I. Contracting Activity.
This justification is executed by the Air Force Medical Operations Office (AFMOA) PMO, Fort Detrick, MD, on behalf of Wright Patterson AFB. The contracting agency for this request is 10 CONS/PKB located at the United States Air Force Academy
(USAFA).
II. Nature and/or description of the action being processed.
The action being requested is a Sole Source acquisition for Selected-ion flow-tube mass spectrometer (SIFT-MS) and a Dynamic Headspace Sampling (DHS) Unit which will be combined by the vendor to meet the requirement. The SIFT- MS to accomplish the analysis of multiple classes of organics from volatiles to higher molecular weight polar and non-polar compounds resulting from the capture on a silicone wrist band for the evaluation of exposures to service people in CONUS and OCONUS locations; and a Dynamic Headspace Sampling (DHS) Unit to volatilize the compounds captured by the universal passive dosimeter (UPD). Two manufacturers (Gerstel Inc. and Syft Technologies) have acted in concert to modify the equipment to accomplish these goals.
This equipment will support multiple research efforts. The development of a Universal Passive Dosimeter can only be accomplished if the proposed Sole Source equipment is purchased. The research efforts will lead to the ability to collect data to establish exposure records for deployed service people leading to more accurate diagnosis to a wide variety of ailments resulting from chemical exposure.
Two manufacturers have worked in concert to provide a highly integrated system between the DHS and SIFT-MS.
This hyphenated technique will have the ability to examine a wide range of organic compounds. The research efforts will lead to the ability to collect data to establish exposure records for deployed service people leading to more accurate diagnosis to a wide variety of ailments resulting from chemical exposure. The Government intends to procure this requirement through other than full and open competition IAW FAR 13.501(a) as a sole source acquisition. FAR Parts 12 and 13 procedures will be used and a new firm fixed price contract will be awarded.
III. Description of supplies/services required to meet agency needs.
Equipment required is as follows:

V. Demonstration that the contractor's unique qualifications or nature of the acquisition requires the use of the authority cited above (applicability of authority).
Satisfying this acquisition requires that two separate pieces of equipment produced by two different manufacturers, be combined to work together in a highly integrated system featuring both the DHS and SIFT-MS. This hyphenated technique will have the ability to examine a wide range of organic compounds. The research efforts will lead to the ability to collect data to establish exposure records for deployed service people leading to more accurate diagnosis to a wide variety of ailments resulting from chemical exposure. Quantum Analytics is the only vendor that has the authorization to resell both pieces of equipment coupled with the capability of integrating both pieces to work in concert to achieve the desired results.
VI. Description of efforts made to ensure that offers are solicited from as many potential sources as practicable.
A sources sought was posted to FedBizOps as a name brand or equal requirement on 14 April 2017, with a closing date of 21 April 2017, with zero responses.
Market Research conducted by the customer included a quote from Quantum Analytics. They were contacted, and verified via email dated 16 Aug 17 from Erika Pfeiffer, East Central Territory Manager, they are the only authorized reseller for Syft Technologies. Syft Technologies, Inc. and Gerstel Inc. have collaborated to provide an instrument capable of extracting a wide variety of materials, but in particular, the silicone wristbands under development as a Universal Passive Dosimeter (UPD). Gerstel has a custom solution that is able to accommodate the UPD by utilizing their Dynamic Headspace Sampler with a 100 mL volume container. Further Gerstel can provide control of this chamber from ambient to 300 degrees C in a segmented step program that will allow multiple temperature levels. Syft Technologies has developed a SIFT-MS which eliminates the need for chromatography and has agreed to interface the Gerstel equipment with a short path transfer line.
This combined effort provides an instrument for development of advanced analytical methods associated with the UPD. This instrument is unique and has been developed for the unique application for USFSAM Force Health Protection to meet the objectives of Total Exposure Health.
VII. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.
Purchase will be made as a Sole Source directly to Quantum Anayltics after determining that there are no active exclusions on sam.gov or Federal Awardee Performance and Integrity Information System (FAPIIS). Supplies offered will be accepted on a fixed price basis. The Contracting Officer will determine the units to be priced fair and reasonable in accordance with FAR 13.106-1(b)(2). Since only one response is anticipated the Contracting Officer will utilize Comparison of the proposed price with prices found reasonable on previous purchases to evaluate the quote.
Although this purchase requires minor modification, the majority of the price will be the SIFT-MS, and the DHS, which both are expected to have historical pricing. The cost of the modification itself is expected to be minor.

VIII. Description of the market research conducted and the results, or a statement of the reasons market research was not conducted.
Market research has shown the SIFT-MS and DHS manufactured by SIFT and Gerstel combined are the only pieces of equipment that will meet the needs of the Air Force. It further revealed that Quantum Analytics was the only authorized vendor to represent both manufacturers with the capability of combing both parts into one integrated piece of equipment.
In an effort to ensure this information was accurate, a sources sought was posted to FBO as a name brand or equal requirement on 14 April 2017 with a closing date of 21 April 2017 with zero responses.

This is a one-time buy which involves the need for a product that is only available from one vendor. There are no plans at this time to compete future contracts for the type of supply covered by this document. Due to limited availability and market restrictions, options for future awards may also be restricted, however, should another potential source emerge, it will be assessed to determine whether competition is feasible.
