I. Contracting Activity.
Air Force District of Washington (AFDW) PKH 1500 West Perimeter Rd, Ste 2750 Joint Base Andrews, MD 20762
II. Nature and/or description of the action being processed.
This sole source justification is to establish a Firm Fixed Price (FFP) twelve month contract with Straxis Technology LLC (Straxis) for support services for the Air Force Connect software application (app) which will provide AF users access to secure and publicly available website content using Government-issued Common Access Cards (CACs), mobile CAC readers and mobile devices.
III. Description of supplies/services required to meet agency needs.
The AF Connect enterprise mobile app is designed tso improve workforce engagement and efficiency and AF users will be able to download it from Apple and Google app stores to their smart phones and tablets. The AF Connect app is used in conjunction with Government issued CACs and mobile CAC readers to provide a secure gateway to other AF- wide applications such as DTS (Defense Travel System (DTS), MyPay, the Air Reserve Component Network and to many other Government-wide apps. The website content on AF Connect and all other AF-wide sub-apps is managed by a secure Content Management System (CMS). The CMS together with the AF Connect mobile app will offer AF personnel secure access to public and non-public Government website content.
The required software support for the AF Connect app includes providing (1) Tiers 1-stechnical Help Desk support and includes a requirement to acknowledge any incident and respond to it within 24 hours; (2) Ongoing CMS training in collaboration with the Air Force Connect Office (AFCO) staff at Continental U.S (CONUS)/Outside Continental U.S (OCONUS) locations and (3) Application management and enhancements to address Ui/Ux improvements as authorized by the AFCO.
The Period of Performance (PoP) will be one (1) year beginning on 31 August 2018 through 30 August 2019. This acquisition will be funded with 3400 appropriations. The anticipated CLINs are as follows:
CLIN 0001 ($200K)- App Portal Enhancement Feature; implement 5 sub-apps to be integrated within the AF Connect App Portal; provide CMS training for the 5 sub-app wings/agencies; make minor Ui/Ux enhancements to establish sub-app baseline and framework for Total Force rollout
CLIN 0002 ($600K) - Standard sub-app build out for wings/agencies and integration into AF Connect App Portal; CMS training; Ui & Ux enhancements; Help Desk Support
CLIN 0003 ($1.795M)- Enhanced sub-app customization/optimization build out for wings/agencies and integration into AF Connect App Portal; CMS training; Ui & Ux enhancements; Help Desk Support
CLIN 0004 ($104K) - CONUS and OCONUS Travel
IV. Statutory authority permitting other than full and open competition.
10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1 Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements and required by FAR 6.303-2(b)(4).
V. Demonstration that the contractor's unique qualifications or nature of the acquisition requires the use of the authority cited above (applicability of authority).
The AF Connect enterprise mobile app was designed and developed by Straxis and is currently the only DISA approved mobile app that serves as a gateway to both public and non-public Government website content, which can only be
FOR OFFICIAL USE ONLY March 2018 Page 3 of 5 accessed using a Government-issued Common Access Card (CAC). The AF Connect enterprise app is the only available avenue for Government CAC holders and mobile device owners to access non-public Government website content and Straxis is the sole proprietor of it. Also Straxis has not licensed any other company to use, manage or re-sell its app.
Therefore there is no vendor other than Straxis who can provide the required technical Help Desk support for AF Connect and respond within 24 hours of an incident request. There is also no other vendor who can provide ongoing CMS training and support and software enhancements to address Ui/Ux improvements, all of which are essential to fulfilling the AF's requirement for AF Connect technical support services.
VI. Description of efforts made to ensure that offers are solicited from as many potential sources as practicable.
The Contracting Officer posted a Request for Information (RFI) on FedBizOpps on 12 June 2018; 4 companies responded.
An additional 4 companies were independently identified, researched and assessed. However due to the proprietary ownership of the AF Connect enterprise mobile app, none of the companies have access to source codes or have a license with Straxis to use the AF Connect enterprise app that would enable them to provide it or a comparable app that is compatible with the AF Connect app. Most importantly, none of the companies have any familiarity or experience with successfully integrating the proprietary Sub Rosa app, wholly owned by Thursby, into an existing mobile application which is a critical requirement and capability.
The 4 app developers who responded to the RFI are identified below with summary assessment of inability to meet the USAF's needs:
1. AGR, LLC
- Vendor has some required capabilities and other unique capabilities of interest (Check-In scanner feature using device camera); no Group communication (secured texting) feature; app vetted by DISA DAVE
- App would have to be developed/not readily available to be implemented with minor configuration
- Vendor has not integrated Thursby Sub Rosa app
- Appears app is required to be managed by the developer; no CMS for users; does not appear to be capable of being supported as an enterprise wide mobile app
2. Aumtech, Inc:
- Vendor's core service is self-service apps
- App would have to be developed/not readily available to be implemented with minor configuration, no mention of Thursby Sub Rosa app integration
3. CA Technologies
- Vendor's core service is providing back-end infrastructure services; vendor only provided conceptual and proposed capabilities; vendor currently doesn't support mobile CAC readers
- App would have to be developed/not readily available to be implemented with minor configuration, appears too complex to configure and requires advanced technical skills to implement
- No mention of Thursby Sub Rosa app integration
4. ISEC7 Group, Inc
- Vendor provided information on purported work with building a framework for DOD entities to develop mobile applications
- Vendor appears to provide app management for managed devices and not for BYOD program
- App would have to be developed/not readily available to be implemented with minor configuration

Other identified, researched and assessed vendors
1. App Machine:
- This app appears to be a Do It Yourself app with limited capabilities. Capabilities sampling includes: notification, news, directory, events, PCSing, spouse and family, housing, emergency, Eagle Eyes, AF news, Aviano news, Instagram, FB, YouTube, Flickr, Wyvern, AFN 360, destinations
- No mCAC access capability, no group communication capability, not enterprise-level app
- Vendor's DITY app may have been used by up to 4 AF units to develop disparate apps with varying basic contents and functionalities
2. Applied Research Associates:
- This app appears to be a Do It Yourself app with limited capabilities. Capabilities sampling includes: Key #s, Key websites, checklist, threats, family plan, basic prep, meeting places, emergency #s, family locations, insurance policies, utilities
- No mCAC access capability, no group communication capability, not enterprise-level app
3. In Touch Systems LLC:
- This app appears to be a Do It Yourself app with limited capabilities. Capabilities sampling includes: Find and connect to groups on base; events, social media, base info
- No mCAC access capability, no group communication capability, not enterprise-level app
4. Thursby
- This vendor owns the proprietary mobile CAC capability Sub Rosa app to access secured sites; Sub Rosa provides secured email capabilities, secured mobile CAC, DoD bookmarks, additional web browsing utilities for privacy and security settings
- This vendor provides accompanying mobile apps (Sub Rosa, Sub Rosa Pro) for mobile CAC readers distributed with its Thursby trademark/company logo
- Vendor developed the US Navy Reserve's R2S app that provides mobile CAC access. R2S securely accesses a SharePoint site and behaves like a hybrid-app for its core functionalities, and has the ability to access other specified secured sites; configuration is not user managed through an independent CMS; R2S is not replicatable or managed by other US Navy agencies through use of a CMS
- Vendor core competency is secured mobile CAC technology
- Vendor does not have an enterprise CMS capable of integrating 300+ apps through a primary app and for each app to be managed independently through its own CMS
VII. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.
The Independent Government Cost Estimate (IGCE) was completed by the customer through surveying the commercial market place. The Contracting Officer will use the IGCE and other price analysis methods pursuant to FAR 15.404-1(a) in order to ensure that the negotiated price will be fair and reasonable. Certified cost or pricing data will not be required since this acquisition is for commercial items.
VIII. Description of the market research conducted and the results, or a statement of the reasons market research was not conducted.
As described in Section VI above, market research, in accordance with FAR Part 10, was conducted by synopsis of the

The Contracting Office plans to post the approved J&A and the solicitation on FedBizOpps IAW FAR 6.305(b). This could potentially will allow future vendors time to design and develop an alternate AF enterprise app that could also serve as a gateway for users to access both public and non-public Government website content. However DISA's security protocols for access to Government-only websites might continue to be a limiting factor.
