1. Can the Government please confirm, how many volumes are to be submitted?
Please see 212-1 and 212-2. No volumes are required.
1. Is there an incumbent on this contract, if the Government is at liberty to provide the incumbency information, can you please provide Incumbent Name and Incumbent Contract value?
New requirement.
1. Can the Government please clarify whether resume is required for the proposed Personnel?
Resumes are required for personnel.
1. Can the Government please clarify whether Clinical Laboratory Technician must possess US Citizenship or EU Citizenship is acceptable?
As long as the candidate meets all of the requirements listed in the PWS, either will work.
1. If this is a new requirement, will there be a transition period to allow the awarded company a reasonable amount of time to get an employee in place?
Yes on the transition period, however, the contractor will not be able to invoice for that transition time, only once performance has actually started will billable work start being incurred
1. Is this position expected to be covered under SOFA status?
No SOFA status coverage, DOCPER support, or PCS cost support at this time.
1. What are the past performance requirements? Is the government looking for a past performance questionnaire, a narrative or some other form? What specific information, such as contract number, point of contact information, value, etc. is required?
Per the 212-2, “Contractor will provide concise and relevant past performance information. Past performance may include but is not limited to: Government contracts for similar services, performance conducted in overseas military bases, or other pertinent information that showcases the contractor's ability to staff qualified personnel.” So you have flexibility for how you best want to present this information to us, there’s no standard form or required information. We leave it up to the contractor to best show their past performance in a clear, concise, and convincing manner.
