NAVAL AIR STATION FORT WORTH, TX
JOINT RESERVE BASE
April 15, 2015

BASIC STATEMENT OF WORK
PROJECT#: DDPM 15 0022
REQUIREMENT: Construction Services to Renovate Rooms 230, 231, and 232 plus Upgrade Communication Cabling System from CAT 5 to CAT 6 on the 2nd Floor of B1700, at Naval Air Station Fort Worth Joint Reserve Base.
GENERAL
1.1. Renovation of Room 230 (1,811 Square Feet (SF)) located on the 2nd floor of Building 1700. Work to include HVAC ductwork modification, interior finishes, structural, physical security, electrical, and communications.
DEMOLITION PHASE
2.1. CEILING DEMOLITION
2.1.1. Demolish 718 SF of Suspended Ceiling Grid surrounding the interior walls of Room 230 & 231. This would equate to 2 feet of suspended ceiling demolition on each side of the walls.

2.2. WALL & DOOR DEMOLITION
2.2.1. DEMO 2,120 SF of 5/8” single sided drywall on the interior sides of Rooms 230 & 231
2.2.2. Cut one (1) 3’0” x 7’0” Entry for new STC Rated 52 Door in Room 230
2.2.3. Cut one (1) 3’0” x 7’0” Entry for new STC Rated 52 Doors in Room 231
2.2.4. DEMO two (2) 3’0” x 7’0” wood doors & frames that currently access Rooms 230 & 231 from the corridor.

2.3. COMMUNICATIONS DEMOLITION
2.3.1. DEMO and properly dispose of all CAT 5 cabling from Rooms 230 and 231 on the 2nd Floor of Building 1700 that terminates at patch panels located at COMM Room 240.
2.3.2. Saw-cut a 31’0” long x 4” wide x 2-1/2” deep trench to allow for both communications cabling and electrical wiring to be run below the concrete floor in

Room 230. Locate trench 13’0” north of the south wall (Exterior Wall with Windows) in Room 230.

2.4. B1700 was constructed in the year 2000; therefore, no asbestos was used during Building 1700’s original construction.
3. CONSTRUCTION PHASE
3.1. Suspended Ceilings
3.1.1. The Contractor shall construct the suspended ceilings out of 2’ x 2’, ¾” thick suspended acoustic fiberglass board ceiling tiles with 1-1/2” carrier channel (T-Bar). The suspended ceilings shall be installed in Rooms 230 (390 SF) and 231/232 (328 SF) for a total of 718 SF. Suspended ceiling height shall be 9’4”.

3.1.2. The Contractor shall install a total of 1,811 SF of 6-1/4” thick, R19 fiberglass insulation above the suspended ceiling grid.
3.2. Structural
3.2.1. The Contractor shall construct one (1) 44’3” L x 14’10” H double sided wall that separates Room 230 from Rooms 229A & 229B. This double sided wall shall extend from the concrete floor to the roof deck. This wall shall consist of a 3 5/8”, 25 gauge metal stud frame and positioned 16” on center. Fill double sided wall with 3-1/2” thick R13 sound-proof blanket insulation. The two (2) walls shall also include 5/8” thick drywall attached to both sides.

3.2.2. The Contractor shall construct one (1) 42’8” L x 14’10” H single sided wall on the south end of Room 230. Fill in one (1) window measuring 3’6” High by 18’0” in Width with 3 5/8”, 25 gauge metal studs positioned 16” on center, 3-1/2” thick R13 sound-proof blanket insulation, and 5/8” thick gypsum board. Fill in one
(1) window measuring 3’6” High by 10’8” in Width with 3 5/8”, 25 gauge metal studs positioned 16” on center, 3-1/2” thick R13 sound-proof blanket insulation, and 5/8” thick gypsum board. Fill in seven (7) small 8” x 8” windows located above the large windows with 3-1/2” thick R13 sound-proof blanket insulation and 5/8” thick gypsum board.

3.2.3. The Contractor shall construct one (1) 23’9” L x 14’10” H double sided wall that separates Room 230 from Rooms 231 & 232. This double sided wall shall extend from the concrete floor to the roof deck. This wall shall consist of a 3 5/8”, 25 gauge metal stud frame and positioned 16” on center. Fill double sided wall with 3-1/2” thick R13 sound-proof blanket insulation. The two (2) walls shall also include 5/8” thick drywall attached to both sides.

3.2.4. The Contractor shall construct one (1) 17’0” L x 14’10” H double sided wall that separates Room 230 from Room 231. This double sided wall shall extend from the concrete floor to the roof deck. This wall shall consist of a 3 5/8”, 25 gauge metal stud frame and positioned 16” on center. Fill double sided wall with 3-1/2” thick R13 sound-proof blanket insulation. The two (2) walls shall also include 5/8” thick drywall attached to both sides.

3.2.5. The Contractor shall construct one (1) 43’0” L x 14’10” H double sided wall that separates Room 230 & 231 from the corridor. This double sided wall shall extend from the concrete floor to the roof deck. This wall shall consist of a 3 5/8”, 25 gauge metal stud frame and positioned 16” on center. Fill double sided wall with 3-1/2” thick R13 sound-proof blanket insulation. The two (2) walls shall also include 5/8” thick drywall attached to both sides. Fill in 5’0”W x 7’2”H opening between Room 231 and the corridor left behind by the removal of the entry door and adjacent window. Fill Opening with 3 5/8”, 25 gauge metal stud frame and positioned 16” on center plus 3-1/2” thick R13 sound-proof blanket insulation. Attach 5/8” thick drywall to both sides of the opening. Install matching chair rail to fill in the gap left on the exterior corridor wall.

3.2.6. The Contractor shall construct one (1) 44’3” L x 14’10” H double sided wall that separates Room 230, 231, and 232 from Rooms 233, 235, and the Mechanical Room 238. This double sided wall shall extend from the concrete floor to the roof deck. This wall shall consist of a 3 5/8”, 25 gauge metal stud frame and positioned 16” on center. Fill double sided wall with 3-1/2” thick R13 sound-proof blanket insulation. The two (2) walls shall also include 5/8” thick drywall attached to both sides.

3.2.7. The Contractor shall patch, texture, and paint both existing and newly constructed walls within Rooms 229A, 229B, 230, 231, 232, 233, 235, Mechanical Room 238, and the corridor. The paint colors shall match the existing colors currently being used on the 2nd Floor of B1700. The paint selected for the walls shall be a satin finish. The paint selected for the doors and door frames shall be a semi-gloss finish.
3.2.8. The Contractor shall install 3’0” x 9’0” acoustic fixed sound absorbing panels around the 80 LF perimeter of Room 231 and the 174 LF perimeter of Room 230. A total of 2,262 SF of A100 series fixed sound-absorptive panels will be necessary to adequately cover the interior of Rooms 230 & 231. Use 1” thick fabric covered mineral fiberboard panels with concealed spline. The fabric color of the mineral fiberboard panels will be chosen by the user before construction is to begin.
3.2.9. The Contractor shall install 80 LF of 6” wide stained red oak wood cove base around the perimeter of Room 231. The 6” wide cove base shall contain 80 LF of 6” wide by ¾” plywood backing so it protrudes past the soundboard.
3.2.10. The Contractor shall install 80 LF of 3-1/2” wide stained red oak wood chair rail around the perimeter of Room 231. Place 3-1/2” wood chair rail 35”
Page | 4 above the floor. The 3-1/2” wide chair rail shall contain 80 LF of 3-1/2” wide by ¾” plywood backing so it protrudes past the soundboard.
3.2.11. The Contractor shall install 174 LF of 4” wide x 7/8” thick plywood backing to allow the 4” vinyl cove base to protrude even with the 1” sound board in Room
230. The Contractor shall then install 174 LF of 4” vinyl cove base around the inner perimeter of Room 230.
3.2.12. The Contractor shall fill in the 31’0” L x 4” W x 2-1/2” deep concrete trench with concrete filler in the Room 230 after all communications cabling, electric wiring, and floor mounted electrical receptacles & Data/Voice jacks have been properly installed.
3.3. Security Controls
3.3.1. The Contractor shall purchase and install a total of two (2) sound-control acoustical 3’0” x 7’0” metal doors with a Sound Transmission Coefficient (STC) Rating of 52. Install two (2) matching 3’4” x 7’2” metal door frames for the 3’0” x 7’0” STC-52 Rated metal doors. One (1) door will lead from the corridor to Room 230 and one (1) door will lead from Room 230 to Room 231. Paint both sides of the two (2) STC-52 rated metal doors and door frames. The paint color shall match the existing doors, frames and trim.

`3.3.2. The Contractor shall install one (1) Simplex 5000 Series or equivalent push button cipher lock set with open socket to accommodate a small format 7-pin interchangeable BEST core for each of the two (2) STC-52 rated entry doors.
Each Simplex 5000 Series shall contain 5-pushbuttons and an ADA lever action handle.

3.3.3. The Contractor shall install one (1) BEST T-Series K-Turn Knob deadbolt lock set with open socket to accommodate a small format 7-pin interchangeable BEST core for each of the two (2) STC-52 rated entry doors. Each deadbolt lock shall contain a key entry from the exterior and a turn lever to secure the door from the inside.

Note: Cipher locks. Contractor should refer to the DoD Lock Program to ensure the proper lock is purchased for the doors. Reference website:

3.4. HVAC
3.4.1. The Constructor shall install 18 gauge steel security mesh to meet DoDM
5200.01 V3 standards within the HVAC ductwork at room entry points to ensure that they are non-manpassable. The entry point locations are as follows:
3.4.1.1. One (1) 4’6” x 2’0” duct between Room 230 & Mechanical Room
3.4.1.2. One (1) 2’0” x 2’0” ducts between Rooms 230 & 232
3.4.1.3. Three (3) 2’0” x 2’0” ducts between Rooms 230 & 231

3.4.1.4. One (1) 2’0” x 2’0” duct between Room 230 & 229A

3.5. Electrical
3.5.1. The Contractor shall install a total of nineteen (19) 110V, 20A duplex receptacles. Install one (1) receptacle in Room 225 and one (1) receptacle in Room 226. (Ref. Drawing 6 for 301 OG Electrical) Install one (1) additional receptacle in the suspended ceiling tile for the projector screen to be installed in Room 231. Install six (6) receptacles along the perimeter of the south wall.
Install ten (10) floor mounted receptacles along the trench. Note: Wiring for receptacles may have to be run on the surface of the wall due to excessive red iron beams within the exterior load bearing wall.
3.5.2. The Contractor shall demolish the light switch located at the door formally located between Room 231 and the corridor and install a new light switch next to the newly installed door between Rooms 230 & 231.

3.6. Communications
3.6.1. The contractor shall provide all equipment, tools, materials, supplies, transportation, labor, supervision, management, test results and other incidentals necessary to meet the requirements as stated in this SOW. All equipment tools, supplies, and materials provided shall be new.
3.6.2. QUALIFICATIONS: Technicians responsible for placing, splicing, terminating, installing, and testing telecommunications/information technology equipment shall be certified as such.
3.6.3. The Contractor shall install CAT 6 Voice (24 total) and unclassified Data (48 total) drops in Rooms 230 & 231 of Building 1700. Install three (3) classified Data drops in Rooms 230 & 231.

3.6.4. The Contractor shall leave all communications equipment powered up and environmentally controlled during the entire construction period. The temperature in the room must remain at 75 degrees Fahrenheit. The communications equipment shall also be protected from dust, dirt, and construction debris during the demolition and construction phases of the renovation project.
3.6.5. The communication requirements for new building construction and building renovation projects are as follows:
3.6.5.1. All terminations will originate in the nearest COMM room in patch panels.
3.6.5.2. Cable tray will be required for all new COMM projects to be located above the drop ceiling.

3.6.5.3. All dedicated COMM rooms shall require environmental temperature control.
3.6.5.4. All dedicated COMM rooms shall require controlled access capability.
3.6.5.5. A final COMM punch down is required by the Construction Contractor.
3.6.6. DOCUMENTS: The following documents set forth the minimum standards expected of the contractor during this project.
3.6.7. Department of Defense Unified Facilities Criteria (UFC) Title: UFC-3-580- 01, 22 June 2007, (Telecommunications Building Cabling Systems Planning and Design”. The contractor shall adhere to all the standards listed when accomplishing communications requirements, not just a particular paragraph.

3.6.8. GENERAL REQUIREMENTS
The Contractor shall Install, terminate, and test duplex CAT 6 data/voice drops at the locations marked in the attached floor plans. All current CAT 5 cables will be removed and new CAT 6 plenum cables installed. Data cables should be blue in color and terminated at the patch panel in the network equipment rack for data.
Should the existing patch panel be full, the contractor will purchase and install an additional patch panel of the same or similar Manufacturer as the existing. Jacks at the user port will be Leviton CAT 6 and orange in color.
3.6.8.1. Each voice drop will be white in color and be terminated on A 110 block nearest the feeder D-mark in communications room. Both ends of each cable will be labeled. Should the existing 110 block be full, the contractor will purchase and install an additional 110 block panel of the same or similar manufacturer. Jacks at the user port will be Leviton CAT 6 and white in color.
3.6.8.2. Provide and install Duplex Network Junction Boxes with CAT 6 drops terminated along each office wall designated on the attached diagram of the EOC.
3.6.8.2.1. Contractor shall install a SIPR (classified) Network Cabinet in
Room 230 (see attached diagram), to include all Ethernet (CAT6) cables and patch panels. Run one new Ethernet (CAT 6) cable from existing communications room patch panel to a new data drop placed below the new SIPR network cabinet to allow for conductivity of Taclane encryption device. Run new Ethernet (CAT6) cables from new SIPR patch panel in
SIPR network cabinet to locations marked on COMM Drawing 5.
3.6.8.2.1.1. The Contractor shall provide the cabling infrastructure, communications racks, and patch cables. This will require, at minimum, a new government furnished network cabinet to allow for the patch panels to be consolidated into the cabinet along with new rack mounted UPS, and all network equipment.
3.6.8.2.1.2. Install new electrical power to the new GFE network cabinet. The Contractor shall make all electrical connections as necessary and ensure that the appropriate source, voltage, Amps and electrical current are supplied to all electrical components involved.
3.6.8.2.1.3. All wall mounted communications racks and cabinets shall have a ¾ inches fire retardant plywood backboard securely fastened
Page | 8 to wall. The plywood will be painted with two coats of fire retardant paint to match the décor of the environment where applicable.
3.6.8.2.1.4. Grounding: All telecommunications
equipment/cabinets/racks installed under this project shall have a number 6 ground wire or larger connected with a direct homerun from the equipment to the building single point ground. Make all ground connections, conceal all wiring; mark all communications cables at both ends with adhesive tape. Ground connection must meet national
Fire Protection Association (NFPA) 70, National Electrical code (NEC and TIA/EIA-607 requirements.
3.6.8.2.1.5. Install 2 inch conduit that will run through the trenched area on the attached Drawing 5 in Room 230 to support NIPR Data and Voice connectivity and 1 inch conduit for SIPR voice connectivity on the floor under the Commander’s Table. Conduit should also be included for electrical connectivity in the floor area to power assigned communications equipment.
3.6.8.3. The contractor will install, program and test electrical power connections made to telecommunications equipment, and Ethernet cables and communications rack.
3.6.8.4. Purchase and install patch cords for network connectivity from the patch panel to the network switch of sufficient length to allow for proper wire management and from the outlets to the user workstations
(no less than 14 feet). Government personnel will connect the patch cords to government furnished equipment on both ends (network switch and user computer). Patch cable colors will follow existing color scheme or the proposed color will be pre-approved by government personnel.
3.6.8.5. Provided outlet and patch panel labeling must show the number serving the outlet and the outlet circuit number. Ensure all wiring is concealed.
3.6.8.6. Faceplates and Jacks will conform to this method:
All faceplates will be installed in accordance with EIA/TIA and
IEEE 802 standards.
Jacks (orange data/white voice) and faceplates (white for unclassified and red for classified) shall be Leviton.

Wall penetrations will be drilled with sleeve for conduit.
3.6.8.7. Outlet labeling must be done in accordance with TIA/EIA-606.
Each outlet location must be labeled with a unique designator and level of classification, in sequence starting with “A” or “1” and proceeding clockwise around the room.
3.6.8.8. Mark all COMM. Cables at both ends with labels tape to identify room and outlet number.
3.6.8.9. All terminations will originate in the nearest COMM room in patch panels and A 110 block.
3.6.8.10. Cable tray will be required for all new COMM projects to be located above the false ceiling.
3.6.8.11. Ensure all wiring is concealed.
3.6.9. Government personnel will connect the phones and run cross-connects.
3.6.10. Provide wire management to ensure a neat and orderly installation. In addition, the drops shall be routed through the modular furniture, walls, and the data poles to insure the cables are protected and aesthetically pleasing.
3.6.11. Government Furnished Equipment (GFE)
3.6.11.1. Computer workstations. The Government will install.
3.6.11.2. Telephone instruments. The Government will install and program.
3.6.11.3. Ethernet Switches. The Government will install.
3.6.11.4. Communications racks. The Government will provide.
3.6.12. The contractor shall be responsible for the removal and disposal of all abandoned cables resulting from the installation of new cable in accordance with national Electrical Code (NEC) and National Fire Protection Association (NFPA).
Upon completion of acceptance testing the old premise wiring and patch panels in building shall be removed.
3.6.13. Make all ground connections, conceal all wiring, mark all communications cables at both ends with labels to identify room and outlet number. Each outlet must carry outlet designation and termination jack on patch panel or terminal block. Ground connection must meet National Fire Protection
Association (NFPA) 70, National Electrical code (NEC) and TIA/EIA-607 requirements.
3.6.14. Redline Drawings. The Contractor shall provide updated floor plan, cabling path and rack elevation drawing.

3.6.15. In-progress Tests.
3.6.15.1. Excavation. All excavations shall be inspected for compliance with applicable installation and safety directives. And installation plan procedures.
After material is placed, the contractor shall inspect and document the installation
3.6.15.2. Splices. All splices shall be tested for cable faults and splicing errors as they are completed. All cable faults and/or splicing errors detected shall be corrected after the completion of each splice point test and prior to sealing the closure. The contractor’s QCM and the designated government representative shall inspect all splices prior to sealing the closure. If, for any reason, moisture contaminates a splice, all modules and/or connectors shall be replaced and the entire splice retested.
3.6.16. Unless stated otherwise, the contractor will supply all labor, goods, services, and material of equal or better quality of that called out in MIL-STD
188-124b, RUS Bulletin 175F-and UFC-3-580-01.
3.6.17. Deliverables.
3.6.17.1. All deliverables are subject to Government
acceptance and approval. They shall meet professional standards and the requirements set forth in this SOW. All deliverables shall be produced using recommended software tools/versions as accepted by the Government. The
Contractor shall submit the following deliverables:
3.6.17.1.1. As-built Documentation – Contractor shall provide updates to drawings provided and show all work performed, including, but not limited to, premise wiring routes, patch panel locations, labeling, and drop locations.
3.6.18. Inspection and Acceptance. There shall be an acceptance test at the completion of all required work. Upon completion of the requested work the contractor shall provide copies of all test results to the Air Force Communications
Staff Officer.
3.7. MASS NOTIFICATION/FIRE ALARM SYSTEM
3.7.1. The current B1700 Fire Alarm System will remain as is.

3.7.2. The existing twelve (12) 12” Public Address (PA) speakers located above the suspended ceiling shall be reinstalled. Cut and place the 12” speakers inside the existing ceiling tiles. Re-terminate all speaker wires and test PA system.
Note: All measurements, dimensions, and materials identified or described by the Government is for reference purposes only and need to be field validated by the Contractor.
4. MISCELLANEOUS
4.1. The CO will approve an area outside Building 1700 that will be made available for the contractor’s temporary storage facility for materials, tools, etc.
4.2. The Contractor shall physically block the entrances to Room 230 and 223 in order to prevent unauthorized personnel entry, and control for impacts from dust, noise, and debris.
4.3. All Work under this Contract shall include the furnishing of all materials, labor, tools, equipment, and services necessary and incidental thereto.
4.4. All approvals and coordination for this SOW shall be handled by the Contracting Officer (CO).
4.5. Building 1700 must meet building code requirements for mass notification, smoke detectors, programmable thermostats, air balance, isolators, and communications.
5. MATERIALS
5.1. The Construction Contractor furnished materials shall include all associated equipment and appurtenances required for performing the Work and in accordance with the equipment manufacturer's literature. Material shall be as specified in the approved Design and subject to approval by the CO.
5.2. Material not definitely specified shall be of quality used for the purpose in Commercial practice. Items not specified but required for the proper installation or repair of a specified item or work shall be provided. Items shall be of the proper type, size, and material for the use intended.
5.3. All construction materials utilized shall remain in the Standard English measuring system which shall be considered in the Contractor’s Price Proposal.
6. IDENTIFICATION OF EMPLOYEES
The Prime Contractor shall ensure that all personnel employed on the construction project are identified as contractor personnel. Prime and subcontractor personnel shall wear identifying markings approved by the CO. (i.e. hard hats or clothing clearly identifying the Company for whom the employee works).

7. EMPLOYEE PARKING
Construction Contractor employees shall park privately owned vehicles in an area designated by the CO. Construction Contractor parking will be made available as close to the Work Site as possible; however, shall not interfere with existing and established parking requirements of government employees.
8. JOB SITE TOOLS AND EQUIPMENT
All hand tools and equipment shall be maintained in good working order and properly stored when not in use. Construction attire shall be in accordance with applicable OSHA regulations.
9. SANITATION
The Construction Contractor shall provide and maintain within the construction area minimum field type sanitary facilities approved by the CO. The portable sanitary facilities shall be securely attached to the ground to prevent blowing over.
Government toilet facilities will not be available for Construction Contractor personnel.
10. CLEANUP/GENERATED REFUSE
10.1. At the end of each Working day, the Prime Contractor shall ensure the work site is cleaned up. All construction debris, waste materials, packaging material, and the like shall be disposed of in a contractor provided covered dumpster. Location of the dumpster shall be at the direction of the CO. Cleanup of the work site shall include the construction area(s), material storage area (s), parking and eating area(s), and any other area(s) affected by the construction process. Any dirt or mud which is tracked on to any Base street, parking area, sidewalk, patio, or driveway shall be cleaned away daily.
10.2. The Construction Contractor shall take positive action to prevent work generated refuse from entering the sewer system. The project waste dumpster site shall be kept clean with the container removed regularly to prevent overflow. The prime contractor shall be held responsible for ensuring that the subcontractor responsible for removing the dumpster maintains control of the contents, not allowing any spillage while on NAS JRB property.
11. OCCUPATIONAL SAFETY
The Construction Contractor shall be subject to No Notice Inspections under Occupational Safety and Health Act (OSHA) Program by Inspectors of the Department of Labor.
12. CONSTRUCTION CONTRACTOR'S MANAGEMENT AND USE OF
ELECTROMAGNETIC EMISSION DEVICES ON BASE
Electromagnetic emission devices include: Radio/Radar Transmitters; Navigational

Aids/Instrumentations; Signaling, Intrusion Detecting, and Identification Devices;
Mobile and Fixed Business Radio Communications Equipment; and MARS, CBs, and Amateur Radio Stations.
13. EXPLOSIVE OPERATED HANDTOOLS
13.1. The Construction Contractor shall comply with OSHA Standard 1910.243(d) when utilizing explosive operated hand tools. Storage of explosive cartridges on the Installation shall be in metal containers and limited to one (1) days' supply. The Construction Contractor shall provide adequate controls to prevent loss/theft of cartridges used and stored on the Installation.
13.2. The Construction Contractor shall comply with AFMAN 91-201, NAVSEA OP 5, and NASFTWJRBINST 8000.3J when storing explosive cartridges for power tools.
The Construction Contractor shall notify the 301st Fighter Wing Weapons Safety Manager, the Navy Explosives Safety Officer, and the Navy Fire Department of the location of the stored explosive cartridges and the exact type of each explosive cartridge.
14. SEVERE WEATHER
14.1. Upon receipt by the CO of a severe weather warning with anticipated winds of 35 knots or higher, the following sequence of actions shall be carried out:
14.1.1. The CO will notify the Prime Construction Contractor of the severe weather warning.
14.1.2. The Contractor shall take immediate action to tie down, remove, protect, and/or secure construction materials and equipment to the satisfaction of the CO in order to reasonably assure that Government property will not be damaged.
14.1.3. If the Construction Contractor fails or refuses to secure materials and equipment to the satisfaction of the CO Inspector, the Work will be accomplished by CO personnel and the cost thereof charged to the Contractor.
15. INTERRUPTION OF UTILITY SERVICES
15.1. When possible make utility cutovers and interruptions after normal working hours or on Saturdays, Sundays, and Government holidays. Conform to procedures required in the Paragraph ‘Work Outside Regular Hours.’
15.2. Ensure that new utility lines are complete, except for the connection, before interrupting existing service.
15.3. Interruption to water, sanitary sewer, storm sewer, telephone service, electric service, air conditioning, heating, fire alarm, compressed air, and gas shall be considered utility cutovers pursuant to the Paragraph entitled ‘Work Outside Regular Hours.
15.4. Operation of Station Utilities: The Construction Contractor shall not operate nor disturb the setting of control devices in the Station Utilities System, including water, sewer, electrical, and steam services. The Government will operate the
Page | 14 control devices as required for normal conduct of the Work. The Construction Contractor shall notify the CO giving reasonable advance notice when such operation is required.
16. PRE-OUTAGE COORDINATION MEETING
16.1. Contractors are required to apply to the CO for utility outages at least ten (10) working days in advance.
16.2. The request should include, at a minimum, the location of the outage, utilities being affected, duration of outage and any necessary sketches.
16.3. No work will be performed on energized electrical circuits unless proof is provided that no other means exist.
17. WASTE MANAGEMENT PLAN
17.1. The Prime Contractor shall provide a list of specific waste materials that will be salvaged for resale, or recycled.
17.2. A waste tracker shall be submitted to the CO at least once monthly documenting all waste products removed from the project site.
18. OPERATION AND MAINTENANCE MANUALS
18.1. Submit (2) copies for each facility of the project operation and maintenance manuals prior to final invoice.
18.2. Operation and Maintenance Manuals must include manufacturer's standard brochures, schematics, printed instructions, general operating procedures, and safety precautions.
18.3. Bind information in manual format and grouped by technical sections.
18.4. Organize data by separate index and tabbed sheets, in a loose-leaf binder.
Binder must lie flat with printed sheets that are easy to read. Caution and warning indications must be clearly labeled.
19. EXISTING WORK
19.1. The Construction Contractor shall protect existing work which is to remain in place, be reused, or remain the property of the Government.
19.2. Facilities: The Construction Contractor shall protect electrical and mechanical services and utilities. Where removal of existing utilities and pavement is specified or indicated, provide approved barricades, temporary covering of exposed areas, and temporary services or connections for electrical and mechanical utilities.
19.3. Dust and Debris Control: The Construction Contractor shall prevent the spread of dust and debris to occupied portions of the Building and avoid the creation of a nuisance or hazard in the surrounding area. Waste and debris resulting from the
Page | 15 work being performed shall be cleaned up daily and promptly removed from the activity.
20. PERFORMANCE
20.1. Workmanship: Skilled personnel shall execute in a careful, neat, and proficient manner, and in compliance with accepted trade practices and prevailing industry standards. All work, including design, shall be executed in accordance with Unified Facilities Guide Specifications (UFGS), Uniform Mechanical Code (UMC), International Building Code (IBC), National Electrical Code NFPA 70, Life Safety Code NFPA 101, The National Pollutant Discharge Elimination System 40 CFR 122, OSHA standards, and specifically, 29 CFR 1910 and 29 CFR 1926. All work on this Contract shall comply with all Local, State, and Federal Environmental Laws.
21. DEFINITIONS
21.1. As used herein, replace means provide new materials to replace existing or missing materials.
21.2. As used herein, install means provide and install new materials per approved design and specifications.
21.3. Minor Materials and Work: Minor materials and work not specifically mentioned herein but necessary for the proper completion of the specified work shall be furnished without additional cost to the Government.
21.4. Unforeseen Major Repairs: Should deteriorated materials of a major nature be uncovered in the course of the Work, it shall be brought to the attention of the CO.
Repairs shall be made as directed in writing, and an adjustment will be made in the Contract Price in accordance with the terms of a Contract Modification.
21.5. Existing Work: Where existing work is changed or removed, or where new work adjoins, connects to, or abuts existing work, the existing work shall be altered as necessary and connected in a substantial and workmanlike manner.
21.6. All new work shall match, as nearly as practicable, existing, adjoining, and/or adjacent similar work.
21.7. Operations affecting existing work shall be conducted with care to prevent damage to work in place, and all existing work damaged by such operations shall be rectified or replaced without additional expense to the Government.
22. CRITERIA AND STANDARDS
22.1. The Construction Contractor shall prepare Final Design Material in accordance with criteria and applicable publications, standards, instructions, and manuals listed below, or publications standards, instructions, and manuals previously furnished to the Construction Contractor, hereby made a part of this SOW, and supplemental detailed instructions which shall be issued by the CO during the progress of the Work (this is only a partial list and should not be construed as limiting the Standards which may apply to this Project).

22.2. The Design shall include the use of recovered materials and achievement of waste reduction and energy efficiency in Facility designs in any Projects or Services such as writing specifications, selecting materials, or preparing drawings. Recovered materials should only be used or specified where economically feasible. Some acceptable recoverable materials would include carpet made from recovered materials, blanket insulation, board insulation, building insulation, cellulose fiber loose fill, hydraulic mulch, laminated paperboard, loose fill insulation, mineral fiber insulation, paper, paper products, and post-consumer materials. Recovered material means waste materials and byproducts that have been recovered or diverted from solid waste.
22.3. Energy efficiency would include efficient designs and layout, insulation, use of energy efficient equipment, energy efficient lighting, energy audits, and surveys. The Construction Contractor shall be responsible for notifying the CO of any missing criteria needed for his/her Work.
22.4. Construction must meet all the latest Federal, State, and Local Building Codes.

23. DRAWINGS ACCOMPANYING SPECIFICATIONS
23.1. Drawings for this Project are provided in the Attachments. These Drawings and Images are for Official Use Only to provide information to the Construction Contractors in order to propose on this Project, The Drawings are only for the Construction Contractor’s use and are not to be disseminated to other parties that are not directly associated with this Project. Primary Construction Contractors shall pass the Drawing Dissemination Policy on to any Subcontractors that may have a need for the information. The intent of making the Drawings available is to support the general SOW and estimated work.
23.1.1. The Drawings are for reference purposes only and it is the responsibility of the Construction Contractor to verify the accuracy of the Drawings and validate all critical measurements.
23.1.2. The Construction Contractor is responsible for verification of all details, measurement, etc., prior to ordering materials and execution of the Work.
Construction Contractors shall inspect all Site conditions necessary to base their Bid.
24. PROJECT DESIGN DELIVERABLES
24.1. FINAL CONTRACT DRAWINGS
24.1.1. Design Drawings and Specifications are a Contract deliverable and submittal requirement. Approved Drawings and Specifications shall become the property of the Government.
24.1.2. All Contract Drawings shall be well prepared, complete, and accomplished in accordance with the best professional practice to show clearly and concisely the type and extent of Work to be performed. The Drawings shall be drawn to appropriate scales and dimensioned completely and accurately.
Extensive explanatory notes on the Drawings should be held to a minimum or placed in specifications. Dimensions shall be shown in Standard English units.
Standard building material indications and symbols for architectural items and for mechanical and electrical equipment shall be used to the greatest extent possible. Drawings shall be delivered in hard copy, standard black line quality
Page | 18 paper, at the conclusion of the construction project. All Review Drawings and Corrected Final Drawings shall be full size (22” x 34”).
24.1.3. The Contractor shall be allowed to work as their own in-house design architect for the purpose of this design deliverable.
24.1.4. The Contract will not be required to disclose the name of their Design Manager for the purpose of this design deliverable.
24.1.5. A Background File shall be made available by the Government to the Awarded Contractor for use in preparing the overall Design Drawing Submittals post contract award.
24.2. DRAWING STANDARDS
24.2.1. Drawings shall be prepared on AutoCAD 2015 or compatible format. Two
(2) hard copies of all Drawings shall be provided to the Contracting Officer (CO) for review. When the Design Drawings are accepted, the Construction Contractor may then begin construction while the As-Constructed Drawings are being developed with Base Civil Engineer (BCE) approval.
24.2.2. Two (2) hard copies of As-Constructed Drawings shall be submitted to the Government upon completion of Construction and shall be reviewed for accuracy. Upon approval, the Construction Contractor shall provide two (2) electronic versions of the As-Constructed Drawings on AutoCAD 2015 or compatible format, and as .PDF to the Government on CD/DVD.
24.2.3. The Drawings shall be drawn to appropriate scales and dimensioned completely and accurately. Extensive explanatory notes on the Drawings should be held to a minimum. Dimensions shall be shown in Standard English units.

25. WORK EXECUTION
25.1. SCHEDULE
25.1.1. Work will be accomplished around the work schedule of the building occupants, normally 0730-1630 hours, Monday-Friday. No work will be scheduled on weekends without prior written approval by the CO.
25.2. COORDINATION
25.2.1. Before commencing work on a specific area, the Construction Contractor shall determine that all requirements pertaining to scheduling of the Work, the time approved by the CO for commencement of the Work, and the coordination with the COR are being complied with.

25.2.2. The Construction Contractor shall further determine that all required Notices have been given and Permits have been obtained (utility outages, road closures, digging, hot work, SW3P, etc.).
25.3. SCHEDULING AND SEQUENCE OF WORK
25.3.1. The Work shall be completed to minimize interference with the normal functions of the Government.
25.3.2. Prior to beginning any work, the Construction Contractor shall meet with the CO in order that an approved schedule and Sequence of Work may be arranged.
26. PROJECT MANAGEMENT AND ADMINISTRATION
26.1. CONSTRUCTION CONTRACTOR PROJECT MANAGER: The Construction Contractor shall name and assign a responsible person as Project Manager. He/she shall maintain the Project File to contain all correspondence and criteria pertinent to this Project and shall provide the CO with the names of the individuals responsible for preparation and coordination of the Project Work.
26.2. COORDINATION: During the progress of the Work, the Construction Contractor shall confer with the CO as required, to assure approval and coordination of the completed Work.
27. SITE VISITATION
27.1. Prior to submitting proposals, it is highly recommended that prospective contractors visit the site in order to satisfy themselves as to the nature of the project site, details, character, and amount of work to be accomplished. The Contractor is responsible for the verification of all statement of work details, critical measurements, drawing specification and dimensions, etc., prior to preparation of their proposal, ordering of materials, and execution of work. Failure to attend a site visit shall not relieve the contractor of responsibility for being knowledgeable of those conditions that may only be readily observed by attending a site visit.
27.2. Site visitation shall be arranged by the CO.
28. TIME OF COMPLETION
Government estimate for completion of work is 120 days from issuance of Notice to Proceed (NTP).
