SECTION 1: OVERVIEW
OBJECTIVE
1. The primary purpose of this Statement of Work (SOW) is to obtain associated construction materials to Construct a Perimeter Road at the 934th Airlift Wing, Minneapolis, MN. This SOW is ONLY for the procurement of materials (commodities) and the delivery to specified location. This SOW provides the general requirements.
LOCATION
2. Project site and delivery of material will be at the 934th Airlift Wing, Minneapolis, MN.
SCOPE INFORMATION
3. This SOW will include specification on the delivery of construction materials. All materials shall be new unless otherwise approved by the Contracting Officer, free of defects and in good condition. All materials shall conform to the Specification and Plans outlined in the SOW, unless otherwise approved. The Contractor shall remove defective materials from the site at no additional cost to the Government.
BULK GRAVEL
3.1. The Contractor shall provide materials to support construction and maintenance of gravel yards; including bulk delivery of crushed gravel, graded-crushed aggregate base course, ballast, riprap, pea gravel, and other aggregates to the location specified in each order.
SELECT FILL
3.2. The contractor shall possess the capability and equipment required to provide and deliver select soils (of various types) as required.
SUBMITTALS
4. Contractor shall supply submittals with technical/product data for the material to be supplied with their quotation for evaulation. Testing will be done on the supplied materials on-site.
ENVIRONMENTAL
5. All waste oil and fuel spills will be cleaned up immediately and disposed of properly. Hazardous materials well be appropriately disposed of in accordance with the local applicable
EQUIPMENT
6. All vehicles and equipment shall be operated in accordance with base traffic regulations. If equipped with communications devices, equipment shall comply with all base and local frequency regulations. Cell phone use while driving is restricted to “hands free” while on base.
QUALITY CONTROL
7. Inspection and testing of materials is the responsibility of the Contractor. However, appointment Government representatives can and will inspect materials as considered appropriate and will monitor that materials are in compliance with the SOW and the contract. Government inspection or testing will not relieve any Contractor responsibilities.
SAFETY REQUIREMENTS
8. The Contractor shall ensure that Employees are supplied and use proper safety equipment (e.g., gloves, safety glasses, boots, etc.) and follow proper work procedures, which protect contractor employees and U.S. soldiers in vicinity of job site. The Contractor shall establish a safety zone around the work area and establish a safety system with warning markers and other devices to prevent injuries to pedestrians and others who may be on the site. The Contractor shall assume any liability for any injury incurred by contractor personnel while working on site. If there are areas that have land mines near the construction site, the contractor is responsible to ensure that his personnel obey posted signs and do not wander into mine fields.
CLEANUP
9. The Contractor shall perform a jobsite cleanup after delivery and remove any debris and refuse from the site, to the satisfaction of the Contracting Officer.
WORK PERIOD
10. The Contractor shall complete all deliveries within the 29th of May to the 4th of June.
ACCEPTANCE
11. The authorized Government representative as indicanted in the contract will provide acceptance of materials.
INSTALLATION ACCESS
12. All Contractor employees or subcontractors must carry pictured identification at all times. They must show I.D. upon request by City/State/Government personnel. The Contractor's employee must carry a copy of the contract requirements with them during the implementation of this contract. The Contractor's employees will be subject to such additional checks as may be deemed necessary to ensure that no violation of security rules has occurred.
SECTION 2: TECHNICAL REQUIREMENTS FOR BULK MATERIALS
GENERAL REQUIREMENTS
1. Any of the materials supplied IAW this statement of work, shall be made available for bulk delivery to the Government.
1.1. Bulk delivered items will be delivered per the contract. Contractor shall account for procedural time for base entry procedures for vehicles and personnel.
1.2. Manufacturer’s product data (catalogue cuts and technical data sheets)
DELIVERY
2. Delivery shall be coordinated with the Government’s on-site representative and transport vehicles shall be scheduled to arrive at the job site during normal work days and hours. This includes Monday through Friday between the hours of 8:00 a.m. and 5:00 p.m. Central Time, and excludes Federal holidays. Alternate delivery times must be approved on a case-by-case basis by the Government representative. Weekend deliveries are authorized if included in the quote.
2.1. Contractor shall ensure full scheduled amount is delivered as scheduled. Each truckload of material shall be approved by Government personnel to determine actual quantity delivered subject to FAR 52.211-16 Variation in Quantity.
2.2. The Contractor shall ensure that deliveries are accomplished on time and with the requested quantities. The Government reserves the right to withhold payment if the quality of the material delivered is substandard and unacceptable. Any unacceptable material will be disposed of at no additional expense to the USG. The Contractor shall furnish delivery tickets with each delivery.
SELECT FILL
3. Gradation requirements for sand are as follows: 95-100% passing 4.76mm (number 4) Sieve, 80-100% passing 2.36mm (number 8) Sieve, 50-85% passing 1.18mm (number 16) Sieve, 25-60% passing 0.6mm (number 30) Sieve, 10-30% passing 0.3mm (number 50) Sieve, 2-10% passing 0.15mm (number 100) Sieve.
3.1. Fill material shall have a liquid limit of not more than 25 and a plasticity index of not more than 6 when tested in accordance with ASTM D 4318. Test results will be approved by the COR.
3.2. Fill material shall be locally available. Compactable fill is acceptable. Fill shall contain less than 0% organic material, containing no metal, plastic, trash, frozen materials, vegetation, debris, or other man-made materials. Fill materials shall be free of rock or gravel larger than 2 in (50 mm). Silt and sand are not acceptable fill material.
AGGREGATE BASE COURSE
4. All gravel provided under this Contract shall consist of stone that has been quarried from rock formations, crushed and screened to produce a minimum of seven (7) facets per piece. Round and outsized stone is not acceptable and shall be removed from the base at the Contractor’s expense. Contractor is responsible for providing samples before delivery and the USG reserves the right to test materials in order to ensure complete compliance.
4.1. Crushed stone base course shall consist of sound, durable particles of crushed stone or crushed gravel. Aggregate gradation shall conform to gradation specified in the following table (TABLE 1):

4.2. The crushed stone base course material shall be free of organic material, trash, debris, dirt, and other deleterious material.
