Contracting Activity.
This justification is executed by the Air Force Medical Operations Office (AFMOA) PMO, Fort Detrick, MD, on behalf of Wright
Patterson AFB. The contracting agency for this request is 10 CONS/PKB located at the United States Air Force Academy
(USAFA).
II. Nature and/or description of the action being processed.
The action being requested is a Brand Name Only acquisition for the Agilent Triple Quadrupole Liquid Chromatography Mass
Spectrometer System- G6495BA (6495 Triple Quadrupole LC/MS System) and Accessories, the Government intends to procure this requirement as a full and open Brand Name requirement. FAR Parts 12, and 13 procedures will be used and a new firm fixed price contract will be awarded.
III. Description of supplies/services required to meet agency needs.
The proposed action is to acquire one Agilent Triple Quadrupole Liquid Chromatography Mass Spectrometer System- G6495BA
(6495 Triple Quadrupole LC/MS System) and Accessories. Spectrometers are a common tool used by scientists to determine information about an object, or substances through the analysis of its light properties. Liquid chromatography– mass spectrometry (LC-MS, or alternatively HPLC-MS) is an analytical chemistry technique that combines the physical separation capabilities of liquid chromatography (or HPLC) with the mass analysis capabilities of mass spectrometry (MS). LCMS is a powerful technique that has very high sensitivity, making it useful in many applications.
The Agilent Triple Quadrupole Liquid Chromatography Mass Spectrometer System- G6495BA (6495 Triple Quadrupole LC/ MS
System) and Accessories will be used for the execution of high-throughput experimentation tasks in line with the predictive toxicology toolbox where multiple samples need to be analyzed in a short time period. With regards to proteomics analysis, the high-resolution features allow reliable analysis of multiplexing experiments where up to ten samples can be combined.
Additional instrument applications will be for high-resolution analysis of metabolites for highthroughput metabolomics analysis and in-depth identification of chemical compounds. The equipment will be used at Wright Patterson AFB for the 711th Human
Performance Wing.
IV. Statutory authority permitting Other than Full and Open Competition.
41 U.S.C. 1901, as implemented by FAR 13.501(a)(1)(ii)
V. Demonstration that the contractor's unique qualifications or nature of the acquisition requires the use of the authority cited above (applicability of authority).
The Agilent Triple Quadrupole Liquid Chromatography Mass Spectrometer System, model # G6495BA is the only system found that meets all the required salient characteristics. The required salient characteristics are as follows:
• The instrument must accurately and consistently separate and distinguish the analytes of concern (Isocyanates both monomers and isomers) during operation

• Electrical specifications are standard 220 V 60 Htz
• The system consists of two major components:
o High Performance Liquid Chromatograph equivalent or better than the Agilent 1260 Infinity II LC System fitted with a binary pump o capable of switching between a minimum of 4 solvents up to a pressure of 600 bar o UV-Vis Diode array detector o thermostatted column compartment o standard degasser o Autosampler with locations for a minimum of 132 2-mL vials
• The other component is the Triple Quadrupole Mass Spectrometer fitted to the HPLC to determine exact mass detection within nanogram levels with Electrospray and Atmospheric
Chemical Ionization sources using iFunnel technology o hexabore capillary, and curved and tapered hexapole collision cell o The dynode must work in both positive and negative ion detection o The system must include a data system (computer) with monitor and laser printer o Include appropriate software for the system operation and data analysis which includes operation of the HPLC
• System must be compatible with the Laboratory Information Management System
(LIMS)
o LIMS System is written and coded to be compatible with existing Agilent technology
VI. Description of efforts made to ensure that offers are solicited from as many potential sources as practicable.
A sources sought posted to GSA ebuy and FedBizOps on 2 March 2017, with a closing date of 10 March 2017 had five vendors respond to the posting, Waters Technologies Corporation, Tevet LLC., Cenmed, Technical Communities, and All Business
Machines, Inc. (Doing Business As (DBA) AttainIt). Four respondents identified themselves as small businesses with one of the three also self-identifying as an 8(a) certified firm. Waters Technologies (the only Large Business) indicated within their response that they were offering an item they manufactured, and provided a brief explanation that the product they offered does not meet all the salient characteristics provided in the Sources Sought. Cenmed (SB) indicated within their response that they were an authorized small business partner with Thermo Fisher.
All Business Machines, Inc (dba AttainIt), Technical Communities, Inc., and Tevet, LLC, all responded to the Sources Sought offering the Agilent Triple Quadrupole Liquid Chromatography Mass Spectrometer System- G6495AA (6495 Triple
Quadrupole LC/MS System) and Accessories. All three vendors indicated the G6495 is offered on each of their GSA schedules
(as listed below). A search of G6495AA, found an additional provider, Agilent Technologies (the manufacturer). However the updated requirement is for the Agilent Triple Quadrupole Liquid Chromatography Mass Spectrometer System- G6495BA (6495
Triple Quadrupole LC/MS System) and Accessories and a GSA search yielded no results for the model G6495BA.
All of the responses were sent to the technical representative for technical evaluation.
The technical evaluation stated that the All Business Machines, Inc Doing Business As(dba) AttainIt, Technical
Communications and Tevet, LLC met the salient characteristics and offer the Agilent technology requirement. Waters
Technologies Corporation and Cenmed alternative items were found to be technically unacceptable as they did not meet the required salient characteristics. Specifically Waters identified that they did not meet the requirement for an autosampler with locations for a minimum of 132 2-mL vials, or a Hexabore capillary, and curved and tapered hexaplole collision cell. Cenemed did not address the specific requirements within their response but rather supplied literature for two different pieces of equipment manufactured by Thermo Scientific. These two piece of equipment utilize linear focusing systems and this requirement calls for the ability to provide better resolution and increased sensitivity as offered through hexabore capillary and curved collision cell technology.
In addition to the Agilent equipment being the only one offered that meets all the salient characteristics Agilent technology is the only equipment capable of downloading analytical data to the LIMS. The LIMS is a system designed and maintained by the

711th Human Performance Wing. The system was written and developed in response to Department of Defense security requirements and the code and language was scripted to be compatible with existing Agilent equipment and technology. If
Agilent technology is not obtained the LIMS system would need to be recoded for software coding compatibility.
VII. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.
Purchase will be made using full and open competition, after the application of the Brand Name Only restriction. Award will be made only after determining that there are no active exclusions on sam.gov or Federal Awardee Performance and Integrity Information System (FAPIIS), for the chosen vendor. The Contracting Officer will determine the price to be fair and reasonable in accordance with FAR 13.106-3(a)(1)- price reasonableness will be based on competitive quotations.
VIII. Description of the market research conducted and the results, or a statement of the reasons market research was not conducted.
A sources sought was posted to GSA ebuy and FedBizOps on 2 March 2017, with a closing date of 10 March 2017. Five vendors responded to this posting, Waters Technologies Corporation, Tevet LLC., Cenmed, Technical Communities, and All
Business Machines, Inc. (Doing Business As (DBA) AttainIt).

Cenmed (SB) indicated within their response that they were an authorized small business partner with Thermo

Of the 5 respondents, 4 identified themselves as small businesses; however they were offering the product of a large business.
The non-manufacturing rule states the following; In order to qualify as a small business on a small business setaside, Service-
Disabled Veteran-Owned set-aside or 8(a) Business Development procurement (sole source or competitive) for the acquisition of supplies, an offeror must either manufacture the item in accordance with the Limitations on
Subcontracting (see FAR section 52.219-14, 52.219-27 and 13 C.F.R. section 125.6) or supply the product of a small business made in the United States. The requirement that a non-manufacturer supply the product of a small business concern is commonly referred to as the Non-manufacturer Rule. 13 C.F.R. section 121.406. The Small Business Act also contains provisions that allow the Administrator of the SBA to waive this requirement when there are no small business manufacturers or processors available to supply the product to the Federal Government. The SBA class waiver was checked and discovered that
NAICS code 334516 is waived for Product Service Code 6640 and specifically for Liquid Chromatography Mass Spectography. In this instance a Liquid Chromatography Mass Spectography is the requirement, hence, the nonmanufacturing rule is waived for this purchase.

XI. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before making subsequent acquisitions for the supplies or services required.
This is a one-time buy which involves the need for a Brand Name Only product. There are no plans at this time to compete future contracts for the type of supply covered by this document. Due to availability and market restrictions, options for future awards may also be restricted, however, should other potential sources emerge, they will be assessed to determine whether competition is feasible.
