I. Contracting Activity.

II. Nature and/or description of the action being processed.

Requirement is a Bridge Contract, Sole Source to SirsiDynix for "Symphony" Integrated Library System (ILS) Software. Bridge Contract is a temporary solution until vendors can become FedRAMP Level 4 certified/compliant. None of the potential vendors are FedRAMP Level 4 certified/compliant.

III. Description of supplies/services required to meet agency needs.

United States Air Force Academy (USAFA) McDermott Library and USAF Community Library requires ILS software to provide the following core functions: Cataloging, Circulation Control and Online Public Access Cataloging (OPAC).

IV. Statutory authority permitting Other than Full and Open Competition.

41 U.S.C. 1901, as implemented by FAR 13.501(a)(1)(ii) and (iii).

V. Demonstration that the contractor's unique qualifications or nature of the acquisition requires the use of the authority cited above (applicability of authority).

SAF/JA confirmed FedRAMP certification and a provisional authority to operate software must be in place prior to award.

There is no waiver process; however, SAF/CIO A6 has a review process for services/software to present what they believe to be extenuating circumstances. The requiring activity presented their extenuating circumstance to SAF/CIO. USAFA McDermott Library and Community Library are authorized to use only the incumbent SirsiDynix for "Symphony" ILS software. At this time, there are not any FedRAMP Level-4 certified compliant application vendors.

The acquisition strategy entails a firm-fixed-price contract with a one (1) year base period plus one, one-year option period. No other provider is exempt, and no providers are FedRAMP Level 4 certified at the time of this action.

VI. Description of efforts made to ensure that offers are solicited from as many potential sources as practicable.

Requiring activity investigated alternative methods of competition, to include seeking a total waiver of FedRAMP Level requirements to allow for full and open competition. However, the only waiver authorized by , was for the incumbent SirsiDynix Symphony ILS software allowing them to continue operation until market conditions change and FedRAMP Level-4 certified compliant application vendors can be identified.

VII. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.

The Contracting Officer will determine pricing for the ILS software to be fair and reasonable IAW FAR 13.106-3. Since only one response will be received, the Contracting Officer will utilize price analysis techniques based on the Government's independent estimate, historical acquisitions and market research.

VIII. Description of the market research conducted and the results, or a statement of the reasons market research was not conducted.

The requiring activity contacted potential competitors to verify FedRAMP Level 4 compliance. ProQuest, which offers Alma ILS; OCLC, which offers OCLC WorldShare Management; and Innovative, which offers Millenium ILS. None of the potential competitors are FedRAMP Level 4 certified/compliant. The requiring activity stated the Netcents-2 Applications IDIQ was a

Page 3 of 3Updated: 15 Mar 16 viable option for finding certified vendors. They contacted at NetCents-2 Applications for a scope review.

On April 11, 2016 confirmed the requirement falls within scope; however, none of the NetOps vendors have Level 4/5 certifications. There are currently five (5) companies that are working towards their certification but he could not provide a time-line for certification completion. further confirmed there are still no NetCents-2 Application vendors that are FedRAMP level 4 certified.

Requiring activity also investigated alternative methods of competition, to include seeking a total waiver of FedRAMP Level requirements to allow for full and open competition. However, only the specific, "status quo" waiver was authorized by

, allowing the incumbent SirsiDynix Symphony ILS software to continue operation until market conditions change and FedRAMP Level-4 certified compliant vendors can be identified.

IX. Any other facts supporting the use of Other Than Full and Open Competition.

XI. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before making subsequent acquisitions for the supplies or services required.

Award will be a one (1) year base period plus one, one-year option period. Requiring agency will review the market for FedRAMP Level 4 certified/compliant providers of ILS software before renewing the one-year option period and any subsequent re-acquisition. This allows a window of opportunity for a future competitive action to acquire ILS software. The requiring agency will coordinate any action with USAFA / A6 to review relevant updates to software requirements that could allow for full competition without a FedRAMP certified competitor in the market.
