PERFORMANCE WORK STATEMENT (PWS)
INSTALLATION OF WEIGHT ROOM PERFORMANCE FLOORING
UNITED STATES AIR FORCE ACADEMY (USAFA)
Installation of Falcon Athletic Center Weight Room Performance Flooring
1. OVERVIEW:
1.1. The Air Force Academy Directorate of Athletics (AD) is soliciting quotes for performance flooring and strength and conditioning equipment for the Falcon Athletic Center (FAC) weight room. This 24,000 sq. ft. room is used primarily by 750 Intercollegiate (IC) athletes and is the sole venue for the Physical Education (PE) Cadet Core PE Class; Physical Development 112. The usage in this facility equates to a minimum of 50,000 cadet visits utilizing the FAC each semester. This requirement directly supports the United States Air Force Academy’s (USAFA) Warrior Ethos outcome by providing our Cadets with a world class facility to train competition ready athletes and more importantly, combat ready Airmen.
2. PROJECT BACKGROUND:
2.1. The FAC weight room was built in 2003. The flooring has remained the same for the past 16 years. The current flooring is dated and has become a safety hazard on monthly safety reports given to the Athletic Department Safety Representative, as well as annotated on Base-Wide Safety Records for both Calendar Year (CY) 2018 and 2019.
The proposed purchase of performance flooring will replace existing flooring that is unsafe, and has surpassed its lifecycle and depreciable value. The carpet pad under the turf has been crushed and glue has become undone creating two separate surfaces which place cadets at risk for slipping injury while performing agility or conditioning activities.
Additionally, the inability to effectively clean the surface of the turf currently places our Cadets at an increased risk for sickness. This project is mission essential in providing USAFA intercollegiate athletes and Cadets the safest and most effective performance flooring possible.
3. SCOPE OF WORK: The Contractor shall execute the project as shown in the PWS, along with the attached drawings and specifications.
4. GENERAL PROVISIONS:
4.1. The Contractor shall supply all labor, materials, transportation, equipment, and supervision to provide a complete and usable, finished, and functional product meeting the required specifications.
4.2. PERIOD OF PERFORMANCE (POP) – Include in the quote a POP duration including on-site demolition and installation time.
4.3. PRE-CONSTRUCTION SITE SURVEY – Prior to the start of any on-site work, the Contractor shall:
4.3.1. Conduct a project site condition survey with the 10 CES Construction Inspector.
4.3.2. Note the condition of adjacent walls, floors, finishes, and note any structural damage that may exist immediately within or adjacent the work site.
4.3.3. Field verify all dimensions and examine unseen conditions before ordering materials or performing any work.
4.4. WORK CONFORMANCE - The work area shall be confined to the applicable areas as shown in the design drawings and listed in this PWS. All work shall conform to the current provisions of the USAFA Architectural and Engineering Services Guide available on CD from the Project Manager.
4.5. BASE ACCESS – Contractor shall coordinate with user to provide all required documents in order to receive temporary base access passes. The government reserves the right to deny access to the installation for personnel based on the results of the background check.
4.6. BUILDING ACCESS – Contractor shall have access to building only during designated work hours and shall be accompanied by a USAFA employee.
4.3 WORK HOURS – Work hours for the facility are 0730 – 1630 Monday through Friday except for Federal Holidays.
4.3.1 Recognized US Federal Holidays are as follows: New Year’s Day, Martin Luther
King Day, Presidents Day, Memorial Day, Independence Day, Labor Day, Columbus Day, Veterans Day, Thanksgiving and Christmas. If the holiday falls on a Saturday, it is observed on Friday. If the holiday falls on Sunday, it is observed on Monday.
5. SPECIFIC REQUIREMENTS:
5.1. GENERAL
5.1.1. Contractor will coordinate with the Government to determine specific dates and times of day that the Contractors cannot work, and to establish specific dates and times of day that the Contractor can work in the project area.
5.1.2. Contractor shall work in conjunction with approved weight equipment manufacturer through completion of the project to ensure correct placement and timing of steps required.
5.1.3. Site Access Restrictions and Limitations – Contractor shall coordinate with the Athletic Department, and Facility Manager for site access, laydown areas, and building access.
5.2. PRODUCT REQUIREMENTS
5.2.1. Performance flooring shall conform to specified colors and thickness with layout to align correctly with weight training equipment.
5.2.2. Weight lifting platforms shall be 6’ x 8’ and flush with the surrounding performance flooring.
5.2.3. Weight lifting platform areas shall be black with custom Air Force Blue “AF” logo
5.2.4. Performance flooring shall be 18mm in thickness
5.2.5. Performance flooring shall have two separate turf areas with approved custom logos.
5.2.6. Turf and performance flooring shall be adhered to the concrete permanently
5.2.7. Transitions between performance shall and turf shall be seamless
5.2.8. New 4” base boards shall be provided in necessary areas to replace current base board
5.2.9. Provider shall have installed performance/turf flooring in a minimum of five (5) professional (NFL, NHL, MLB) or collegiate Division 1 facilities in the year preceding the date of this solicitation and be able to provide references.
5.2.10. Performance flooring shall be a minimum 18mm and carry a 15 year warranty
5.2.11. Performance flooring shall be specifically designed for collegiate or professional performance training and increased capability to withstand shear forces during performance training
5.2.12. Performance flooring shall be bonded with an underlayment by a chemical and heat fusion process, to complete as one layer. The layers shall not be glued or sewn together in order to prevent separation.
5.2.13. Flooring shall be non-slip, seamless, solid grip, and semi-permeable
5.2.14. Flooring shall be rolled, not tile
5.2.15. Adhesive utilized on concrete for flooring shall have a 99% moisture barrier, in order to eliminate the need for a moisture test
5.2.16. Adhesive utilized for flooring shall have a lifetime warranty
5.2.17. Turf flooring shall be bonded with a pad underneath, not glued or sewn, and must carry a ten-year warranty
5.2.18. Turf flooring shall have a soft, short grass-like appearance with a pile height of
0.75 inches including a 5 mm underlayment
5.2.19. Vendor shall be able to provide flooring to include demolition of current floor, removal, disposal, and installation in no more than five weeks
5.2.20. Flooring shall be manufactured in the USA
5.3. DEMOLITION AND INSTALLATION
5.3.1. Contractor shall remove and dispose of existing flooring to include turf, underlayment, and base boards, as well as other debris that may be found underneath.
5.3.2. Contractor shall prepare flooring to include leveling and filling holes and cracks as needed.
5.3.3. Once flooring is prepared, installation shall be performed by Contractor to align with equipment contractor selected.
5.3.4. Contractor shall ensure all flooring is flush throughout the weight room and shall adjust underlayment of flooring as necessary.
5.3.5. Contractor shall patch or repair any damaged surface caused by demolition or removal of old flooring or installation of new flooring.
5.3.6. Contractor shall provide maintenance recommendations after installation
6. PROJECT SCHEDULE:
6.1. The contractor shall complete all work within the set timeline and schedule provided.
The contractor shall coordinate design and installation work with the awarded flooring contractor. Existing equipment removal is necessary before the flooring contractor can begin. The equipment contractor has been notified that a period of seven calendar days will be required for the flooring to cure prior to equipment installation.
