A detailed Syllabus outlining the different learning blocks and highlighting learning outcomes, learning objectives, teaching approach, what knowledge skills and abilities will be covered and key points. In other words, a skeleton curriculum for the course

2. An outline of how the course will flow from beginning to end and how each major point or lesson will be executed

3. Credentials of the instructors/curriculum developers involved with the creation and execution of the class

4. At least one example or outline of an analytics case study that will be utilized during the course

5. No more than 15 pages in total length

Price Proposal:

Price IAW CLIN structure found on the attached solicitation.

FAR 52.212-2 EVALUATION--COMMERCIAL ITEMS (OCT 2014)

Reference FAR 52.212-2, paragraph (a) is hereby tailored as follows:

The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The factors below will be used to evaluate quotations. Technical is substantially more important than price:

(1) Technical: The proposal must:

1. Demonstrate the offeror’s capability to design a course incorporating insights from academia, industry and Air Force members. The proposal must capture the methodology behind the course design.

2. Describe how the course will sharpen participants’ critical thinking and questioning and the metrics by which such improvements can be measured upon course completion. The curriculum must describe the contours and limits of the field of Data Science and how leaders may employ data analytics.

3. Upon successful completion of the course, students will understand when and how to leverage evidence-based decision-making. Graduates will possess sufficient knowledge of data analytics to convey its significance and utility to other similarly situated leaders.

4. Affirm the offeror’s capability to address the basic learning objectives highlighted in the PWS and measure student progress in achieving those objectives.

(2) Price: The Government will determine whether proposed prices are fair and reasonable.
