Q1 During the on-site pre-bid meeting it was discussed to possibly utilize a helicopter service to remove the old RTU's and install the new RTU's. Need to know if it is possible to utilize a helicopter company for this scope.

R1 Authorization for use of helicopters over installation airspace cannot be confirmed at this time.

Plan for HVAC replacement utilizing a crane.

Q2 On the scope letter, page 2, note 7 it states that the contractor shall provide duct mounted smoke detectors. During the pre-bid on-site walk it was found there are currently smoke detectors installed in the supply and return air ducts of each of the (6) units. Do these need to be replaced with new smoke detectors?

R2 Yes, replace existing duct smoke detectors with new duct smoke detectors. The new smoke detectors shall be integrated with the facility fire alarm system. The current smoke detectors are non-addressable.

Q3 On the scope letter, page 2, note 8 it states the contractor shall test the system to ensure balance and system performance. Is a certified NEBB or AABC licensed contractor required to perform this scope and provide a stamped report? Since the system are not ducted throughout the space is only a traverse reading required at the discharge of the supply fan? Is a pre-reading required prior to removal of existing RTU's?

R3 Certified NEBB or AABC licensed contractors and stamped reports are not required.

Without access to 5 lengths of straight exhaust duct, a traverse reading is not accurate and is not required. A pre-reading of the failing RTU’s is not needed.

Q4 During the on-site pre-bid meeting it was discussed to setup the crane at the front entrance of the facility. In order to ensure that the store does not have to close during the RTU replacement is it possible to perform the work at night during the hours of 9 pm - 7 am?

R4 Crane setup can be coordinated through the Contracting Officer and the assigned Government Engineering Technician for non-business hour setup.

Q5 During the on-site pre-bid meeting it was discovered that the current RTU's are controlled by Viconic communicating thermostats. It is assumed that these thermostats are networked to a Building Automation System due to have communication cable terminated at the corresponding terminals. The SOW states to ensure the new units are BACnet compatible. Is the intent to integrate the new units into the existing BAS? If so, can the make & model of the supervisory controller (JACE, NAE, NCE, etc...) be supplied along with the type of communication buss (BACnet, N2, Modbus, etc...), the software make & version (Niagara AX, Niagara 4, Metasys, Apogee, etc...), and pictures of the existing hardware?

R5 Remove the existing Viconic thermostats, install the manufacturer room temperature sensor at the current location of the thermostats, modify the existing communication cable from the thermostat location to each RTU, and integrate into the existing BAS or install a replacement supervisory controller for the facility.

Q6 During the on-site pre-bid meeting access to the fire alarm and electrical panel was not capable. Can pictures clearly detailing the current breaker size, type, and manufacturer be provided for each RTU? Can pictures clearly detailing the manufacturer of the fire alarm panel be provided? Without knowing the exact location of the electrical panel can estimated distances be provided to each RTU?

R6 See attached pictures.

The fire alarm panel and panel HR are in the electrical room near the loading dock.

Panel HR has a breaker for RTU-1. Panel NF on the west wall of the BXTRA warehouse has breakers for “RTU-1”, RTU-B, RTU-C, RTU-D, and RTU-E.

Estimated distances are not available, but panel locations are indicated in the attached.

Q7 During the on-site pre-bid meeting access to the electrical panel was not capable. Can pictures clearly detailing the 120 volt electrical panel showing the availability to add an additional 120 volt circuit, make/model of the panel, and make/model of the existing 120 volt breakers be provided?

R7 Reutilize existing breakers/wire for the new 120 V GFI receptacles.
