Questions and Answers
1) What does FFP stand for?
a. Firm Fixed Price, for full definition see FAR Part 16.202-1.
2) Upon award of this contract, does the USAF require submission of 2010 Handbooks if the customer already has them?
a. Yes contract needs to be proposed as the CLIN structure is setup
3) Due to the survey schedule, OCONUS surveys are not distributed equally among the base year and four option years. Can the contractor seek reimbursement for each OCONUS travel in the year that it is performed?
a. The contractor shall seek reimbursement per the CLIN that corresponds to that year period of performance. Should travel require additional funds the contract will be modified prior to actual travel performed by the contractor.
4) Period of performance in the PWS and contract seem to vary? We would like to confirm that the solicitation covers the periods of 2011 through 2015?
a. The correct PWS has been posted as an amendment to the solicitation. This should have been showing up on the original posting, however FBO kept the PWS from the synopsis. Please see PWS dated 9 Jun 2010.
5) Factor 2. Does the USAF require Medicare Deemed Status for ASCs or our other levels of Medicare Deemed Status allowed, for example hospital or critical access hospitals with Medicare Deemed status?
a. The DOD 6025.13-R requires civilian accrediting organizations to have deemed status due to military beneficiaries obtaining healthcare in civilian facilities. MTFs are not required to meet CMS deemed status requirements.
6) Inconsistencies between Factor 3 in Section L & M and the PWS.
a. This was due to the old synopsis PWS showing up on the solicitation. Please see amendment 1.
7) Does PWS paragraph 1.1 require the contractor to only grant a three year term of accreditation with inter-cycle activity to address areas of partial or noncompliance?
a. Projection is for three year period unless re-survey is required, which the cost is covered by the re-survey CLIN in the bid schedule. Three year period is based on the length of the current accreditation approval which dictates when the MTFs need to be resurveyed to ensure continued accreditation. Accreditation can be good for longer than three years if the accrediting body offers a longer accreditation and it meets all Government laws and regulations.
8) Section 2.5 of the PWS states that the contractor shall coordinate and receive Government authorization at a minimum of 60 calendar days prior to travel. Please provide further clarification as to what office should coordination be completed through.
a. Travel schedule is coordinated through the customer QAs.
9) PWS paragraph 2.1.13 reads “(30) ten calendar days.
a. Again this was corrected in the PWS. See amendment 1.
10) Page 14 of the PWS Section 2.8.2.1 states “activities log that will be submitted monthly with a monthly status report.” Please clarify activities log requirements.
a. Activities log shall contain a list of completed surveys and applications processed and shall be submitted with the monthly status report. This will be added in an amendment to the PWS. (This has not been added to the current PWS that is posted at this time, please watch for another amendment with this attachment).
11) Is Cannon AFB scheduled to be inspected in the base year or in the first option year?
a. Appendix E is a proposed tentative schedule and bases need to be inspected in these months at a minimum to retain accreditation. Base surveys will begin in the first option year, no inspections will be performed in the base year of the contract.
12) What if we use services and volume to calculate cost?
a. This is a FFP contract and is not a cost contract. The CLIN structure was developed to best support and meet Government requirements based on a FFP contract.
b. To provide an estimation to assist in proposing please see the below information:
i. Report for 2009 run on Ambulatory only MTFs. Average is 80,186 annual visits.
ii. Services generally performed in Ambulatory MTFs, though not all-inclusive at each MTF: Primary Care, Dental, Outpatient Mental Health, Flight Medicine, Women Services, Lab, Radiology, Physical Therapy, Health & Wellness Center, Emergency Department, various specialty services, ambulatory surgery. As stated, these are possible services and not included in every MTF.
13) What if the contractor bills customers an annual fee in January; then an onsite fee following survey completion and does not charge an application fee like in CLIN 1002, 2002, 3002, and 4002?
a. The Government will not pay in advance for services not yet rendered. Contractors need to propose in accordance with the solicitation bid schedule.
14) Why is Kunsan AFB Korea surveyed every 2 years?
a. Directive from the Surgeon General.
15) Can travel cost be included in the survey cost CLINS?
a. No, travel CLINS are broken out separately to ensure the contract and contractor are in compliance with the Joint Travel Regulation.
16) Please confirm that all option years begin in January and end in December.
a. Please see delivery schedule. All option periods are for 1 January to 31 December.
17) Will WAWF clause in solicitation be filled in after contract award?
a. WAWF clause will be filled in during award, and will be contained in the award document.
18) Page 39 of 44 indicates that the price proposal needs to include a letter from the SBA showing proof of small business status. What if the contractor is not a small business?
a. This is included should a small business propose, they would need to support their claim as a small business. If a large business proposes no documentation needs to be submitted.
19) Do surveyor resumes count as part of the 10 page maximum requirement for the technical proposal?
a. No
20) Page 41 of 44, section (c), the RFP indicates that the “specified information is not mandatory.” However, if it is included, does it count towards the 10 page maximum for the technical proposal?
a. (i) For the QCP does not count against the 10 pages as it should be a separate document but (ii) and (iii) is considered to be information that would be included in the technical proposal itself and will count as part of the 10 pages.
21) On page 42 of 44, indicates no past performance. Are references required?
a. References are not required.
22) Does the Air Force require a copy of our latest audited financial report?
a. No
23) Do we need to provide a copy of the DoD 6025.13-R if we are already listed on the document.
a. Yes documentation must be submitted by the contractor.
24) PWS 2.1.15 indicates that only the Air Force MedFACTS system will be used by the MTFs to conduct annual self assessments. Would an alternate assessment tool be used that provides continuous access?
a. No. MedFACTS is currently in place and used by the USAF. This will be the only system used as is stated in paragraph 2.1.15.
