Metals

1. The spec calls out “Accessory steel structural components shall conform to ASTM A36”; however, some structural steel, including Hollow Structural Steel (HSS) tubing, are specified by different ASTM structural steel standards (ASTM A500 steel for HSS tubing). Please confirm that not all steel must be ASTM A36, but should be structural steel with comparable strength to ASTM A36 steel.

2. The specified 0.075” FRP is a very specific thickness. Will a different thickness of FRP (such as 0.090”) be acceptable?

Walls, Ceiling, & Finishes

4. The spec calls out “14 ga tube steel to be used as framing”. Can you clarify what framing this is calling out? Or can you confirm that the below construction standards will suffice?

a. Cutouts in container to be structurally reinforced with welded-in Hollow Structural Steel (HSS) tube framing with 14-ga minimum thickness.

b. Interior studded walls to be constructed using steel studs at 22-ga minimum thickness.

Option a is an acceptable course of action

5. The UFC requires 1-hour fire rating on the walls for a Type C and C++ lab. No mention of this was in the spec, but can this be assumed to be required?

Yes, 1 hour fire rating is still required

6. Is there a particular insulation R-value required?

No, up to the manufacturer, as long as the R-Valve can maintain the required temperature-controlled environment of 73 +/- 5 degrees Fahrenheit

Equipment

7. The spec requires that the “exhaust stack must discharge vertically and be located a minimum of 9.5’ above adjacent roof lines.” What is the height of the highest adjacent roof line?

This facility will be a standalone facility with no additional roof lines near to impact this request

Floor

8. The specification is a bit unclear as to what is expected for the floor. A 6” recessed spill containment floor is mentioned, but “another means of permanent spill control” is mentioned to be acceptable. However, the spec continues to suggest that, if only an eyewash station is used (which the specification requires both an eyewash and a shower) than the recessed floor is not required, but the floor must be sloped to a floor drain. An additional clarification is specified that the “floor must be able to contain a fuel spill without leaking into the fresh water system”, and that “this is for future use when we are hooked into a long term plumbing solution”.

a. Is a sloped floor and floor drain acceptable, even though a shower is required?, or

b. Will a 6” recessed spill containment floor be required since a shower will be required?, or

c. Is only a 6” recessed spill containment floor required for the shower area, and a sloped floor could be used for the rest of the container?

Option C meets our request

9. The answer to the question 3 above may also affect the Medintech/similar flooring requirement. If (8.a) or (8.c) above is acceptable, chemical resistant sheet vinyl flooring with welded seams could be used, but if (8.b) above is required, this type of flooring would not work, as the walking surface would need to be a grated spill containment flooring with reservoir/basin underneath to collect the spills.

a. If (8.b) above is required, can you please confirm that the Meditech/similar flooring will not be able to be used and would need to be replaced with a grated spill containment flooring? (please also provide any requirements for the spill containment reservoir/basin that would also be required in this scenario)

Lights

10. The spec calls out that “Interior lighting shall be provided with fluorescent 220V surface mounted LED lights.” Can you please confirm that LED lights are required, and that the “fluorescent” call-out is an error?

LEDs are required and to be in an explosion proof casing

HVAC

11. Marvair Unit specified is obsolete. Can an equivalent that runs on 220/400V, 50-Hz power be provided?

Yes

12. Please confirm whether the defined unit should be adjusted to fit the specific application, or if the specified unit should simply be matched in capacity and features.

a. Please note that environmental conditions, building R-value, and other factors may affect the performance of an HVAC unit. It is usually best to define a unit for each application. If this unit was defined for a different location and different building insulation R-value, it may not allow the building to meet the required interior operating temperatures.

Question 6, environmental conditions will be taken into consideration upon advisement from the manufacturer

13. Will an LEL sensor for gasoline and kerosene be required?

Electrical

14. The spec calls out that the electrical system shall be “designed to European Voltage 220/400V”

a. Please confirm that the power source provides 50-Hz frequency power, and all equipment (vendor-provided, or customer-provided for use in the lab) will need to be compatible with 50-Hz power.

15. A mechanical room is called which suggests a C++ lab design. Please confirm both.

An individual/separate mechanical room is not required; access to the conductors and breakers should be available to be accessed within the lab

Exterior Raceways/Outlets

16. Will exterior raceways/ outlets be required? There are some requirements for exterior raceways, but there is no mention of how many outlets would be required on the exterior, or where they would be required.

a. Or are these simply defining the requirements for the conduit for wiring powering the exterior lighting?

This is solely for exterior lighting, no extra outlets other than connections to support generator/commercial power are required Facility Grounding

17. there an existing grounding system on site that we would be able to hook up to?

Grounding will be installed by DoD technicians

18. This requirement calls out facility grounding, which relates to grounding of the electrical system/wiring, but does not inherently require lightning protection. However, UFC 4-310-3 looks to require lighting protection. Can you please confirm that lightning protection will be required?

Lightning protection is required Fire Rating

19. No fire suppression system, or fire alarm system are called out specifically on the spec. However, the UFC 4-310-03 requires compliance with UFC 3-600-01 and NFPA 45 which seems to require extinguishers and fire alarm. Will either of these systems be required for this lab?

Fire extinguishers will be provided from the DoD; fire alarms are not required

CLIN 0002

Delivery to Larissa AB, Greece.

Does the delivery (other than shipping to destination) include

· Unloading and placing at Destination, installing stack

The DoD will unload/download at the destination of where the lab will permanently operate

· Who makes the final connection to the electric grid, grounding, lightning protection etc.

The DoD will make the final connections upon delivery under oversight/guidance of the
Manufacturer.
