CONTINUATION OF ESSENTIAL CONTRACTOR SERVICES

NATO Unaccompanied Baggage

1.0 DESCRIPTION OF SERVICES. The Contractor shall perform all work detailed according to the Performance Work Statement of this contract unless otherwise specified. The contractor shall provide all personnel, supervision, equipment, tools, materials, transportation, and other items and services necessary to perform the delivery service of transporting NATO unaccompanied baggage. There is to be no separate and/or additional CLIN pricing to perform these mission essential contractor services. As directed by the Contracting Officer, the Contractor shall participate in training events, exercises, and drills associated with Government efforts to test the effectiveness of continuity of operations procedures and practices. The following Plan outlines specific functions the contractor will adhere to in the event that it is required to perform Mission

Essential Contractor Services in accordance with DFARS 252.237-7023 and the Performance

Work Statement.

1.1 PERFORMANCE OF SERVICES DURING CRISIS DECLARED BY THE

NATIONAL COMMAND AUTHORITY OR OVERSEAS COMBATANT COMMANDER.

According to Department of Defense Instruction (DoDI) 3020.37, Continuation of Essential DoD

Contractor Services During Crises, and the Air Force implementation thereof, unless otherwise directed by an authorized government representative, it is determined that service requirements under this PWS are essential to be performed during a crisis and between the hours of 0600–1800

Monday through Sunday, 365 days of the year in accordance with DFARS part 252.237-7023, Continuation of Essential Contractor Services. The contractor shall contact the COR with any service related issues.

2.0 GENERAL INFORMATION. The offeror shall prepare a written plan describing how it will continue to perform the essential contractor services. The plan must include the following minimum components below:

2.2 Assumptions.

A claim for increased expenses shall not be submitted, as no additional work is being requested outside the normal scope of the work offered and accepted by the Government. Should this change, the Contractor will be notified in writing to provide a written proposal for additional work.

2.3 Responsibilities.

The clause 252.237-7023, Continuation of Essential Contractor Services shall be included in all subcontracts for essential services. All costs incurred in continuing performance of essential services in a crisis situation shall be segregated and separately identified if the work was not within the original scope of the contract.

3.0 SPECIFIC INFORMATION.

The following areas will outline the basis of the Mission Essential Contractor Plan. Compared to performing the routine contract requirements, the following additional taskings will have to be performed:

- Contact the 39th Contracting Office to determine if an escort is required.

3.1 Challenges.

Challenges associated with maintaining essential contractor services during an extended event that exceeds ninety (90) calendar days on Incirlik Air Base include maintaining gate access. Any challenges with accessing the installation will be forwarded immediately to the 39th Contracting

Office.

3.2 Time Lapse.

There are no time lapse issues associated with the initiation of the acquisition of essential personnel and resources and their actual availability on the installation.

3.3 Alert and Notification Procedures.

Essential contractor service personnel will be notified via email or phone that they are required to work as soon as the company is notified that only mission essential contractors are allowed on the installation.

3.4 Communicating Employee Expectations.

All contract employees hired under this contract will be notified that the contract is labeled mission essential. The employee will read, acknowledge, and sign this mission essential plan to understand their roles and responsibilities during a crisis.
