Maintain Airfield Stormwater System – Phase 1

Amendment 1

Answers to Questions Submitted by Potential Offerors:

QUESTION: As we discussed at the site visit meeting, the due date for this IFB being on a Monday forces us to either hand-deliver our bids or put them in Fed-Ex on the Friday before. Many vendors and subcontractors will not give out accurate pricing that early before a bid date.

Would you consider moving the bid date to Tuesday (September 19th) so that we will have all day Friday and the weekend to gather final pricing and then Fed-Ex the bids out on Monday?

ANSWER: The bid due date will not be extended.

QUESTION: At this point in developing our estimate, we do not believe there is enough time allowed in this contract’s period of performance (365 calendar days) during which this project can be completed. Assuming a start date this winter some time, we only get one construction season to be 100% complete. Once you add the permits that the contractor is required to obtain prior to starting, we believe there is no way to complete the project on time. In addition, we can’t feasibly work on multiple critical areas simultaneously because of the inconvenience the airfield would endure. Would you consider extending the required period of performance out to 500 calendar days? In addition, would you consider holding the NTP until all permits and waivers are obtained? In our experience, the FAA airfield waivers are taking the full 90 days to be fully processed.

ANSWER: Defer to Government. The original estimated duration for the project was greater than a year but was decreased at the request of the users. As additional information which might help with the schedule, the USACE preconstruction notification, state water buffer, and

NPDES permits have already been reviewed and approved. Refer to revised permit matrix Sheet

QUESTION: In the drawings, on Sheet C-003, the Storm Sewer Note #10 states that we are required to over-excavate all storm sewer lines that are within two feet of the seasonal high water table and replace with crushed stone wrapped in geotextile. Can you provide the elevation of the seasonal high water table in the areas of the project requiring excavation for storm sewer piping?

ANSWER: See revised Storm Sewer Note 10 Sheet C-003.

QUESTION: In the Demolition Plan drawings, it states in several areas that we are required to hand-dig within 10’ of a fiber optic cable, and then it states “unable to locate” at the end of this note. Can the Government not locate or mark this fiber optic cable in any way?

ANSWER: See Sheet C-003, General Notes #3 and #4. Prior to design historical site plans were provided outlining utilities that have been is service in the past and may currently be in service.

However, not all of these utilities were able to be located during the design process. As such they have been labeled as “unable to locate.”

QUESTION: At the site visit meeting, we discussed our being able to coordinate the periodic closure of a taxiway while we perform the sod removal and replacement on the edge of the asphalt. We did not discuss the same issue for the sod work required on the runway. Is there a time constraint we need to know about during which we will be allowed to perform this work along the edge of the runway?

ANSWER: See Specification Section 01010, Paragraph 3.4

QUESTION: The plans state that the sod will be watered twice a day, every day for a certain period of time, and that we are required to use water trucks to perform this watering. Same issue as Question #4: When will be allowed to have a water truck that close to the runway twice a day, every day?

ANSWER: See Specification Section 01010, Paragraph 3.4
