Justification and Approval (J&A) for Other Than Full and Open Competition

I. Contracting Activity.
10th Contracting Squadron (10 CONS)/PKB, U.S. Air Force Academy, CO
II. Nature and/or description of the action being processed.
This action will be awarded as a new contract and will be a Sole Source for Brand Name Daktronics products and an integrated audio system.
III. Description of supplies/services required to meet agency needs.
Daktronics shall provide video boards, ribbon boards, LED video displays, scorers tables, shot clocks, light strip kits, AD panels, and associated control equipment with installation. Contractor is responsible for removal of old control wiring, providing and installing cables and removing the existing scoreboards. Installation of an audio system to integrate with Daktronics equipment will also be procured within this acquisition. This custom designed audio system will reduce redundancy and delay between the video display and sound system. The total price for this procurement is and manufacturing of the scoreboards is estimated at 10 -12 weeks with an additional 2 weeks of installation.

Audio Salient Characteristics:
Media Player - Full Screen audio video content playback with access to real time data for live stats playback;
Display Interface - 1 DVI-D Input, primary and backup switching as well as dimming is possible with show control and venus control suite; converts player output signals to a format compatible with the display electronics;
Video Processor - 4HD/SDI inputs; composites multiple inputs; primary and backup switching as well as dimming is possible with show control and venus control suite; converts player output and video feeds to a format compatible with the display electronics;

IV. Statutory authority permitting other than full and open competition.

V. Demonstration that the contractor's unique qualifications or nature of the acquisition requires the use of the authority cited above (applicability of authority).
The Daktronics system seamlessly interfaces with existing StatCrew and Live Text by Newtek Software, and supports Network Device Interface (NDI) with Newtek TriCaster which USAFA/AD currently uses to display real time statistics and graphics during sporting events. Another system would drive new statistic and graphics software procurements as well as training costs for operator and maintenance personnel. There are also 15 existing Daktronics locker room clocks that are fed by Daktronics All-Sport 5000 controller and two television truck dock locations fed by Daktronics Scoring-Timing Interface (DSTI). The DSTI program is used for interfacing Daktronics display control software to All Sport consoles and Stat Crew software. USAFA/AD also has Daktronics LED scoretables, and Daktronics fixed digit scoreboards and shot clocks that will remain in Clune Arena after the new system is purchased. This existing equipment requires Daktronics software and controllers to function, thus the new LED boards will also need to be Daktronics to be properly integrated with the current system. Purchasing another brand would require USAFA/AD to use separate control software for the new and existing equipment. One controller should operate all of the LED signs in the arena. (Example: pushing one button on Daktronics show control can display "Make Noise" on all arena LED displays.) There is no other manufacturer that makes a system that can seamlessly control their board as well as another manufacturer's board at the same time.
A Daktronics system also provides:
- ability to interface with individual athlete stats and team stats as they are entered live into StatCrew;
- access to real-time data interface with Newtek Live Text;
- enhanced Real-Time Data interface. This interface (DSTI) also works in concert with all existing USAFA Athletic Department scoreboards;
- cross part utilization and compatibility with existing USAFA Daktronics scoreboards and video boards reduces emergency repair requirements in the event of a mechanical failure; and
- on sight maintenance personnel /operators are trained on Daktronics software/hardware. Other software would require training down time at an additional expense.
Additionally, the control software suite offered with the Daktronics system is proprietary to their scoreboards and video boards. The performance and features of this combination optimize event execution and reduce peripheral support costs over the life of the system. No other control software to hardware (scoreboard) integrated system fulfills the specific requirements outlined above. It is the specific and tailored performance capabilities, and functionality, of the software suite that meets all USAFA Athletic Department needs and is essential to the Government's requirements.

VI. Description of efforts made to ensure that offers are solicited from as many potential sources as practicable.
The requirement owner asked several manufacturers/companies to provide specifics on their product's capabilities and attributes. All viable sources were initially explored for equal systems. The following sources/methods were also explored:
- GSA Global Supply;
- Federal Prison Industries, Inc.;
- AbilityOne;
- GSAXcess;
- NetCents-2;
- Sources Sought on the Federal Business Opportunities website; and
- an open internet search.
It was only after these efforts that the agency requested a sole source/brand name acquisition.
VII. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.
As a Sole Source/Brand Name acquisition, the quoted price will be compared with industry pricing for the scoreboard, ribbon board and the rest of the items. The Contracting Officer will also request invoices from similar sales the vendor has completed in the commercial market.
VIII. Description of the market research conducted and the results, or a statement of the reasons market research was not conducted.
Market research was conducted in accordance with FAR Part 10.001 & 10.002. Research was conducted with hardware manufacturers that have the capability of producing scoreboards of the requested size and capability, the software providers, and USAFA Inter-Collegiate Basketball staff personnel to ascertain manufacturer's ability to provide this package. Per those discussions, with USAFA Athletic Department requirements in mind, it was discovered that Daktronics was the only vendor that could fulfill all requirements. Manufacturers contacted to ascertain viability of production/delivery of requirements include the following: Toshiba dba Encompass Digital Signage Services (TransLux dba TL Vision), Panasonic, and Daktronics, Inc. These contractors are discussed further in section X.
A Sources Sought was posted to the Federal Business Opportunities (FBO) website on 23 February 2018 through 7 March 2018 under FA700018R0016. The posting was submitted as a Daktronics scoreboard or equal product inquiry. This was done in order to ensure that the sole source request by USAFA/AD was in line with the justification, and to ensure due diligence on the part of the Contracting office. Seven interested contractors responded: Colleseo, Knox Signs, LED Tranquility, Panasonic, Trans-lux, VisuaCorp and viviLED. These contractors are further discussed in section X.
While some vendors included Daktronics items in their proposals, market research determined Daktronics does not have authorized resellers/distributors for large arena scoreboards. This work is performed by them in conjunction with subcontractors. Daktronics does have authorized resellers/ distributors for smaller signs such as marquees.
Since this acquisition is using funds, is assigned a USAFA Form O-333 and a CIPS Work Order, emails were sent to the NETCENTS-2 Netops and Infrastructure Solutions small business and full & open contractors to inquire whether the scoreboard would fall under the scope of their contracts. A NETCENTS-2 scope analysis determined this acquisition falls outside of the NETCENTS-2 scope, and an AFWAY waiver was obtained.
Despite numerous efforts to locate additional sources, market research conducted by the requirement
March 2018 FOR OFFICIAL USE ONLY Page 5 of 7 owner and the Contracting office determined that this acquisition should be solicited as a sole source requirement. There were no sources that could meet all of the requirements to replace the Clune Arena scoreboard taking into consideration the existing hardware and software that USAFA/AD employs.
IX. Any other facts supporting the use of Other Than Full and Open Competition.
Purchase descriptions suitable for full and open competition are not being used due to the interrelationship of the Daktronics equipment and software required to achieve a fully functional and seamless system between the existing equipment and software and the yet to be procured equipment.
In addition to the details provided in Section VIII, during the market research conducted for this item, this agency was informed that the same product (of different dimensions) was acquired by the USMA (United States Military Academy at West Point) and the USNA (United States Naval Academy).
X. List of any sources that expressed, in writing, an interest in the acquisition.
Two vendors provided written statements of interest to the requirements owner as well as to the Contracting Office through responses to the Sources Sought. Evaluations of each vendor's capability statements/solutions are below:
1. Toshiba dba Encompass Digital Signage Services (TransLux)
Information Provided to Customer:
a. Service and Support
- Media player equipment failure turnaround time for repair or replacement is up to four (4) weeks.
This does not meet expectations if a part fails one day before an event.
b. Content Creation
- Content management software is a web based portal and does not store content locally. Internet is not provided at the stadiums/arenas 24/7 so much of the content creation work is done in house and stored locally without the use of internet rendering this service unavailable most of the time.
- Content creation is not directly tied into the scoreboard feeds to format while creating video content.
- Content creation will not play directly once it has been finalized until it is downloaded from the web portal. This creates a delay in playing content in real time and making changes during events which can also be delayed if internet issues arise.
Sources Sought response:
Trans-lux Corporation did not respond to the Government's requests for information regarding if/how they were capable of interfacing with existing score tables from one console, or if they were capable of providing the requested products or equal products. This information was requested in the Sources Sought and again through follow-up clarifications. As such, at this time we do not consider them capable of meeting the Government's needs.
2. Panasonic
Information Provided to Customer:
a. Service and Support
- Quote included products from multiple manufacturers/service providers to create a turn-key solution

(Click Effects, OES, Unknown Audio System). This approach will require the government to procure multiple additional software licenses/hardware items to provide a working system. This approach complicates the service/support process for USAFA personnel. USAFA assumes risk of dissolution of external partnerships over the estimated life of the equipment.
Sources Sought response:
Panasonic Enterprise Solutions initially did not respond to the Government's requests for information regarding if/how they were capable of interfacing with existing score tables from one console, or if they were capable of providing the requested products or equal products. This information was requested in the Sources Sought and again through follow-up clarifications. On 26 March 2018, replied to several clarifying questions that were sent to him. stated that other existing scoring equipment would need to be replaced as part of their scope of work in order to ensure multiple controls are not needed. In addition, the media player and show control would need to be replaced by their operating system which is Click Effects. Therefore, this contractor is not capable to provide a scoreboard within the requirements of this acquisition.
Five additional vendors expressed written interest in the acquisition when responding to the Sources Sought. Evaluations of each vendor's capability statements/solutions are below:
3. Colosseo USA, Inc.
The technical advisor stated that this system will not work as it would not integrate with the currently possessed Daktronics scoring tables. In addition, the switcher that Colosseo proposed does not have NDI inputs which would make it incompatible with the graphics system currently in use.
4. Knox Signs and Graphics, LLC
The technical advisor stated that Knox Signs & Graphics could meet the government's needs if they provided Daktronics equipment. Their capability statements indicated that they are an authorized reseller of Daktronics and Optec equipment. Optec products would not meet the government's needs.
As previously stated, Daktronics does not have authorized resellers for arena scoreboards, but instead for smaller signs and marquees. Therefore, Knox Signs & Graphics would not be able to quote on a Daktronics requirement of this size.
5. LED Tranquility, Inc.
The technical advisor stated that LED Tranquility's proposed solution would not meet the Government's needs. The proposal indicated the use of LED Tranquility video board paired with Daktronics products. This setup would require separate controllers. The customer specified they want all items to operate from the same controller in the salient characteristics. This information was included in the sources sought posting.
6. United Board Operations, LLC dba Visua
Visua responded that they would recommend replacing the current score tables with new products.
Visua's representative stated they can interface with any manufacturer's products, but it brings in other third party hardware, software and cabling that unnecessarily complicates the process. As such, they would be required to purchase additional items and not use the existing hardware and software currently in place.
7. viviLED Display Company viviLED responded to the Sources Sought through an email requesting specifications, but did not provide a written capability statement or respond to follow-up clarifications.

XI. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before making subsequent acquisitions for the supplies or services required.
A sole source requirement, in this case a single manufacturer, is never the first option for this agency.
If, in the future, other manufacturers are capable of fulfilling the complete requirement, full and open competition will be sought and all suppliers/manufacturers capable will be asked to quote on the item.
At no point will any option other than full and open competition be entertained until all options are exhausted. Daktronics offers an interrelated solution with its hardware and software offering, each working in conjunction with one another. The video scoreboard has a service life expectancy of ten years and during this time, other solutions will be monitored. As a commercial offering, scoreboards are dependent on new technology and innovations, and advances may open new opportunities in hardware and/or software.
