SARC and SAPR VA Annual Refresher Training 2019 Statement of Work

1.0 Background. The Air Force Integrated Resilience Directorate is hosting the 2019 Sexual Assault Response Coordinators (SARCs) and Sexual Assault Prevention, and Response Victim Advocates (SAPR VAs) training from 13 August 2019 through 20 August 2019. The purpose of this training is to provide continuing education units (CEUs) that contribute towards fulfilling the DoD Sexual Assault Advocate Certification Program requirement for 32 CEUs every two years. This training event will provide SARCs and SAPR VAs 16 CEUs.

· The Period of Performance for this requirement is 13 August 2019 – 20 August 2019

2.0 Summary of Requirements.

2.1. Description of Services. The contractor shall provide training support services for a maximum of 195 participants supporting the Air Force SARC/SAPR Annual Refresher training from 13 – 20 August 2019.

2.2 Task Description. The contractor shall provide the following requirements:

Event Time Frame: Major Command (MAJCOM) SARCS 13-14 Aug 2019 (0800-1700); SAPR VAs 15-16 Aug 2019 (0800-1700); SARCS 19-20 Aug 2019 (0800-1700).

2.2.1 Meeting Room Requirement

· Total number of people:

· MAJCOM SARCS 30 (approximately)

· SAPR VAs 110 (approximately) + 30 MAJCOMS

· Provide a minimum of 2 keys to the meeting rooms and operations center for Air Force SARC/SAPR project officers and support staff.

· SARCs - 165 (approximately) + 30 MAJCOMS

· Room Set-up: Classroom setting with long tables and chairs facing the front of the room with two screens, one on each side

· Meeting Room must be in an area far enough from the lobby other high traffic area for the hotel to provide an environment conducive for learning.

· The room should be able to accommodate group size of 195 students comfortably.

· Small staff office space/breakout room for approximately 10 people (August 13-20)

· Registration table(s) directly outside (PREFERRED) or inside the training room available daily.

· Room should be ready by 7am as class start at 8

NOTE: All services shall be accomplished in accordance with the best commercial practices. All services must meet professional standards. 3 rooms (in addition to main meeting rooms) for 14 Aug, 15 Aug, 19-20 Aug 2019.

2.2.2 Event Date: Tuesday, 13 August 2019 through Wednesday, 14 August 2019 (MAJCOM SARCs)

2.2.2.1 Break out room

· 1 Projectors in training room

· 1 large screen that will be visible by 30 attendees

· Laptop hook-up w/ audio (Gov’t will provide laptop to display presentations to projector)

· Wi-Fi

· Microphones:

· 1 Wireless Lavalier Microphone (lapel mic)

· 1 hand held microphones (wireless)

· 1 microphone on podium

2.2.3 Event Date: Thursday, 15 August 2019 through 16 August 2019 - SAPR Vas

2.2.3.1 Break out room

· 2 Projectors in training room

· 2 large screens that will be visible by all 140 attendees (SAPR VAs & MAJCOM SARCs)

· Laptop hook-up w/ audio (Gov’t will provide laptop to display presentations to projector)

· Wi-Fi

· Microphones:

· 1 Wireless Lavalier Microphone (lapel mic)

· 2 hand held microphones (wireless)

· 1 microphone on podium

2.2.4 Event Date: 19 August 2019 through 20 August 2019 - SARCs

3. Breakout Room Requirements:

· 2 Projectors in large training room

· 2 large screens that will be visible to 195 attendees (SARCs & MAJCOM SARCs)

· Laptop hook-up w/ audio (Gov’t will provide laptop to display presentations to projector)

· Provide access to copier machine, supplies and printer facilities on a daily basis.

· Wi-Fi

· Flip Chart Paper ( POST IT BRAND-Sticky on the back) 10 boards

· Markers (various colors- for small group work)

· Provide 4 easels for displays daily.

· Provide on-site A/V technicians for maintenance and support daily.

· Table setup to accommodate six groups of six people sitting for writing & group work

· Microphones:

· 1 Wireless lavalier Microphone (lapel mic)

· 2 hand held microphones (wireless)

· 1 microphone on podium

· No AV support required

· Rooms should be ready by 7am as class start time is 8am

4. Dates of Event Requirements are 13 August 2019 – 20 August 2019

5. Audio/Visual Assistance

· 2 Projectors in large training room

· The Contractor shall provide audio/visual (A/V) assistance.

· A/V technician shall be available for assistance between the times of 6:00am EST and 8:00pm EST each day of the Air Force SARC/SAPR Annual Refresher training

6. Key Personnel.

· Key personnel shall include Hotel Manager and Technical Personnel

· Key personnel shall be available during training meeting days/times

7. The Contractor shall provide all materials for completion of the required tasks and services

8. The Contracting Officer will provide a representative to correspond with the Contractor

9. Contractor Availability

9.1. Hours of Work. Services shall be performed in the times provided in Section 2.2 of this SOW

9.2. Duration of Task. The period of performance shall be from 13 August 2019 to 20 August 2018

9.3. Travel. Contractor travel is not envisioned in this requirement. All travel by the Contractor in fulfillment of this contract will be at the expense of the Contractor

10. Special Instructions

10.1. General. The Government shall retain all rights to the materials and ideas submitted in the support of the training to the USAF SARC/SAPR Annual Refresher training

10.2. Notifications by the Contractor. The Contractor shall keep the Contract Specialist, the Contracting Officer and its Representative informed of all aspects related to contract support of the Summit that may impact the conduct of the training not later than 02 August 2019. Examples include hotel construction, renovations, additional large groups using hotel facility, excessive or loud noise, etc

10.3. Transportation to and from the substitute hotel and the training hotel at no additional cost

10.4. The Contractor shall identify problems or potential problems affecting performance to the attention of the Government Representative immediately. Verbal reports shall be followed up with written reports within 24 hours

10.5. Hotel rate exempt from occupancy and state taxes must be a flat rate within government locality allowed, not to exceed
