Attachment 1 Solicitation FA7000-17-T-0018
STATEMENT OF WORK
FOR HATCHERY FISH STOCKING
01 December 2016
1. DESCRIPTION OF SUPPLIES. The contractor shall provide hatchery-reared rainbow trout, channel catfish, and triploid grass carp to the recreational fishing lakes on the U.S. Air Force Academy (USAFA) and Farish Recreation Area (Farish).
1.1 PROVIDE HATCHERY FISH FOR STOCKING. The contractor shall deliver
9-11 inch, whirling disease negative, rainbow trout to the five recreational fishing lakes on USAFA and the three lakes at Farish (approximately 5 miles from Woodland Park, Colorado). Trout shall be supplied approximately every 4 weeks from April through
October. The contractor shall also provide a single delivery of 8-12 inch triploid grass carp and 8-12 inch channel catfish to the USAFA and Farish fishing lakes.
A Fish Health Inspection Report from the hatchery of origin shall be provided with each delivery prior to placing any fish in the lakes.
1.2. SUMMARY OF SUPPLIES
1.2.1 CLIN 0001. Provide seven (7) deliveries each of 1450 pounds (totaling 10,150 pounds) of whirling disease negative, 9-11 inch rainbow trout to be divided among the five (5) fishing lakes on USAFA. Deliveries will occur between April and October.
Delivery is FOB destination.
1.2.2 CLIN 0002. Provide six (6) deliveries each of 1000 pounds (totaling 6000 pounds) of whirling disease negative, 9-11 inch rainbow trout to be divided between the three (3) fishing lakes at Farish. Deliveries will occur between April and September.
Delivery is FOB destination.
1.2.3 CLIN 0003. Provide one (1) delivery of one thousand (1000) 8-12 inch channel catfish to the USAFA fishing lakes. Delivery shall be scheduled for April/May. Delivery is FOB destination.
1.2.4 CLIN 0004. Provide one (1) delivery of three hundred (300) 8-12 inch triploid grass carp to be divided between the USAFA and Farish fishing lakes. Delivery shall be scheduled for September/October. Delivery is FOB destination.
2. GOVERNMENT FURNISHED PROPERTY AND SERVICES. None.
4. GENERAL INFORMATION.
4.1 QUALITY CONTROL. The contractor shall develop a quality control program to ensure that hatchery-reared fish are provided in accordance with the requirements of the contract. The contractor shall develop and implement procedures to identify and prevent defective services and ensure a non-reoccurrence of any defective services. At a
Attachment 1 Solicitation FA7000-17-T-0018 minimum, the contractor shall develop quality control procedures addressing the requirements in Paragraphs 1.1 and 1.2.
4.2 QUALITY ASSURANCE. The Government will evaluate the contractor’s performance by appointing a representative(s) to monitor performance to ensure that services are received. The Government representative(s) will evaluate the contractor’s performance through on-site inspections at the time of delivery. The contractor shall provide a copy of the Fish Health Inspection Report from the hatchery of origin to the
Government representative(s) prior to placing any fish in the lakes. The Government representative(s) shall visually monitor the length and/or number of fish for conformance with the SOW. The Government representative(s) shall also monitor the quantity
(pounds) of fish provided by the contractor by estimating the weight of dip nets used to transfer the fish from the delivery truck to the lakes. Sample fish counts and measurements may be conducted on a random basis, and an entire delivery may be weighed with a scale to verify that the quantity conforms to the contract.
4.3 HOURS OF OPERATION. Deliveries shall be scheduled for normal business hours (Monday-Friday, 7am to 4pm) and coordinated with the USAFA Natural Resources office at (719) 333-3308.
