* 2.2 States that contaminated soil must be removed and addressed. Is there any reason to be concerned that the soil is contaminated and will need to be removed and replaced? This is a difficult requirement to estimate without existing test results.
RESPONSE: State assumptions on proposal.
* 2.4 states that the government wants an electric pop-up barrier that is listed on the most current DOD anti-ram vehicle barrier list, however in 3.1.4 – 3.1.9 physically describes one particular barrier system. Please confirm that any barrier on the DOD anti-ram vehicle barrier list will be acceptable to the government.
RESPONSE: pop up barriers on the list will be accepted which meet the following from the statement of work: . The Barricade System shall be capable of stopping and destroying a vehicle weighing:
20,000 pounds at 52.5 mph [88.9 KN at 84.5 kph] 32,000 pounds at 41.3 mph [142 KN at 66.4 kph]
* The current barrier system has heat trace in each of the barrier pads according to the breaker panels. Please confirm that the new system also requires a heat trace system in the new barrier pads.
RESPONSE: Affirmative
* 5.1 requires 15 years of documented field experience for all major components and design features. This is not a question, but please note that no electric barrier has been operational in the field for 15 years.
RESPONSE: State exceptions in proposal
* 4.4 and 5.5.1 stopping requirements conflict with 5.3. Note that 5.3 is the correct stopping data for a K12 barrier system as specified.
RESPONSE: . Per statement of work, The Barricade System shall be capable of stopping and destroying a vehicle weighing:

* 2.0 and 4.2 states that a sump pump is needed in each barrier. The current barriers are gravity drained into the adjacent storm. Please confirm that each new barrier will require an individual sump pump that pumps into the adjacent story, or if the existing gravity drains can be tied back into re reutilized?
RESPONSE: Gravity flow to stormwater system is allowable in lieu of pump.
1. The project will involve closing one lane at a time during installation.
Will we be responsible for providing traffic control personnel?
REPLY, per the Statement of work " I. Traffic Control/Safety: Include all means to assure safe flow of traffic including: traffic flaggers, barricades, signs, lighting, and delineators (all conforming to Manual Uniform Traffic Control Devices for Streets and Highways, Federal Highway Administration). Avoid restricting traffic flow during peak periods.
Contractor will have to provide safety plan to installation safety IAW AFI 91-202 para 1.8.11.10. Ensure contracts include provisions requiring contractors to maintain an effective safety and health program on Air Force-owned sites that complies with applicable DoL, DoD and Air Force safety standards."
2. The system configuration information in the RFP is common with a hydraulic barrier system but the SOW discusses an electric system. Is the electric system the system that is to be installed?
REPLY: System to be installed is to be totally electric with no hydraulic.
3. Accessory Equipment Para 4.4 lists the stopping point of 20,000 pounds at
52.5 mph and 32,000 lbs at 41.3 mph. The electric systems is listed on the July 2018 DOD Anti-Ram Vehicle Barrier List as P1 and was tested 15,000 lbs at 50 mph. Is this acceptable for installation?
REPLY: Per SOW, 4.4. The Barricade System shall be capable of stopping and destroying a vehicle weighing:
20,000 pounds at 52.5 mph [88.9 KN at 84.5 kph] 32,000 pounds at 41.3 mph [142 KN at 66.4 kph]
5. Is there a drawing available that displays the path from the main guard building to the over watch and the over watch to the existing control box?
REPLY: Yes see attached sketch.
6. Is it acceptable to use the existing stop/go light posts and just replace the light assemblies.
REPLY: Yes. Also reuse existing signs with lights.
7. On each side of the existing barrier pads the asphalt has spiderweb cracks. The asphalt will most likely disintegrate during excavation activities for the removing the existing barriers. How far from the existing pads are we responsible for repairing the existing roadway?
REPLY: Include 6 ft of pavement replacement on each lane on each side.
1. Paragraphs 3.3.2 and 3.3.3 discuss the master and slave panels. Is the intent to locate the master panel in the overwatch tower and the slave panel in the main guard shack? Will these be the only locations for system control panels?
REPLY: Locate master in main guard bldg. and Slave in overwatch tower.
