SOURCES SOUGHT/REQUEST FOR INFORMATION (RFI):

FA5682 Jet Blast Deflector

This Sources Sought/Request for Information (RFI) is being issued in accordance with Federal Acquisition Regulation Part 10, Market Research. It is for information, planning and market research purposes only and shall not be construed as either a solicitation or obligation on the part of the Air Force.

The Air Force will use this market research information to assess the market capability to successfully meet the Air Force's requirements for a safety boat, trailer and associated equipment. The Air Force welcomes responses from all interested parties.

Sources Sought Response Requirements

Responses to this notice shall be limited to ten pages (excluding marketing literature and/or technical data sheets and/or resumes) and must include:

1. A capability statement in response to requirements described in the paragraphs below under sections “General Requirements” and “Additional Requirements”.

2. Organization name, and telephone number and e-mail address of a point of contact having the authority and knowledge to clarify responses with Government representatives.

3. Commercial pricing list(s) or other pricing information, if applicable and available.

4. Customary practices, including warranties, discounts, and contract type(s) under which commercial sales of the products or services are made, if applicable and available.

5. DUNS number, CAGE code, and company structure.

6. Written confirmation of registration in SAM (www.sam.gov). Offerors should be registered to be considered as a source.

Acknowledgment of receipt of responses will not be made, nor will respondents be notified of the outcome of the Air Force's review of the information received. Additionally, the Air Force does not intend to hold discussions concerning this RFI with any interested parties. This request is not to be construed as a commitment on the part of the Government to award a contract, nor does the Government intend to pay for any information submitted as a result of this request. The Government will not reimburse respondents for any cost associated with submission of the information being requested or reimburse expenses incurred to interested parties for responses to this announcement. However, the Air Force reserves the right to contact one or more of the respondents if additional information is required or to request demonstrations.

Responses to this announcement will not be returned, nor will there be any ensuing discussions or debriefings of any responses. However, information obtained as a result of this announcement may be reflected in the subsequent solicitation. This announcement is Government market research and may result in revisions in both its requirements and its acquisition strategy based on industry responses.

Respondents must submit a capability statement and response requirements to dylan.tomkinson@us.af.mil and charidy.vessels@us.af.mil no later than 0900(EST) 25 October 2019 as indicated on the Government Point of Entry (GPE) for consideration.

A subsequent solicitation will be posted, tentatively, on 28 October 2019 for a period of 15 days.

GENERAL REQUIREMENTS:

Manufacturing and Delivery of one Jet Blast Deflector Structure (JBD) rated for full power afterburner run-ups of all current fighter jets such as the F-35, F-22, F-15 and F-16; the configurations of the JBD such as nominal height and length IAW the current standards and for protection of taxiways hangars, buildings, roadways, vehicles and personnel from hazardous jet blast; including delivery of all required deflector material to the construction site; including the general and structural design for the deflector, anchors and foundations as well as an electrical and grounding design; any duties, and fees as well as waiting times must be included in the quote; the vendor must organize the base access and construction site allowance on his own costs; the vendor must provide all relevant technical data, drawings, calculations and other information within 3 weeks after conclusion of contract; all drawings and calculations must be stamped by a professional and certified engineer; all documents must be provided in English; the anchor elements between the deflector and the foundations must be included in the price and delivered to the construction site; at least a two year warranty must be stipulated between the two contracting parties; the design and material must be in compliance with current USAF and ICAO standards and regulations; passes through security gates/ checkpoints etc. must be coordinated by the vendor and must be included in the price; the vendor or delivery contractor is responsible for loading and unloading material. After installing the connecting and fixing parts, these parts will ensure a structural unit. The weight of units for all components have to be determined for the technical assembly. All accessory parts comply with static values, the unit parts and the technical setup instructions are according to required structural calculations. All components must be structurally dimensioned by the contractor.

ADDITIONAL REQUIREMENTS:

All structures and technological systems included in the project will be designed in compliance with Italian applicable laws and comply comply with UFC 3-260-01.
