MEMORANDUM FOR ALL POTENTIAL ID/IQ AWARDEES

SUBJECT: Indefinite Delivery/Indefinite Quantity (ID/IQ) Roads and Grounds, Task Order
Request for Proposal (TORFP) Number 0001
1. The 39th Civil Engineering Squadron has identified the following project for ID/IQ consideration. The government requests a complete technical and price proposal within the time specified in solicitation number FA5685-10-R-0002 for the work described herein and the attached documents:
Project Title: Paint Striping Base Roads Project No: LJYC 09-1060A ID/IQ PM: Mr. Melvyn Guzman, 39 CES/CECEC, 676-8020 Magnitude: Between $25,000.00 and $100,000.00. The magnitude of the construction project is hereby disclosed for proposal preparation. In the event the proposal exceeds the range provided ($100,000.00), the contractor will stop the proposal preparation and notify the Contracting Officer immediately for guidance.
Work Element: Work Element 2 (Design/Bid/Build or Bid Build) Task Order Evaluation Criteria: N/A Period of Performance: 70 Calendar Days from Issuance of Construction-Notice-To Proceed (CNTP).
2. Notice to Offerors: In accordance with FAR Clause 52.211-12, Liquidated Damages in the amount of $287.11 for the first day and $176.96 for each additional day will be assessed if the contractor fails to complete the work within the time specified in the contract.
3. Proposal Preparation Instructions
(a) To assure timely and equitable evaluation of proposals, offerors must follow the instructions contained within Sections L and M of the ID/IQ solicitation. Offerors are required to meet all solicitation requirements, including terms and conditions, representations and certifications, and technical requirements. Failure to meet a requirement may result in an offer being ineligible for award.
(b) The contracting officer has determined there is a high probability of adequate price competition in this acquisition. Upon examination of the initial offers, the contracting officer will review this determination and if, in the contracting officer’s opinion, adequate price competition exists, no additional cost information will be requested and certification under FAR 15.406-2 will not be required. However, if at any time during this competition the contracting officer determines that adequate price competition no longer exists; offerors may be required to submit information to the extent necessary for the contracting officer to determine the reasonableness and affordability of the price.
4. Specific Instructions
(a) Each proposal is expected to be comprised of detailed shop drawings, price proposal, and necessary documentation to satisfy all technical evaluation factors.
(b) Each proposal is to be formatted as specified in Sections L and M of the ID/IQ solicitation
(c) Documents submitted in response to this solicitation must be in legible English, fully responsive to and consistent with the requirements of the Contract Line Items Numbers (CLINs), specifications and drawings, and government standards and regulations pertaining to the specifications and drawings. In addition, offerors shall strictly adhere to the limitation on the number of past performance pages.
(d) The offeror shall fill in the proposed price on the provided AF FORM 3052/INC 1101 for this project. The offeror should use Attachment 5; AF Form 3052/INC 1101, Construction Cost Estimate Breakdown, to prepare their proposed price.
5. Proposal Submission
(a) The offeror shall submit proposals as specified in Block 13 of the SF 1442 solicitation. Offeror shall time stamp the proposal at 39 CONS.
(b) All proposals delivered in response to this solicitation shall reflect the following information on the address label in a sealed envelope:
(i.)
Solicitation (ii.) The legend, "To be delivered unopened to the Contracting Officer", and (iii.) The contents and number of copies contained in each envelope.
(c) Submit your proposal to the following address:

6. Pre-Proposal Site Visit A Pre-Proposal Site Visit is scheduled for See Solicitation at Incirlik AB. If offeror’s have not submitted a Site Visit Reservation Form, and do not already have access to Incirlik AB, it is the offeror’s responsibility to obtain proper coordination and access.
7. Basis for Contract Award See Sections L and M of the SF 1442 Solicitation
