STATEMENT OF WORK
for
PROPANE SERVICES
DOBBINS AIR RESERVE BASE, GEORGIA
22 November 2017

STATEMENT OF WORK
FOR
DELIVERY OF BULK PROPANE
1.0 SCOPE OF WORK: The contractor shall provide non-personal services for all labor, parts, materials, equipment, and transportation necessary to perform delivery of Bulk Propane to Dobbins AFB Fire Department training area and buildings 415, 558 and 559. The contractor shall provide two (2) each 1,000 gallon propane tanks and one (1) 500 gallon propane tank. The 1000 gallon tank will be located at building 415 and building 558, the 500 gallon tank will be located at building 559. The government owns one (1) 12,000 gallon tank and two (2) 1000 gallon tanks located at the Dead Runway. The contractor will conform to all local, state, and federal laws for delivery of bulk propane. The intent of this contract is to ensure that Fire & Emergency Services has ample propane to conduct live fire training and to provide heat for the above listed buildings. The contractor shall not employ any person who is an employee of the United States Government if that person would create a conflict of interest.
2.0 SECURITY REQUIREMENTS: Contractor will be escorted into the delivery area by Fire Protection personnel or Civil Engineering (CE) personnel. Drivers of delivery vehicles must show proof of insurance, current registration, and a valid driver’s license to gain access to Dobbins AFB.
3.0 HOURS OF OPERATION: Delivery of propane to Dobbins AFB shall be performed between the hours of 0700 and 1600 hours Monday through Friday, excluding legal holidays.
4.0 QUALITY CONTROL: Fire Department and Facility Manager Personnel will routinely perform quality control checks during their scheduled deliveries. The government shall not provide facilities, equipment, or materials to the contractor. The contractor shall provide, without cost to the government, all facilities, equipment, and services required to deliver bulk propane.
5.0 QUANTITY AND FREQUENCY: Dobbins Fire Department training office and facility managers will notify CE when the level of propane has reached 40 percent of its rated capacity.
CE will then contact the contractor. The contractor will have 3 work days to deliver propane and return the tank(s) to 80% capacity. Quantity and frequency are based on facility usage and usage of the live fire trainer.
6.0 EMERGENCY: Should delivery of the propane result in a leak or any other emergency then Dobbins AFB Fire & Emergency Services will be notified via 911
7.0 INVOICING: All payments to the contractor will be processed in Wide Area Work Flow
(WAWF).
