PERFORMANCE WORK STATEMENT (PWS)

SPORTING OFFICIALS

14 Mar 2017

BASKETBALL OFFICIALS

1. DESCRIPTION OF SERVICES.

1.1. Non-personal services: Contractor shall provide all labor, equipment, uniform, material, supervision and transportation necessary to provide certified officials to officiate intramural basketball games, IAW the rules as set forth by the National Federation of Basketball Officials, National Federation of Basketball Officials Rulebook, and base by-laws at Dobbins ARB, GA. All work is to be in accordance with this PWS. All games will be played at Dobbins ARB, GA. Estimated number of games is 42.

1.1.1. The Period of Performance for the Basketball Games: January thru April; there are 6-games remaining with 2017.

1.1.2. Contractor shall provide: Certified sporting officials for each basketball game:

1.1.3. GOVERNMENT FURNISHED PROPERTY AND SERVICES. The Government shall furnish the facility for the basketball games (Base Fitness Center Gymnasium Bldg. #486) and provide adequate lighting for all games. The Government shall furnish the basketballs, team jerseys, scorebooks and scoreboard clock.

1.1.4. CONTRACTOR FURNISHED ITEMS AND SERVICES. Except for those items or services specifically stated in section 1.1.1.2 above as government furnished, the contractor shall furnish everything needed to perform this contract according to all its terms and conditions.

1.1.5. GENERAL INFORMATION.

a. The 94 FSS/FSVR will provide the contractor with a schedule of games, current copy of applicable by-laws, location of games and dates and times not later than one week prior to the first scheduled competition of the applicable sport.

b. HOURS OF OPERATION: Tuesday/Thursday 5:30 P.M. and 6:45 P.M

Sport Officials Basketball 3 (2 on floor 1 scorekeeper or clock runner))

VOLLEYBALL OFFICIALS

2. DESCRIPTION OF SERVICES.

2.1. Non-personal services: Contractor shall provide all labor, equipment, uniform, material, supervision and transportation necessary to provide certified officials to officiate intramural Volleyball games, IAW the rules as set forth by the National Collegiate Athletic Association (NCAA), USA Volleyball Federation officials handbook and base by-laws shall apply at Dobbins ARB, GA. All work is to be in accordance with this PWS. All games will be played at Dobbins ARB, GA. Estimated number of games is 30.

2.1.1. The Period of performance for Volleyball Games: January thru March; 2017 season has been cancelled.

2.1.2. Contractor shall provide the following: Certified sporting officials for intramural volleyball game:

2.1.3. GOVERNMENT FURNISHED PROPERTY AND SERVICES: The Government shall furnish the facility for the Volleyball games (Fitness Center Gymnasium Bldg. #486) and provide adequate lighting for all games. The Government shall furnish the net, volleyballs, score keeper, scorebook and scoreboard.

2.1.4. CONTRACTOR FURNISHED ITEMS AND SERVICES: Except for those items or services specifically stated in section 2.1.1.2 above as government furnished, the contractor shall furnish everything needed to perform this contract according to all its terms and conditions.

2.1.5. GENERAL INFORMATION:

a. The 94 FSS/FSVR will provide the contractor with a schedule of contests, current copy of applicable by-laws, location of contests and dates and times not later than one week prior to the first scheduled competition of the applicable sport.

b. HOURS OF OPERATION: Wednesday 5:30 P.M. and 6:30 P.M

SOFTBALL OFFICIALS

3. DESCRIPTION OF SERVICES.

3.1 Non-personal services: Contractor shall provide all labor, equipment, uniform, material, supervision and transportation necessary to provide certified officials to officiate intramural softball games, IAW the rules as set forth by the Amateur Softball Association (ASA), ASA, officials rulebook, and base by-laws at Dobbins ARB, GA. All work is to be in accordance with this PWS.

Games will be played Tuesday and Thursday (two per night) evenings at 5:30 P.M. and 6:45 P.M.

All games will be played at Dobbins ARB, GA. Estimated number of games is 42.

Volleyball 1

3.1.1. The Period of performance for Softball Games: April thru June; not including rainouts which could extend the season.

3.1.2. Contractor shall provide the following certified sports officials per intramural softball game:

3.1.3. GOVERNMENT FURNISHED PROPERTY AND SERVICES. The Government shall furnish the facility for the softball game and provide adequate lighting for all games.

The Government will provide adequate lighting for all night games. The government shall furnish the field, softballs, scorebook and scoreboard.

3.1.4. CONTRACTOR FURNISHED ITEMS AND SERVICES. Except for those items or services specifically stated in section 3.1.2 above as government furnished, the contractor shall furnish everything needed to perform this contract according to all its terms and conditions.

3.1.5. GENERAL INFORMATION.

a. The 94 FSS/FSVR will provide the contractor with a schedule of contests, current copy of applicable by-laws, location of contests and dates and times not later than one week prior to the first scheduled competition of the applicable sport.

b. HOURS OF OPERATION: Tuesday/Thursday 5:30 P.M. and 6:45 P.M.

FOOTBALL OFFICIALS

4. DESCRIPTION OF SERVICES.

4.1 Non-personal services: Contractor shall provide all labor, equipment, uniform, material, supervision and transportation necessary to provide certified officials to officiate intramural Flag Football games, AAFFL rules, official’s handbook, and base by-laws at Dobbins ARB, GA. All work is to be in accordance with this PWS. Games will be played Tuesday and Thursday (two per night) evenings at 5:30 P.M. and 6:30 P.M. All games will be played at Dobbins ARB, GA.

Estimated number of games is 42.

4.1.1 The Period of performance for Football Games: September thru November

4.1.2 Contractor shall provide the following certified sports officials per Flag Football game:

4.1.2. GOVERNMENT FURNISHED PROPERTY AND SERVICES. The Government shall furnish the facility for the Flag Football game and provide adequate lighting for all games.

Sport Officials Softball 3 (2 on field and 1 Scorekeeper)

The Government shall furnish the field, football, markers, score keeper, scorebook, and scoreboard clock.

4.1.3. CONTRACTOR FURNISHED ITEMS AND SERVICES. Except for those items or services specifically stated in section 4.1.2 above as government furnished, the contractor shall furnish everything needed to perform this contract according to all its terms and conditions.

4.1.4. GENERAL INFORMATION.

a. The 94 FSS/FSVR will provide the contractor with a schedule of contests, current copy of applicable by-laws, location of contests and dates and times not later than one week prior to the first scheduled competition of the applicable sport.

b. HOURS OF OPERATION. Tuesday/Thursday 5:30 P.M. and 6:35 P.M.

5. DESCRIPTION OF SERVICES CONTINUED:

5.1. All officials must be members of the National Association of Sports Official (NASO) or of a state registered sports official association for the sport being officiated.

5.2. Officials must maintain a professional attitude and wear appropriate professional officiating attire in the performance of this requirement.

5.3. Officials shall not participate as players, coaches, or team managers for the sport they are officiating.

5.4. Contractor will receive a copy of the sports bylaws prior to start of league season from 94

FSS/FSVR.

5.5. Contractor shall submit a list of certified officials to the 94 FSS/FSVR or representative prior to the first scheduled game. Contractor shall provide a copy of each individual’s certification upon request by 94 FSS/FSVR or Contracting Officer.

5.6. The contractor officials shall be in position 15 minutes prior to game time and conduct a pre-game inspection of the playing area. The contractor shall notify the 94 FSS/FSVR or representative immediately upon cancellation of any game due to unplayable court conditions.

5.7. The contractor shall conduct a rules review with coaches and/or team captains prior to the start of the game.

5.8. Officials will comply with all Air Force safety requirements when officiating on Dobbins ARB, and rule on any point or any situation not specifically covered within the by-laws and National Association Rules. Safety requirements will be outlined within the by-laws for each sport.

5.9. The head official shall review scorebooks/score sheets to ensure all required information is present to include time, date, first and last name of players, officials and scorekeepers names. The head officials duties are not complete until the official score book/sheet is approved by and signed in legible handwriting by the head official at the end of each game.

5.10. The official shall notify 94 FSS/FSVR if a contest is protested, if a player receives an ejection, or is injured. Specific procedures for officials to take are outlined within the by-laws for the sport.

Officials shall report any player/coach being ejected due to unsportsmanlike conduct or inappropriate behavior; both verbal and physical; towards players, officials, or spectators. A detailed description of the situation, listing name, rank, unit, and what/why/how will be entered into the official score book/sheet, and in the case of an ejection, the 94 FSS/FSVR must be notified by the next duty day (Monday-Friday).

5.11. Cancellation/Postponements: If cancellation/postponement of games occur, the 94 FSS/FSVR or base representative will notify the contractor no less than three hours to the scheduled start of the game. The contractor will receive payment only for those games that would have begun within three hours of the given notification. If possible cancelled games will be made up the following week.

5.11.1. If games are cancelled/postponed by the 94 FSS/FSVR or designated representative because the proper number of officials as stated in para. 1.1.2, 2.1.2, 3.1.1, and 4.1.1 above are not present, payment will not be made to the contractor for those cancelled games. If the required number of officials is fewer than two, the game may continue at the discretion of the 94 FSS/FSVR. The contractor shall be paid only for the one official per game.

5.11.2. During severe weather warnings after the start of the game, the contractor will postpone games depending on the severity of conditions. The contractor shall notify coaches of the decision and have the players moved from the area.

5.11.3. If severe weather strikes before the start of the game, the 94 FSS/FSVR is responsible for cancelling/postponing games.

5.12. IAW DOD Instructions 3020.37, Continuation of Essential DOD Contractor Services during a Crisis none of these services are considered mission-essential.

6. SERVICE SUMMARY (SS). The contractor is responsible for performance of all requirements of this PWS, whether listed in this Service Summary or not.

7. QUALITY CONTROL PROGRAM. The contractor shall develop and maintain a quality control program to ensure contracted services are performed IAW PWS. QCP is required 10 days after contract start and reviewed on an annual basis. Contractor shall develop and implement procedures to identify, correct, and prevent-recurrence of defected services.

Contractor shall wear appropriate professional officiating attire.

Contractor personnel shall present a neat appearance and be easily recognized. This may be accomplished by wearing distinctive clothing bearing the name of the company and employee name.
