SEEKING a 496.6nm Laser System
This is a REQUEST FOR INFORMATION (RFI) only. This request is for planning purposes and does not constitute a Request for Quote (RFQ)/solicitation. This notice shall not be construed as a commitment on the part of the government to award a contract or to pay for the information. The government may or may not decide to award a contract as a result of this RFI. The government does not reimburse respondents for any costs associated with submission of the information being requested or reimburse expenses incurred for responses to this RFI. No funds have been authorized, appropriated or received in this office for the purchase of this product or information. The information provided will be used for market research only.
A company is encouraged to respond to this notice if it possesses the capability to provide a 496.6nm Laser System:
The detailed requirements for this system are:
· Center wavelength of 496.6 nm in air.
· Course tuning range +/- 1 nm
· Output power > 500mW
· Linewidth <500 kHz
· Mode-hop free tuning range > 10 GHz of 496.6nm laser light
· 60 dB minimum optical isolation of master oscillator to prevent unwanted optical feedback
· If a Second Harmonic cavity is used to generate the 496.6 nm laser light, it must be actively temperature stabilized and have an auto-align feature for cavity optimization. The doubling cavity must also be actively stabilized to match the input frequency using locking techniques such as Pound-Drever-Hall locking.
· Fiber Coupled Output using ultra-stable mirrors, Fiber optic included
· Laser current and frequency control electronics included, including capabilities for frequency scanning, adjustable modulation frequency, signal display, power stabilization, lock-in signal generation, frequency locking and relock, able to use external reference signal for locking.
· Frequency control must support top-of-fringe locking
· Laser frequency control electronics must also interface via USB or TCP/IP for remote control as well as locally via GUI on controller
· Laser Controller Current stability of <100ppm /(khrs)
· Installation and Training
Respondents to this RFI are asked to identify the following:

OMBUDSMAN (JUN 2016)
(a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the interested party to another official who can resolve the concern.
(b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions).

(d) The ombudsman has no authority to render a decision that binds the agency.
(e) Do not contact the ombudsman to request copies of the solicitation, verify offer due date, or clarify technical requirements. Such inquiries shall be directed to the Contracting Officer.
