“Notice to Offeror(s)/Supplier(s): Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs.”
DECA information "Due to an established economic agreement between the United States Government and the Government of Turkey, the U.S. Air Force intends to award this solicitation to a business concern within the country of Turkey, as required by the Defense and Economic Cooperation Agreement, supplementary Agreement 3, Article VI. If it is discovered that the U.S. Air Force is not able to make award to a business concern within the country of Turkey, it reserves the right to make award to a business concern that is not within the country of Turkey."
Business concerns not within the country of Turkey should be aware of challenges associated with doing business in the Republic of Turkey. Challenges may include:
· Turkey Social Security Tax (may be as high as 80%)
· VISA
· Turkey Residency Permit
· Business certificates/licenses as required by the country of Turkey
· Turkey requires a CE marking (European Union Standards/certification conformity) on all goods imported into the country
· Customs clearance
· Health Care insurance not provided by contract
· U.S. base housing not provided
· U.S. base support facilities not authorized/provided (i.e. medical, commissary, Base Exchange, fuel station, etc.)

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. Additionally, the Government will utilize simplified procedures in accordance with Subpart 13.5. This announcement constitutes only the solicitation; quotes are being requested and a separate solicitation will not be issued.
II. This solicitation is issued as a request for quotation (RFQ) IAW FAR Part 12 and 13. Submit written quotes or electronic quotes on RFQ reference FA5685-14-Q-0050.
III. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-83.
IV. Due to the overseas location of this solicitation, no set-aside will be used. The NAICS code for this requirement is 442110 – Furniture Stores.
V. This combined synopsis/solicitation is for Mattresses & Box Springs.
VI. The following commercial products is requested:
CLIN 0001:
Item: SINGLE SIZE MATTRESSES Quantity: 500 Unit of Measurement: Each Item Description:
Must be same as or equal to the Yatas PREMIER 300 model. Must have modern design with Eurotop appearance. Must be Anti-bacterial, pointed-knit fabric with soft palpation. Must be a bed fabric with a low probability of ignition. Must have Defluxion resistant Bonell Spring system, which distributes body weight to all springs with balance. Must have 60 DNS Visco Elastic Memory Foam, created with space technologies, on all sides of the bed. Must have blood flow accelerating impact with heat and pressure sensitive Visco Elastic Foam, created with space technologies. Must have hard foam and ultra-orthopedic hard surface on the other side of the bed. Must have resistant internal support foam, enabling the bed to have a prolonged life and promote spine support. Must have breathing 3 dimensional Spacer Edge Technologies, enabling the bed to breath from all four sides. Must have resistant edge barrier foam, enabling sleep on edge of the bed. Must be double sided usage. Color must be DARK BLUE Size must be: 100cm Width x 200cm Length x 27cm Height

Must have Stitch count of 15mm or less. Top chipboard must be 8 mm crude chipboard. Leg ports must be 20mm x 30mm x 1mm. Leg quantities must be 6 legs. Foot screw measure must be M 8. Box spring height must be 25 cm. Height of leg must be 6 cm. Corner plate must be 1 mm. Box spring upholstery must be BLUE Fabric and fire retardant. Top box spring and side coating must have 90 gr / m2 thermobond fiber Size must be: 100cm Width x 200cm Length x 27cm Height

VII. The delivery date is contingent upon date of contract award. All items listed below must be delivered, offloaded, and neatly stacked by the contractor to be considered delivered. Items on a truck will not be considered delivered, and personnel or equipment will need to be provided to offload trucks (Government will not supply personnel or equipment to assist vendor with delivery). All items shall be delivered to the following address:

Addendum to FAR 52.212-1, Instructions to Offerors – Commercial Items (Apr 2014) GENERAL INSTRUCTIONS
Addendum to 52.212-1(c), Period for Acceptance of Offers. The paragraph is tailored as follows: “The Offeror agrees to hold the prices in its offer firm for 120 calendar days from the date specified for receipt of offers.
IX. The provision at FAR 52.212-2, Evaluation - Commercial Items (Oct 2014), applies to this acquisition. Please see the addendum below.

The Government will award one contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation is determined to offer the Best Value to the Government. The Government may award without discussions; however, the Government reserves the right to conduct discussions if deemed in the Government’s best interest. Quotes will be evaluated on price and the offeror’s ability to meet the specification requirements in Attachment 1 of this combined synopsis/solicitation.
X. Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items (Mar 2015), Alternate I (Mar 2015), with their offer, or complete paragraph (b) of 52.212-3, if the offeror has completed the annual representations and certifications electronically at http://www.sam.gov.

XIV. All firms must have base access and be registered and active in the System for Award Management (SAM) database at https://www.sam.gov/portal/public/SAM/ to be considered for award. All quotes must be directly submitted by the firm registered in SAM that is intended to be the successful awardee. Quote submitted by another firm on behalf of a SAM registered company with the intention of being award "care of" will not be accepted. All quotes must include registered DUNS, CAGE codes, Tax ID, and small business status, and any applicable GSA contract number.
XV. The Defense Priorities and Allocations System (DPAS) is not applicable to this acquisition.
XVI. Quotes must be received no later than 1400 Eastern European Time (EET), 04 September 2015.
